FEBRUARY 28, 2008
CALL TO ORDER
The City of Temecula Public/Traffic Safety Commission convened in a regular meeting
at 6:00 p.m. on Thursday, February 28, 2008, in the City Council Chambers of Temecula
City Hall, 43200 Business Park Drive, Temecula, California.
FLAG SALUTE
Commissioner Ramos led the audience in the Flag salute.
ROLL CALL
Present: Commissioners: Ramos, Curran, Youmans and Chairperson Arbogast
Absent: Hagel
PUBLIC COMMENTS
A. Requesting a crosswalk at the intersection of Calle Burgos and San Jose, Ms.
Marsha Temple, along with her son Skylar, Temecula, apprised the Commission of a
recent incident that occurred at the intersection involving three little girls.
COMMISSION REPORTS
A. Commissioner Youmans gave kudos to Student Resource Officer (SRO) Bailey
for his accomplishments working with the students at Temecula Valley High School.
B. Echoing Commissioner Youmans, Commissioner Ramos also commended the
efforts of Student Resource Officer (SRO) Bailey.
Chief Williams thanked the Public/Traffic Safety Commission for the recognition of
Student Resource Officer Bailey and noted that he will pass along the kudos.
Chairperson Arbogast thanked Ms. Temple and her son Skylar for their comments and
requested that staff return with a report with statistics with respect to the intersection of
Calle Burgos and San Jose.
In response to Chairperson Arbogast's request, Director of Public Works Hughes noted
that staff will prepare a report with respect to Calle Burgos and San Jose for the
Public/Traffic Safety Commission to review. Mr. Hughes also advised that the City's
policy would not allow staff to paint crosswalks unless they are at a controlled
intersection or a school crossing where crossing guards would assist students at the
painted location; advising that statistics have proven that crosswalks provide a false
sense of security.

For Ms. Temple, Chairperson Arbogast noted that this may be a case where residents
could work with the school district to provide crossing guards at the intersection of Calle
Burgos and San Jose.
For informational purposes, Director of Public Works Hughes noted that a commitment
from the school district to provide crossing guards would better the City's decision of
whether or not to paint a crosswalk at Calle Burgos and San Jose.
COMMISSION CONSENT CALENDAR
Minutes of January 24, 2008
RECOMMENDATION:
1.1 Approve the Minutes of January 24, 2008.
MOTION: Commissioner Youmans moved to approve the Consent Calendar.
Commissioner Curran seconded the motion and voice vote reflected approval with the
exception of Commissioner Ramos who abstained and Commissioner Hagel who was
absent.

2. Election of Chairperson and Vice-Chairperson
RECOMMENDATION
2.1 That the Public/Traffic Safety Commission entertain nominations to elect
a Chairperson and Vice-Chairperson to preside through the 2008
calendar year.
MOTION: Commissioner Youmans nominated Chairperson Arbogast to serve as
Chairperson for Calendar Year 2008. Commissioner Ramos seconded the motion and
voice vote reflected approval with the exception of Commissioner Hagel who was
absent.
MOTION: Commissioner Ramos nominated Commissioner Youmans to serve as Vice
Chairperson for Calendar Year 2008. Commissioner Curran seconded the motion and
voice vote reflected approval with the exception of Commissioner Hagel who was

3. Revision to Neighborhood Traffic Calming Program
RECOMMENDATION
3.1 That the Public/Traffic Safety Commission receive the report and provide
comments regarding the potential inclusion of each of the traffic calming
measures in the revised Neighborhood Traffic Calming Program
document.

Principal Engineer Moghadam provided a staff report (of record), highlighting on the

With respect to the speed bumps on Wolf Store Road, Principal Engineer Moghadam
advised that staff has previously contacted the owner of the privately owned street
regarding the dangers of the roadway with no response, but that staff will make another
attempt to contact the owner.
Director of Public Works Hughes noted that if it were the desire of the Public/Traffic
Safety Commission, a sign could be installed warning drivers that the street is privately
owned and is not maintained by the City.
With respect to the LED Speed Limit Advisory Signs, Mr. Moghadam stated that it would
have the following features:
• Registers speeds
• The verbiage on the sign is interchangeable
• Tracks number of vehicles per day
For Chairperson Arbogast, Police Chief Williams noted that radar trailers would be
complaint and statistic driven.
Thanking staff for the detailed presentation, the Public/Traffic Safety Commission noted
that the only traffic calming measure they would be in favor of would be LED Speed Limit
Advisory Sign and radar trailers.
Commissioner Curran noted that he would be in favor of deploying more of the radar
trailers rotating them with the presence of law enforcement.
Noting that although there would be traffic calming devices that could be installed by the
City, Director of Public Works Hughes relayed the importance of driver responsibility.
Principal Planner Moghadam thanked Associate Engineer Gonzales for his efforts in
preparing this detailed report.

