A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited
to three (3) minutes each. If you desire to speak to the Commissioners about an
item not listed on the Agenda, a green "Request to Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state vour name and
address.
For all other agenda items, a "Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.

All matters listed under Consent Calendar are considered to be routine and all
will be enacted by one roll call vote. There will be no discussion of these items
unless members of the Commission request specific items be removed from the
Consent Calendar for separate action.

SUBJECT: TCSD Proposed Rates and Charges for Fiscal Year 2008-2009

RECOMMENDATION: That the Community Services Commission receive and file this report
regarding the proposed TCSD Rates and Charges for Fiscal Year 2008-2009.
BACKGROUND: The Temecula Community Services District (TCSD) operates under the
authority of Community Services District Law and provides residential street lighting, perimeter slope
landscape maintenance, recycling and refuse collection, and street and road maintenance services
in the City of Temecula. The boundaries of the TCSD are the same as those of the City, and the
City Council serves as the Board of Directors.
Property owners only pay for the TCSD services that they actually receive through separate rates
and charges on their property tax bill. The Community Services, Parks and Recreation and Service
Level A Rates and Charges previously levied by the TCSD were replaced by the City's Parks/
Lighting Special Tax, approved by the Voters as Measure C on March 4, 1997. However, pursuant
to a cooperative agreement with the City, the TCSD continues to operate and maintain the City's
recreational and cultural facilities and programs. The levy budget for the special tax will be
considered by the City Council on June 10, 2008.
As a result, the current services provided by the TCSD are divided into the following four (4) service
levels:
Service Level B -Residential Street Liahtina. Operations, maintenance, utility costs
and administration of residential street lighting.
2. Service Level C -Perimeter Landscapina and Slope Maintenance. Operations,
maintenance, utility costs, improvements, and administration for all perimeterslope
landscape maintenance areas maintained by the TCSD.
3. Service Level D - Recvclina and Refuse Collection. Operation and administration of
the recycling programs and refuse collection for single family residences.
4. Service Level R -Streets and Roads. Operations, reconstruction, and maintenance
of unpaved streets and roads in designated areas of the City.
Service Level "B" includes only those properties within residehtial subdivisions that have street
lighting services. The proposed rate of $25.68 has not been increased from last fiscal year.

Service Level "C" includes only those properties within residential zones where TCSD provides
perimeter slope landscape maintenance services. All zone rate levels were established in previous
years and have not increased since last fiscal year with the exception of the following.
Zone 6 - Woodcrest Country property owners approved a rate increase from $89.00 to $95.00 as a
result of an election held on March 4, 2008.
Zone 29 -Gallery Homes "Portraits" rate is subject to an annual rate inflator. In Fiscal Year 2007-
2008 the zone was assessed at $325.34 per parcel; due to a 4.2% increase to CPI this rate will
increase by $13.66 to a total for Fiscal Year 2008-2009 of $339.00.
Zone 31 was established to be used within the Roripaugh Ranch Development however due to
construction delays the landscaping will not be accepted by the TCSD and this rate and charge will
not be assessed for FY 2008-2009. However, this rate is subject to a CPI inflator and will increase
from $26.83 by $1.13 to $27.96.
Service Level "D" provides recycling and refuse collection services to single family residential
properties in the City of Temecula. For Fiscal Year 2008-2009, the rate and charge is proposed to
be $218.24. During Fiscal Year 2007-2008, the rate and charge for this Service Level was $210.24.
This $8.28 increase is based on a 3.3 % annual average CPI increase; 4.2% increase to the
Riverside County Landfill Tipping Fee and an 8.6% increase to the #2 Diesel Fuel index provided by
the U. S. Department of Labor. These changes are pursuant to our franchise agreement.
Service Level "R" includes only those properties that receive benefit from the emergency
maintenance of certain unpaved roads after inclement weather. The proposed rates for this service
level will not increase from last year for Rate Level R-1 and R-2. The following is a breakdown of
these service level rates:
Residential Rate R-1: $115.26
Vacant Rate R-1: $ 57.64
Residential Rate R-2: $ 95.86
Vacant Rate R-2: $ 47.94
The levy and collection of the TCSD Rates and Charges is exempt from the provisions of the
California Environmental Quality Act (CEQA) pursuant to Section 21080 (b)(8) of the California
Public Resources Code and Section 15273 of the State Guidelines because the rates and charges
are necessary to maintain existing services within the TCSD.

