A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited
to three (3) minutes each. If you desire to speak to the Commissioners about an
item not listed on the Agenda, a green "Request to Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state vour name and
address.
For all other agenda items, a "Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.

APRIL 14, 2008
CALL TO ORDER
The City of Temecula Community Services Commission convened in a regular meeting at 6:00
p.m., on Monday, April 14, 2008, in the City Council Chambers of Temecula City Hall, 43200
Business Park Drive, Temecula, California.
ALLEGIANCE

PUBLIC COMMENTS
No comments at this time.
DIVISION REPORTS
Recreation Superintendent Pelletier highlighted on the following:
• That the Family Fun Night entitled Irish Step Dancing was a huge success
• That the annual Spring Egg Hunt held on Saturday, March 22, 2008 was also a success
• That the annual Thank our Volunteers event will be held on Thursday, May 1, 2008 at
South Coast Winery
• That the many contracted classes continue to maintain interest
• That staff is currently in the process of preparing for the summer activities, programs and
special events.
Commissioner Edwards relayed that it would be his desire to rename the annual Spring Egg
Hunt to the annual Easter Egg Hunt.
Cultural Arts Administrator Betz reported on the following:
• That the Memoirs of a Citrus Grower at the Temecula Valley Museum Exhibit has
concluded
• That the Temecula Valley Museum will host Contemporary Desert Photography: The
Other Side of Paradise
• That the Imagination Workshop hosted its annual Jellybean Science Night on Friday,
March 7, 2008 which was a big success
• That Temecula Presents presented Contemporary C Campany Ballet at the Old Town
Temecula Community Theater

Theater
That five chickens were hatched at the Imagination Workshop in March, 2008.
Development Services Administrator McCarthy highlighted on the following:
• That the contract amendment for the grading of the Temecula Community Center
expansion was approved by the City Council and work will begin within the next 30 days
• That ground-breaking for the Murrieta Creek Trail was held on March 18, 2008
• That the next Household Hazardous Waste Event will be held on Saturday, May 10,
2008, from 9:00 a.m. to 2:00 p.m. at City Hall parking lot and the City Wide Clean up will
be held on Saturday, May 17, 2008, at Chaparral High School from 8:00 a.m. to 2:00
p.m.
• That Wolf Creek Park construction has been completed and that the dedication will be
held on Tuesday, May 13, 2008, at 3:00 p.m.
Maintenance Superintendent Harrington highlighted on the following:
• That the maintenance division repaired the north lake fountain at Harveston Lake Park
• That all the windows at the Temecula Public Library were cleaned inside and out
• That the gymnasium floor at the Community Recreation Center (CRC) was refinished
• That staff is in the process of replacing worn and tired flooring at the Community
Recreation Center (CRC) such as the multi-purpose room, AB meeting rooms, and
hallways
With respect to the parking lanes at the Ronald Reagan Sports Park, Maintenance
Superintendent Harrington noted that he will have staff review its maintenance issues.
Commissioner Fox expressed her personal appreciation for the landscaped medians throughout
the City, noting that they are aesthetically pleasing.
Director of Community Services Parker commended Recreation Superintendent Pelletier and
staff for their superb efforts with respect to the City's annual Egg Hunt held at various parks
throughout the City.
CONSENT CALENDAR
Minutes
RECOMMENDATION:
1.1 That the Community Services Commission approve the minutes of the March 10,
2008, Community Services Commission meeting.
Due to a lack of a quorum, it was the consensus of the Community Services Commission to roll
the minutes over to the May 12, 2008 meeting.

2. Police Department Update
RECOMMENDATION:
2.1 That the Community Services Commission receive and file a report provided by
the Temecula Police Department.
By way of PowerPoint Presentation, Corporal Gaskin and Task Force Commander Santiago,
highlighted on the Murrieta/Temecula Gang Task Force, as follows:
• Riverside County Demographics
• The Problem
• Gang Growth & Migration
• Weapons
• Strategies for Prevention
• Strategies for Intervention
• Contact Information.
In response to the Commission's queries, the following was answered:
• That the 8-Task Force regions would have the same goal, to educate the youth and
attain control of suppression
• The 8-Task Forces work under one director
• That the Task Forces assist one another if necessary
• That ride-a-longs would be welcome
• That the Task Force Crew wear regular clothing twice a week
The Community Services Commission commended the Task Force for their efforts to the
program.
It was the consensus of the Community Services Commission to receive and file this report.
3. Service Level C Election Results
RECOMMENDATION:
3.1 That the Community Services Commission receive and file the report on the
Service Level C Election results.
By way of overheads, Director of Community Services Parker provided a brief staff report (of
record).
It was the consensus of the Community Services Commissioner to receive and file this report.

The Community Services Commission gave kudos to the Community Services Department
Commissioner Edwards relayed his excitement for the new upcoming Youth Master Plan for the
City's youth.

