HomeMy WebLinkAbout022808 PTS MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION FEBRUARY 28, 2008 CALL TO ORDER The City of Temecula Public/Traffic Safety Commission convened in a regular meeting at 6:00 p.m. on Thursday, February 28, 2008, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE Commissioner Ramos led the audience in the Flag salute. ROLL CALL Present: Commissioners: Ramos, Curran, Youmans and Chairperson Arbogast Absent: Hagel PUBLIC COMMENTS A. Requesting a crosswalk at the intersection of Calle Burgos and San Jose, Ms. Marsha Temple, along with her son Skylar, Temecula, apprised the Commission of a recent incident that occurred at the intersection involving three little girls. COMMISSION REPORTS A. Commissioner Youmans gave kudos to Student Resource Officer (SRO) Bailey for his accomplishments working with the students at Temecula Valley High School. B. Echoing Commissioner Youmans, Commissioner Ramos also commended the efforts of Student Resource Officer (SRO) Bailey. Chief Williams thanked the Public/Traffic Safety Commission for the recognition of Student Resource Officer Bailey and noted that he will pass along the kudos. Chairperson Arbogast thanked Ms. Temple and her son Skylar for their comments and requested that staff return with a report with statistics with respect to the intersection of Calle Burgos and San Jose. In response to Chairperson Arbogast's request, Director of Public Works Hughes noted that staff will prepare a report with respect to Calle Burgos and San Jose for the Public/Traffic Safety Commission to review. Mr. Hughes also advised that the City's policy would not allow staff to paint crosswalks unless they are at a controlled intersection or a school crossing where crossing guards would assist students at the painted location; advising that statistics have proven that crosswalks provide a false sense of security. R:\Minutes\PublicTrafficSafelyCommission022808 ~ For Ms. Temple, Chairperson Arbogast noted that this may be a case where residents could work with the school district to provide crossing guards at the intersection of Calle Burgos and San Jose. For informational purposes, Director of Public Works Hughes noted that a commitment from the school district to provide crossing guards would better the City's decision of whether or not to paint a crosswalk at Calle Burgos and San Jose. COMMISSION CONSENT CALENDAR Minutes of January 24, 2008 RECOMMENDATION: 1.1 Approve the Minutes of January 24, 2008. MOTION: Commissioner Youmans moved to approve the Consent Calendar. Commissioner Curran seconded the motion and voice vote reflected approval with the exception of Commissioner Ramos who abstained and Commissioner Hagel who was absent. COMMISSION BUSINESS 2. Election of Chairperson and Vice-Chairperson RECOMMENDATION 2.1 That the Public/Traffic Safety Commission entertain nominations to elect a Chairperson and Vice-Chairperson to preside through the 2008 calendar year. MOTION: Commissioner Youmans nominated Chairperson Arbogast to serve as Chairperson for Calendar Year 2008. Commissioner Ramos seconded the motion and voice vote reflected approval with the exception of Commissioner Hagel who was absent. MOTION: Commissioner Ramos nominated Commissioner Youmans to serve as Vice Chairperson for Calendar Year 2008. Commissioner Curran seconded the motion and voice vote reflected approval with the exception of Commissioner Hagel who was absent. 3. Revision to Neighborhood Traffic Calming Program RECOMMENDATION 3.1 That the Public/Traffic Safety Commission receive the report and provide comments regarding the potential inclusion of each of the traffic calming measures in the revised Neighborhood Traffic Calming Program document. R:\Minutes\PublicTrafficSafetyCommission022808 2 Principal Engineer Moghadam provided a staff report (of record), highlighting on the following aspects: • Education and Enforcement o LED Speed Limit Advisory Sign • Roadway Features o Pavement Markings o Residential Multi-Way Stop Controls o Turn Restrictions o Lane Narrowing o Chicane o Angled Slow Points o Mid-block Median o Modified Intersection o Traffic Circles o Speed Undulations With respect to the speed bumps on Wolf Store Road, Principal Engineer Moghadam advised that staff has previously contacted the owner of the privately owned street regarding the dangers of the roadway with no response, but that staff will make another attempt to contact the owner. Director of Public Works Hughes noted that if it were the desire of the Public/Traffic Safety Commission, a sign wuld be installed warning drivers that the street is privately owned and is not maintained by the City. With respect to the LED Speed Limit Advisory Signs, Mr. Moghadam stated that it would have the following features: • Registers speeds • The verbiage on the sign is interchangeable • Tracks number of vehicles per day For Chairperson Arbogast, Police Chief Williams noted that radar trailers would be complaint and statistic driven. Thanking staff for the detailed presentation, the Public/Traffic Safety Commission noted that the only traffic calming measure they would be in favor of would be LED Speed Limit Advisory Sign and radar trailers. Commissioner Curran noted that he would be in favor of deploying more of the radar trailers rotating them with the presence of law enforcement. Noting that although there would be traffic calming devices that could be installed by the City, Director of Public Works Hughes relayed the importance of driver responsibility. Principal Planner Moghadam thanked Associate Engineer Gonzales for his efforts in preparing this detailed report. R:\Minutes\PublicTrafficSafetyCommission022808 3 4. Traffic Engineer's Report Principal Engineer Moghadam advised that the 107th signal was turned on at Rancho California Road and Business Park west. 5. Police Chiefs Resort Police Chief Williams provided a brief report of the January statistics as followings, highlighting on the following: • Citations 0 990 Moving 0 353 Non-Hazardous 0 139 SLAP 0 463 Parking 0 95 School Zone 0 41 Seat Belt • Collisions 0 53 Non-injury 0 17 Complaint of pain o No injuries and no Fatalities in the month of January, 2008 0 40 DUI arrests • Community Action Patrol (CAP) call out 0 1-Homocide investigation on Wabash Lane 0 1-Injury Rancho California Road o Total Hours by CAP 199 for the month of January, 2008 • No special Events in the month of January, 2008 • Next DUI check point in March, 2008 Police Chief Williams also advised that staff is 100% staffed with motor officers. 6. Fire Chiefs Report By way of handout, Captain Fulcher provided preliminary monthly Emergency Incidents for the month of January, 2008; and advised that the grand opening for Fire Station 94 (Glen Oaks) will be held on Friday, March 14, 2008 at 10:00 a.m. The Public/Traffic Safety Commission thanked Captain Fulcher for his report On behalf of the American Legion, Commissioner Ramos invited the Public/Traffic Safety Commission to attend a recognition dinner for local law enforcement and fire personnel to be held on Thursday, April 17, 2008. Chairperson Arbogast noted that those interested in information regarding the dinner sponsoring the Burn Institute at Pechanga, contact Deputy City Manager Yates.