4. Traffic Engineer's Report
Principal Engineer Moghadam advised that the 107th signal was turned on at Rancho
California Road and Business Park west.
5. Police Chiefs Report
Police Chief Williams provided a brief report of the January statistics as followings,
highlighting on the following:

By way of handout, Captain Fulcher provided preliminary monthly Emergency Incidents
for the month of January, 2008; and advised that the grand opening for Fire Station 94
(Glen Oaks) will be held on Friday, March 14, 2008 at 10:00 a.m.
The Public/Traffic Safety Commission thanked Captain Fulcher for his report
On behalf of the American Legion, Commissioner Ramos invited the Public/Traffic
Safety Commission to attend a recognition dinner for local law enforcement and fire
personnel to be held on Thursday, April 17, 2008.
Chairperson Arbogast noted that those interested in information regarding the dinner
sponsoring the Burn Institute at Pechanga, contact Deputy City Manager Yates.

Installation of Temporary Berm on Margarita Road at Temecula Valley High
School
RECOMMENDATION:
That the Public/Traffic Safety Commission receive and file the report.
BACKGROUND:
At the June 2006 meeting, the Public/Traffic Safety Commission considered a request from the
Temecula Valley Unified School District(TVUSD)for a driveway access from Temecula Valley High
School onto Margarita Road. The proposed driveway was approved on the condition that TVUSD
would install a raised median to restrict left-turn ingress and egress from the driveway.
In August 2006, TVUSD completed the construction of the driveway and installed temporary
delineators along the existing painted median, in lieu of a raised median, to restrict left-turn
movements. The delineators were a temporary "fix" until the school district could install the
permanent median. To date the permanent median has not been installed.
In November 2006, the City installed additional delineators along Margarita Road from the driveway
to Rancho Vista Road in an effort to eliminate illegal midblock u-turns which were occurring as a
result of the turn restriction. The installation of the delineators also eliminated left-turn access to
and from the sports park complex driveway located south of Rancho Vista Road on Margarita Road.
Unfortunately, the installation of the delineators has proven to be an excessive maintenance
problem due to continual"knock downs'by vehicles making illegal turns and on-going replacement
of the missing delineators. In order to address this problem, staff is proposing the installation of a
temporary asphalt berm along Margarita Road to replace the delineators. The proposed berm
location is shown on Exhibit "B".

BACKGROUND:
At the meeting of February 28, 2008,the Public/Traffic Safety Commission received a request from
Skylar Tempel representing the students of Redhawk Elementary School to consider the feasibility
of installing a marked crosswalk at the intersection of Camino San Jose and Corte Bonillo in orderto
delineate a crossing for school age pedestrians traveling to and from Redhawk Elementary School.
The commission directed staff to agendize the item for further consideration.
Subsequently in March, staff received a separate request from Judith Little to install a marked
crosswalk on McCabe Drive at the intersection of McCabe Drive and Camino Alagon to provide a
crossing on McCabe Drive for school age pedestrians traveling to and from Temecula Middle School
from areas south of McCabe Drive.
The public has been notified of the Public/Traffic Safety Commission's consideration of both matters
through the agenda notification process and by written notification.
Camino San Jose and Corte Bonillo— Redhawk Elementary School
Currently, the Temecula Valley Unified School District (TVUSD) provides a crossing guard at the
intersection of Camino San Jose and Paseo Durango. Staff s discussion with TVUSD's Director of
Transportation, Bill McKinney indicates that the students were advised to use the existing crossing
when accessing the school from the north side of Camino San Jose. Moreover, Mr. McKinney
indicated that providing an additional supervised crossing at the intersection of Camino San Jose
and Corte Bonillo is not warranted and the school district does not recommend a crossing guard at
this location.

