HomeMy WebLinkAbout040308 DH MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR'S HEARING APRIL 3, 2008 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, April 3, 2008 at 1:30 p.m. in the Main Conference Room, located at 43200 Business Park Drive, Temecula, California. Principal Planner Steve Brown presiding Also present were, Associate Planner Dana Schuma, Junior Planner Betsy Lowrey, and Minute Clerk Cynthia Lariccia. Item No. 1: Planninq Application Numbers PA08-0010 a Minor Conditional Use Permit to allow for a church to operate in an existing office building located at 41823 Enterprise Circle North, Suite 100 Principal Planner opened the public hearing at 1:30 p.m. Assistant Planner presented an overview of the project and staff recommendations. The project proposes to operate a church within an 1,803 square foot unit within an existing 18,896 multi- tenant office building. The use proposes to operate during off-peak hours in early morning, late evening, and Saturdays and Sundays. The proposed church requires 28 parking spaces. The site currently has 53 parking spaces which supports businesses during regular hours of the week. In accordance with the California Environmental Quality Act, the project has been deemed categorically exempt from further environmental review per Section 15301, Class 1 Existing Facilities. The project is consistent with the zoning and General Plan for the site. Principal Planner asked if the applicant would state his name for the record and if he had reviewed the Conditions of Approval. Applicant Reverend Myung Hur, 41250 Pine Tree Circle, Temecula, stated he had reviewed the Conditions of Approval and was in agreement with the content. No other persons were in attendance to speak in opposition or support of the project. Principal Planner closed the public hearing and approved Planning Application No. PA08-0010 subject to the Conditions of Approval. Item No. 2 Planninq Application No. PA07-0315 a Development Plan and Conditional Use Permit for the demolition and reconstruction of a pas station with a new 2,945 square foot convenience store canopy and pas pumps located at 40635 Winchester Road Principal Planner recommended that Item No. 2 be continued off calendar per the request of the applicant. Item No. 3 Planninq Application Numbers PA07-0302 and PA07-0303, a Conditiona Use Permit and Certificate of Historic Appropriateness for the operation of afor-profit museum within the historic Arviso House located at 28673 Puiol Street Junior Planner presented an overview of the project and staff recommendations. The proposed project includes afor-profit museum with associated gift shop within the historic Arviso House including basement, screened porch and hospitality cabin. The project was heard before the R:ADfrectors HcaringAMINUTES\2008\4-03-08 minutes.docl Old Town Local Review Board on March 10, 2008 and was recommended for approval. Staff has worked with the applicant to ensure that all concerns have been addressed and that the applicant concurs with the Conditions of Approval. Staff recommended that Condition No. 75 relating to internalized downspouts be removed. The site plan submitted meets the minimum requirements of the development standards for Medium Density Residential within the Old Town Specific Plan. Public Works has analyzed the projected traffic impact and has determined that there are no significant impacts for the project. The hospitality cabin and porch addition will incorporate design elements of the main structure. Staff has conditioned the project to return to the Old Town Local Review Board for final determination of the paint color scheme for the hospitality cabin. In accordance with the California Environmental Quality Act, the project has been deemed categorically exempt from further environmental review per Section 15332, Class 32 In-fill Development Projects. Principal Planner asked whether the hardi-plank wood siding on the materials listing in Condition of Approval No. 17 was for the hospitality cabin. Junior Planner stated that the hardi- plank siding would be for the new construction only. Principal Planner suggested that the word structure be added to the first sentence of Conditional of Approval No. 22 following the word accessory. Principal Planner opened the public hearing and requested applicant to state their name and address for the record and asked if they had read the Conditions of Approval. Otto Baron, 28681 Pujol Street, Temecula, concurred with the Conditions of Approval and asked if Conditional of Approval No. 17 could include wood siding as an acceptable material. Mr. Baron stated that his engineer recommended hardi-plank on the one side of the cabin for fire resistance reasons but he would like to use wood on other portions of the building. Staff concurred and Principal Planner recommended revising Condition of Approval No. 17 with the approval of the Director of Planning. No other persons were in attendance to speak in opposition or support of the project. Principal Planner closed the public hearing and approved Planning Application Numbers PA07-0302 and PA07-0303 subject to the revised Conditions of Approval.