RECOMMENDATION: That the Community Services Commission approve, in its
substantial form, the Capital Improvement Program (CIP) projects proposed for the
Temecula Community Services Department (TCSD) for FY2008-2009.
BACKGROUND: On an annual basis, the TCSD presents the proposed CIP
projects to the Community Services Commission for their review and approval. The
attached list of CIP projects is divided into three categories: projects completed, projects
with construction funding or design funding for FY2008-2009 and new proposed projects
for future years.
Staff is recommending that the Community Services Commission approve the following
projects that are tentatively identified for funding in FY2008-2009. They include:
• Children's Museum Refurbishment
• Library Additional Parking
• Murrieta Creek Multi-Purpose Trail
• Old Town Gymnasium Design
• Play Structure Retrofit at Various Parks
• Redhawk Park Improvements Phase I Construction
• Ronald Reagan Sports Park Channel and Desiltation Pond Silt Removal
• Ronald Reagan Sports Park Roller Hockey Rink Renovation
• Roripaugh Ranch Open Space Trails
• Temecula City Entry Monumentation
• Temecula Community Center Expansion
• Veteran's Memorial Pavers -Phase III
The following two (2) CIP Projects were completed during FY2007-2008:
• Margarita Community Dog Park
• Temecula Community Center Expansion Construction Documents
There is one new project proposed to be included in the 5-year CIP, which is an
additional parking area at the Library. With the Commission's approval, the proposed
CIP projects will be forwarded to City Council for final approval.

The Redhawk Parks Improvement project is currently in the design development stage. The project
architect, RJM Design Group, is currently preparing the plans and specifications for Phase I of the
improvement project. The Phase 1 project includes improvements to Redhawk Community Park
and Redhawk Dog Park. This project will include a restroom facility, ADA improvements, turf and
irrigation modifications, half-basketball courts, and a permanent dog park which includes water
fountains, picnic tables, ornate fencing, landscaping and concrete walkways.
The Community Services Department, in conjunction with the Public Works Department, has
completed the design for the Murrieta Creek Multi-Purpose Trail project. Aground breaking
ceremony was held on March 18, 2008 and construction is underway on this project. Improvements
will include multi-use trails, picnic areas and landscaping improvements.
A majority of our recreation programs advertised in the 2008 Winter/Spring Guide to Leisure
Activities are currently underway and staff is currently preparing the 2008 Summer/Fall edition of the
Guide to Leisure Activities for distribution in late May. The recreation brochure features over 250
different classes, several special events and information on all of our recreation and community
facilities. The brochure is a well received publication and many of our classes and activities are sold
out.
The Cultural Arts Division continues to program and carry-out the classes and activities as outlined
in the 2008 Winter/Spring Guide to Leisure Activities, and the Old Town Temecula Community
Theater's musical and theatrical performance line-up. In addition to classes and activities, there are
many special events including theater performances, excursions, etc. The Cultural Arts Division is
responsible for the day-to-day operations of the Old Town Temecula Community Theater, the
Temecula Valley History Museum and the Imagination Workshop, Temecula Children's Museum.
The Development Services Division continues to participate in the development review for projects
within the City, as well as overseeing the development of parks and recreation facilities, and the
contract for refuse and recycling, cable television services and assessment administration.
The TCSD Maintenance Division continues to oversee the maintenance of all City parks and
facilities, and assist in all aspects of Citywide special events.
