' , Z t ~ ~ , SECTION 1 - INTRODUCTION 1.1 BACKGROUND , The Harveston-Danbury project is located in the City of Temecula, Riverside County, California. The project is bounded by Date Street to the southwest, Arroyo biological ' open space to the west, and existing residential developments to the east. See Figure 1 Vicinity Map. The property is a triangular shaped parcel; existing development consists of undeveloped land with mostly open brush. , 1.2 OBJECTIVE The purpose of this study is to provide hydrology and hydraulic calculations to support ' the Harveston-Danbury street improvements. This study specifically accomplishes the following tasks: ~ . Determines the peak 10-year and 100-year discharges . Design a storm drain system to convey the 100-year flows . Design a grass swale , . Analyze street flow capacities . Determines required catch basin locations and sizes r SECTION 2 - HYDROLOGY ' 2.1 APPROACH AND METHODOLOGY The hydrologic analysis described in this report was performed in accordance with ' criteria and procedures outlined in the Riverside County Flood Control and Water Conservation District Hydrology Manual dated April 1978 (Reference 1) referred to hereafter as "Hydrology Manual". ~ Hydrologic calculations were performed to determine the surface runoff associated with the 10- and 100-year storms from the project watershed was performed using the rational method. , 2.2 RAINFALL ~ Rainfall data for this study was obtained from Plate D-4.1 " Standard Intensity-Duration Curve Data" for the Murrieta-Temecula & Rancho California Area. A copy of Plate D-4.1 is included in Appendix A. ' 2.3 HYDROLOGIC SOIL TYPES ' Hydrologic soil types were taken from Plate C-1.52 of the Hydrology Manual. The site consists of soil types B and BC (see Figure 2 Hydrologic Soils Group Map). For conservative purposes, soil type C was used for the entire study. I The areas were measured using the computer capabilities of AutoCad. 2.6 HYDROLOGY ANALYSIS The proposed drainage patterns for this residential development are shown on the , Hydrology Map. See Exhibit 1. The northern portion of the site is graded to drain towards a grass swale located along the top of the Arroyo. The Grass swale is designed to intercept the 100-year runoff and convey the flows to a proposed 24" RCP. The ' remainder of the site will drain to two catch basins, conveyed in a 24" RCP storm drain to the water quality basin located at the southwest corner of the site. , Appendix B contains the hydrology calculations. , SECTION 3 - HYDRAULICS ' s Water Surface Pressure Gradient The Los Angeles County Flood Control District (WSPG) computer program was used to determine the hydraulic grade lines (HGL) in ' the storm drains. Catch basin sizing and Street flow capacities were performed using Flow Master version 8.01, computer program by Bentley Systems Inc. Appendix D contains the catch basin and street flow analysis calculations. ' Two catch basins and a grass swale will collect surface flows from the site and then conveyed in a 24" RCP to the water quality basin. The outlet from the water quality basin will be a 24" RCP and will need to connect with a future 36" storm drain to the Arroyo , Creek. The existing 18" storm drain located along Date Street is in adequate to convey the additional flows, therefore, wiil need to be upsized to a 36" pipe. Appendix C , contains the storm drain hydraulic calculations. The water quality basin is sized to pass the 100-year discharge without overtopping. A , 36" CMP riser will drain the basin under normal conditions. In the event the riser becomes clogged and/or the design event is exceeded, an emergency spiliway is provided. Appendix E contains the storm drain hydraulic calculations. ' SECTION 4 - CONCLUSION ' A hydrologic and hydraulic analysis was performed for the proposed Harveston-Danbury project. The methodology used in this report is in compliance with the Riverside County Flood Control and Water Conservation District Hydrology Manual. ' There are no anticipated adverse downstream impacts except for the upsizing of the existing Date Street storm drain to a 36" storm drain. Also there is approximately 1.3 cfs , ~ ' ' ' ' , 1 , ' , , r ~ ~ ~ ~ ~ ~ ~ ~ ' bypass from catch basin #2. These flows will travel down Date Street (approximately 600 feet) and will be intercepted by a catch basin in a sump condition.