In the past, school area marked crosswalks have been installed only at locations where an adult
crossing guard or traffic control devices are present. The City's policy is to provide the appropriate
signing and striping to reinforce the presence of a crossing guard at a specific location. Since the
school district does not support the use of a crossing guard at Camino San Jose and Corte Bonillo,
staff cannot recommend the installation of a marked crosswalk at this intersection.
McCabe Drive and Camino Alagon- Temecula Middle School
Currently, TVUSD provides crossing guards at the intersections of Meadows Parkway and McCabe
Drive and McCabe Drive and Camino Alagon. The crossing guard located at Camino Alagon
provides a supervised crossing across Camino Alagon for school age pedestrians traveling to and
from school on the north side of McCabe Drive. Mr. McKinney has indicated that the students were
advised to use the existing crossing at McCabe Drive and Meadows Parkway when accessing the
school from the south side of McCabe Drive. It is the school district's opinion that the existing level
of pedestrian access is appropriate for conditions and an additional marked crosswalk is not
warranted on McCabe Drive.
Since the school district does not support the need for an additional supervised crossing, staff
cannot recommend the installation of a marked crosswalk at this intersection.

RE: New Crosswalk Needed at Temecula Middle School
Dear City of Temecula:
This school year I have been driving a friend's daughter to and from school (she
lives too far away for walking), and over the past months have been noticing the
foot traffic patterns of the students._ When the children arrive and leave school,
some of them use the front door and some use the back door. In the afternoon a
good half use the back door to exit the school. For those going in and out the
front, there is a crossing guard for them to cross McCabe Drive at the corner of
McCabe and Meadows.
But for those who walk to and from school coming from the south and east, many
of them cross McCabe in mid-block, somewhere between Via Mejia and Meadows
Parkway. There is a crossing guard at Via Mejia for those walking down the north
side of McCabe.
For those students who live south of the school in the neighborhood shown on the
map, there is no safe way for them to cross, unless they go up to Meadows
Parkway. This they are not willing to do, and it sends a thrill up my spine to see
them running across McCabe while dozens of cars are coming and going picking up
other students.
Once they cross McCabe, they enter.Paloma Del Sol at Via Mejia. From there they
;either walk on the streets., or along the common area path that goes behind the
homes. From this path, they can get to Corte Gardano, Corte Illora, Via Arias,

Camino Coruna, Corte Argento, Via Cesario, and other streets all the way to Leena
Way. Many parents prefer their children to use the path rather than walking along
the street.
The enclosed map illustrates the pathways that the children are using to walk to
and from school, and as you can see, a crosswalk on McCabe at the east side of
Camino Alagon would be much safer for them, than their present habit of running
across the street in mid-block against traffic. I'm surprised nobody has mentioned
this in the past.
I hope you will take a look at this and seriously consider the safety issues involved,
keeping in mind the likelihood of a middle-schooler taking the trouble to walk down
to Meadows just because the principal sent home a flyer.

Request for Multi-Way Stop Signs—Walcott Lane and Klarer Lane
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council adopt a resolution
establishing Multi-Way Stop signs at the intersection of Walcott Lane and Klarer Lane.
BACKGROUND:
Staff received a request to review the feasibility of installing multi-way stop signs at the intersection
of Walcott Lane and Klarer Lane, to provide right-of-way assignment and mitigate visibility
constraints at the intersection. The public has been notified of the Public/Traffic Safety
Commission's consideration of this issue through the agenda notification process and by mail.
Walcott Lane is classified as a two (2) lane undivided Collector roadway on the City's General Plan
Circulation Element with one (1) travel lane in each direction. Walcott Lane is currently striped for
one travel lane in each direction with a left-turn lane at the intersection of Klarer Lane. The ADT on
Walcott Lane is 4,400 just north of Klarer Lane. The speed limit is posted at 30 MPH on Walcott
Lane.
Klarer Lane is a residential street which functions as a residential collector providing access to
Walcott Lane for numerous single family residential units. The street is approximately 34 feet wide
with an unimproved section on the eastside of the street between Walcott Lane and Calle Katerine.
The ADT on Klarer Lane is estimated at approximately 1,200 at Walcott Lane. The prima facie
speed limit is 25 MPH on Klarer Lane.
In order to evaluate the need for multi-way stop signs, vehicular volume data, sight distance, and
accident history was reviewed for the intersection. This data along with an evaluation of other
roadway conditions was used to perform a Multi-Way Stop Warrant analysis.
A review of the accident history for the period for the twelve(12) month period from January 1,2007
to December 31, 2007 indicates there were no reported collisions at the intersection. This favorable
record can be attributed to driver familiarity with conditions and exercising due care when entering
Walcott Lane from Klarer Lane.

