MEETING OF THE CITY OF TEMECULA
PUBLIC/TRAFFIC SAFETY COMMISSION
NOVEMBER 15, 2007
CALL TO ORDER
The City of Temecula Public/Traffic Safety Commission convened in a regular meeting
at 6:00 p.m. on Thursday, November 15, 2007, in the City Council Chambers of
Temecula City Hall, 43200 Business Park Drive, Temecula, California.
FLAG SALUTE
Commissioner Curran led the audience in the Flag salute.
ROLL CALL
Present: Commissioners: Hagel, Ramos, Curran, and Chairperson Arbogast.
Absent: Youmans.
PRESENTATIONS:
Trauma Intervention Program (TIP) Update
Representing the Trauma Intervention Programs, Crisis Team Manager Magee updated
the Public/Traffic Safety Commission on how the Trauma Intervention Program works.
Certificate of Appreciation - Roseann Orwvler
On behalf of the citizens of Temecula, Chairperson Arbogast presented Ms. Orwyler with
a Certificate of Appreciation for her many years of service with the Trauma Intervention
Programs.
Certificate of Appreciation -Paul Jacobs
Chairperson Arbogast, on behalf of the City and Public/Traffic Safety Commission,
presented Mr. Jacobs with a Certificate of Appreciation for his many contributions of time
and dedication to the Public/Traffic Safety Commission for the past three years.
Mr. Jacobs thanked the City and Commission for the Certificate of Appreciation.
The Commission wished Mr. Jacobs success in his future endeavors.

COMMISSION REPORTS
A. Commissioner Ramos commended Code Enforcement and the Police
Department for removal of abandoned cars, as well as commended the City for their
efforts with the recent fire tragedies. Mr. Ramos also thanked the City for the
Commission Recognition dinner.
Director of Public Works Hughes provided the Public/Traffic Safety Commission with an
update as to the status of Administrative Assistant Pyle.
B. Commissioner Hagel congratulated the City, Temecula merchants, volunteers,
and the Police and Fire Department for their efforts with respect to the recent fires.
Deputy City Manager Yates advised that a formal debriefing of the recent fires will be
conducted at the December Public Traffic Safety Commission meeting.
C. Chairperson Arbogast commended Deputy City Manager Yates for his
outstanding job performance with regard to recent fires. Ms. Arbogast also welcomed
newly appointed Public/Traffic Safety Commissioner Christopher Curran.
Ms. Arbogast expressed concern with the narrowness of Mercedes Street in Old
Town and would request that the Public Works Department explore this issue.
In response to Chairperson Arbogast's concern, Director of Public Works Hughes
advised that Mercedes Street in Old Town will be reconstructed in spring 2008.
D. Commissioner Curran thanked the City Council for allowing him an opportunity to
serve as a Public Traffic Safety Commissioner and stated that he is looking forward to
working with the City.
Principal Engineer Moghadam advised that the parking restriction signs in the Redhawk
area will be implemented in mid-December.
CONSENT CALENDAR
1. Minutes of September 27, 2007
RECOMMENDATION:
1.1 Approve the Minutes of September 27, 2007.
MOTION: Due to a lack of a quorum, it was the consensus of the Public/Traffic Safety
Commission to roll the minutes of September 27, 2007, to the December 13, 2007,
meeting.

COMMISSION BUSINESS
2. Slow Excessive Neighborhood Speeds (BENS)
RECOMMENDATION:
2.1 That the Public/Traffic Safety Commission review and discuss the
proposed Slow Excessive Neighborhood Speeds (BENS) Program and
provide direction to staff relative to public education efforts.
Senior Management Analyst Middlecamp provided a staff report (of written material)
Due to the excessive speeding on Temecula's neighborhood streets, Commissioner
Hagel relayed that he would be in favor of more radar trailers being placed in residential
areas and would be of the opinion that more education with respect to the negative
impacts of excessive speeding be implemented.
At this time, the public hearing was opened.
A. Ms. Rebecca Weersing, representing Temecula Valley PTA Council, agreed with
the concerns of excessive speeding and relayed that the Temecula Valley Unified
School District PTA would be happy to lend its assistance in educating the public
through the neighboring schools.
At this time, the public hearing was closed.
Chairperson Arbogast agreed that excessive speeding would be a concern and would be
in favor of implementing a plan.
Referencing portable electronic speed signs, Principal Engineer Moghadam relayed that
this program will be implemented in the near future, but that a demonstration will be
brought forward to the Commission beforehand.
After reviewing the neighborhood traffic calming program report, Chairperson Arbogast
requested that this analysis be updated.
Director of Public Works Hughes noted that staff will update the traffic calming analysis.
For the Public/Traffic Safety Commission, Sergeant Albert relayed that it would be his
opinion that the hands-free cell phone law will be in affect in July 2008.
The Public/Traffic Safety Commission confirmed the importance of staffs
recommendation.
3. Traffic Engineer's Resort
Principal Engineer Moghadam provided a brief report (as per staff report).
For the Public/Traffic Safety Commission, Mr. Moghadam advised that limit lines on
public streets must be placed behind wheel chair ramps.

4. Police Chiefs Report
Sergeant Albert provided police statistics as per staff's report, and noted that the Public/
Traffic Safety Commission will be advised of an upcoming DUI check point via email.
5. Fire Chiefs Report
Battalion Chief Fulcher provided the Public Traffic Safety Commission with a status
report (per handout) as to recent fires, and also reported on the following:
• That a formal report with respect to recent fires will be given at the December
Public Traffic Safety Commission
• That the recent CERT drill was a success
• That staff is moving forward with Fire Station 96 (Glen Oaks and Mesa)
• Provided quarterly stats (as per handout)
• Provided information with regard to deep frying turkeys
• Provided information with regard to Christmas trees and lighting
• Thanked the City for its support with respect to a fire fighter's recent injury.
In response to Chairperson Arbogast's query, Chief Fulcher relayed that false alarms are
not penalized, unless it were negligence; and advised that signs will be posted and that
a press release will be made for the advertisement of Fire Station 96.
Referencing the Roripaugh Fire Station, Deputy City Manager Yates relayed that the
developer has installed the fire station, utilities, and road, but that the legal process
would be pending
With respect to the Roripaugh Development, Director of Public Works Hughes noted that
it would be his opinion that something with that project will happen soon.
ADJOURNMENT
At 7:10 p.m. Chairperson Arbogast formally adjourned this meeting to Thursday,
December 13, 2007, at 6:00 P.M., in the City Council Chambers, 43200 Business Park
Drive, and Temecula.
