DIRECTOR'S HEARING
MARCH 20, 2008
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
March 20, 2008 at 1:30 p.m. in the Main Conference Room, located at 43200 Business Park
Drive, Temecula, California. Principal Planner Patrick Richardson presiding.
Also present were, Senior Planner Stuart Fisk, Senior Engineer Jerry Alegria, Associate Planner
Cheryl Kitzerow, Junior Planner Betsy Lowrey, and Minute Clerk Cynthia Lariccia.
Item No. 1: Planning Application No PA07-0285 a Development Plan and Conditional Use
Permit to construct an 8 148 square foot building with 5,358 sauare feet to be
utilized as a fire center and 2 790 square feet to be utilized for a separate
office/retail suite located on the southeast corner of Temecula Parkway and
Butterfield Stage Road
Principal Planner opened the public hearing at 1:30 p.m.
Junior Planner Lowrey presented an overview of the project and staff recommendations. The
project is located on a vacant pad within the Butterfield Ranch Shopping Center zoned
Community Commercial. The project conforms to all commercial development regulations listed
in the City's Development Code. The Planning Commission directed staff to ensure that the
architecture of any future projects is consistent with the Center. The architecture is a ranch
style of architecture consistent with the surrounding structures including a tower element, varied
roofline, wall planes, stone veneer, faux wood siding and various colors of stucco. Staff has
reviewed the Statement of Operations and Justification for the Conditional Use Permit, required
for the fire center, and found them to be consistent with the Development Code. The applicant
has requested that Condition of Approval No. 11 be modified to change opening hours of
operation from 8:00 a.m. to 7:30 a.m.. The project has been deemed categorically exempt from
further environmental review per CEQA Section 15162 and a Notice of Determination will be
issued. Staff is recommending approval of this project.
Principal Planner asked if the applicant would state his name for the record and if he had
reviewed the Conditions of Approval.
Applicant and Architect Philip Esbensen, 6150 Yarrow Drive, Carlsbad, stated he had reviewed
the Conditions of Approval and was in agreement with the content.
Owner Chris Mitsos, 8577 Haven Avenue, Rancho Cucamonga, stated he had no questions and
that this fire center would be the 30`n store to open and looked forward to opening this store in
Temecula.
No other persons were in attendance to speak in opposition or support of the project. Principal
Planner approved Planning Application No. PA07-0285 subject to the Conditions of Approval.
Item No. 2: Planning Application No. PA08-0031, a Minor Conditional Use Permit fora Type-
47 ABC license (on-sale general) to authorize the sale of beer wine and distilled
spirits at Rodrigo's Grill, located at 39562 Winchester Road

Associate Planner Kitzerow presented an overview of the project and staff recommendations.
The application for a Minor Conditional Use Permit is to transfer a Type 47 license from the
applicant's Moreno Valley restaurant, which is closing. Restaurants serving beer, wine and
distilled spirits in the Community Commercial zone require a Conditional Use Permit. The City's
Development Code requires that all businesses selling alcoholic beverages shall not be located
within 500 feet of any religious institution, school, or public park and based on data from
Geographic Information Systems the closest sensitive use is 830 feet. Project has been
deemed categorically exempt from further environmental review per CEQA Section 15301,
Class 1 Existing Facilities. Staff is recommending approval of this project.
Principal Planner asked if the applicant would state his name for the record and if he had
reviewed the Conditions of Approval.
Roderick Fraser, 1320 N. Manzanita, Orange, asked questions regarding the LEAD training for
their servers and had contacted the Police Department to make the arrangements.
Associate Planner stated that Condition No. 11 is the standard language for alcohol sales.
Applicant cited that Condition No. 20 which states that the Temecula Police Department has
imposed a mandatory training for all employees and asked if that means two trainings.
Principal Planner stated that it was a repetitive condition and that double training is not required.
Applicant concurred with the Conditions of Approval.
Cheryl Coulter, 1320 N. Manzanita, Orange also commented on the project stating that they
were excited to open.
No other persons were in attendance to speak in opposition or support of the project. Principal
Planner approved Planning Application No. PA08-0031 subject to the Conditions of Approval.