An evaluation of sight distance was performed at the intersection. The evaluation revealed that the
visibility from Klarer Lane looking south was adequate for speeds and conditions. However, the
sight distance visibility looking north from Klarer Lane falls below the minimum stopping sight
distance,due to an obstruction in the line of sight. An unobstructed sight distance of approximately
200 feet is required for the 30 MPH posted speed limit. The evaluation determined that the sight
distance visibility may be less than the minimum requirement.
The Manual on Uniform Traffic Control Devices (MUTCD) indicates that a Multi-Way Stop
installation may be useful at locations where the volume of traffic on intersecting roads is
approximately equal and/or where a combination of high speed, restricted sight distance and an
accident history indicates that assignment of right-of-way is necessary. Multi-Way Stop controls
should not be used for controlling vehicular speeds. There are four(4) criteria that the MUTCD has
established for the evaluation of Multi-Way Stop signs. These criteria are as follows:
A. Where traffic control signals are justified, the multi-way stop is an interim measure that can
be installed quickly to control traffic while arrangements are being made forthe installation of
the traffic control signal.
B. An accident problem, as indicated by five (5) or more reported accidents in a twelve (12)
month period that are susceptible to correction by a multi-way stop installation. Such
accidents include right and left-turn collisions as well as right-angle collisions.
C. Minimum Volumes
1 The vehicular volume entering the intersection from the major street approaches
(total both approaches) averages at least 300 vehicles per hour for any eight (8)
hours of an average day, and
2 The combined vehicular, pedestrian and bicycle volume entering the intersection
from the minor street approaches (total of both approaches) averages at least 200
units per hour for the same eight (8) hours, with an average delay to minor street
vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but
3 If the 85-percentile approach speed of the major street traffic exceeds 40 miles per
hour, the minimum vehicular volume warrants are 70 percent of the above values.
D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to
80 percent of the minimum values, Criterion C.3 is excluded from this condition.
Other criteria that may be considered when evaluating the need for multi-way stops include:
E. The need to control left-turn conflicts;
F. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian
volumes;
G. Locations where a motorist, after stopping, cannot see conflicting traffic and is not able to
reasonably safely negotiate the intersection unless conflicting cross traffic is also required to
stop; and
H. An intersection of two residential neighborhood collector streets of similar design and
operating characteristics where multi-way stop controls would improve the traffic operational
characteristics of the intersection.

The Multi-Way Stop warrant analysis performed for the intersection indicates that the existing
volumes are considerably lower than the applicable criteria and multi-way stop controls are not
justified based on volume and accident history. However, under criteria G of the MUTCD multi-way
stop controls may be considered at locations where visibility is limited and conflicting cross traffic is
required to stop.
Although it is likely that the installation of the stop sign will increase noise levels due to vehicular
acceleration and deceleration, staff recommends the installation of multi-way stop signs at this
location based on the lack of sufficient sight distance and increased volumes on Walcott Lane.
Therefore,staff recommends that the Commission approve a recommendation that the City Council
adopt a resolution establishing Multi-Way Stop signs at the intersection of Walcott Lane and Klarer
Lane.
FISCAL IMPACT:
Funds are available for the installation of signs and associated pavement markings in the Public
Works Routine Street Maintenance Account.

Defensible Space is Crucial for Saving Lives, Homes
As the weather changes, the flowers and green grass that colored Riverside County's hillsides throughout the
rainy season are starting to turn brown. CAL FIRE/Riverside County Fire Department Chief John R. Hawkins
wants to take this opportunity to remind residents about the importance of clearing all of the drying brush and
flammable vegetation that is within 100 feet of their homes.
Homeowners can drastically increase their home's survivability during a wildland fire by removing dead
vegetation within 100 feet of their house. The 100-foot clearance will help protect resident's home while
providing a safe area for firefighters.
An important step toward making your home fire safe is clearing an area of 100 feet, the 30 feet immediately
surrounding your house is the area that requires the greatest reduction in flammable vegetation. The additional
70 feet of clearance is considered a fuel modification zone, which is used to reduce the fuel zone around your
home. Spacing between plants in this area improves the chances of stopping a wildfire before it destroys your
home. The amount of spacing between plants depends on how steep the slope is and the size of the plants on
your property. Chief Hawkins also urges residents to remove all build up of needles and leaves from the roof
and gutters of their homes and offers the following tips for brush clearance that will help make homes fire safe.
• Remove all flammable vegetation 30 feet from all structures.
• In an additional 70 feet, create a reduced fuel zone by spacing trees and plants from each other.
• Clear all needles and leaves from roofs, eaves and rain gutters.
• Trim branches six feet from the ground.
• Remove branches 10 feet from all chimneys.
• Use trimming, mowing and power equipment before 10 a.m. and after 6 p.m.
• Never use lawn mowers in dry vegetation.
• Use a weed trimmer to cut down dry weeds and grass.