At 6:48 p.m. Chairperson Hogan adjourned this meeting to the next regularly scheduled meeting

A. Expressing positive regard for the City of Temecula, Mayor Naggar thanked the
Community Services Commission for their ongoing commitment to the City.
DIVISION REPORTS
Development Services Administrator McCarthy highlighted on the following:
• That the bid opening for the grading portion of the Temecula Community Center (TCC)
Expansion area is scheduled for the week of March 17, 2008
• That an amendment to Meyer & Associates Contract was approved by the City Council
for the tenant improvements of the Escallier House and barn which will be relocated to
Pujol Street as part of the TCC expansion
• That Wolf Creek Park is nearing its completion and advised that the ground-breaking
ceremony will be scheduled in the near future
That ground-breaking for the Murrieta Creek Trail Project is scheduled for Tuesday,
March 18, 2008 at 3:30 p.m. at Diaz Road and Rancho Way
Cultural Arts Administrator Betz reported on the following:
• That the month of February was Black History Month at the Temecula Valley Museum
which featured memorabilia from Dr. Norman Towels
• That the month of February would also be the busiest school field trip season of the year
• That Temecula Presents presented the Little Mermaid at the Old Town Community
Theater
• That Katy Moffat and Rosie Flores brought their unique mix of country folk and rockabilly
music to the Theater in the month of February
• And that also for the month of February was the Golden Valley Music Society which
presented Two Octets for a Winter's Night

That the Temecula Theater also presented Contemporary C Campany Ballet for the
month of February which was another success for the Theater
That the Imagination Workshop hosted Have a Heart Day on February 9th, and The
Science of Knights on Friday, February 29, 2008 which were both well attended
That a Swing Dance Extravaganza was held at the Community Recreation Center and
was a big success.
Commissioner McCracken commended staff for their efforts in the implementation of all City
programs.
Recreation Superintendent Pelletier highlighted on the following:
That the ball fields will be in full swing through June, 2008 for baseball season
• That the Father Daughter Date Night held on February 15th and 18th was a success
• That the next Family Fun Night is scheduled for Friday, March 14, 2008 and will provide
Irish Step Dancing in recognition of St. Patrick's Day
• That staff is making final preparations for the annual Spring Egg Hunt to be held on
Saturday, Mach 22, 2008 at 10:00 a.m., at Paloma Del Sol Park, Harveston Community
Park, Temeku Hills Park, and Ronald Reagan Sports Park
That staff is currently preparing for its summer programs, activities and events.
Commissioner McCracken relayed that he had a great time at the Father Daughter Date Night.
For Chairperson Hogan, Superintendent Pelletier noted that she will advise the Commission if
volunteers are needed for the Spring Egg Hunt.
CONSENT CALENDAR
1. Minutes
RECOMMENDATION:
1.1 That the Community Services Commission approve the minutes of the February
11, 2008 Community Services Commission meeting.
MOTION: Commissioner Fox moved to approve the Consent Calendar. Commissioner
McCracken seconded the motion and voice vote reflected approval with the exception of
Commissioner Meyler who was absent.
2. Community Services Commission Park Tour
RECOMMENDATION:
2.1 That the Community Services Commission select a date for a park and facility
tour.
Director of Community Services Parker advised that Administrative Assistant Zigler will contact
the Commission with a date for the park tour.

DIRECTOR'S REPORT
Director of Community Services Parker provided a brief report as follows:
• That staff is in the process of finalizing the Youth Master Plan, noting that copies of the
plan will be available to the public in the near future
• That the Community Services Department is in the process of recruiting for a Human
Services Manager position that will oversee teen services, human services, and will
manage the Temecula Community Center (TCC)
• That the Master Plan for the TCC expansion is progressing
• That RJM Group is working on the plans and specifications for Phase 1 of the Redhawk
Park improvements which would include the portion of the Dog Park
• That the Big Band Extravaganza held at the Community Recreation Center (CRC) was a
success
• That the Community Services Department received four Awards of Excellence from the
California Parks State Conference (CPRS) in February, 2008
• That staff will be will providing a full report with respect to Service Level C at the April,
2008 meeting
COMMISSIONER'S REPORTS
A. Thanking Director of Community Services Parker for allowing her to attend the California
Parks State Conference, Commissioner Fox remarked on the educational sessions she had
opportunities to partake in and distributed handouts to Director of Community Services Parker.
B. Chairperson Hogan requested a presentation with respect to gang activity in the County.
She also advised that the Temecula Garden Club will be landscaping the Habitat Community
Homes on Pujol Street.

MAY 23, 2008
CALL TO ORDER
The City of Temecula Community Services Commission convened in a special meeting
at 10:00 a.m. on Friday, May 23, 2008, at Temecula City Hall, 43200 Business Park
Drive, Temecula, California.
Present: Edwards, Fox, Hogan, McCracken and Meyler
Absent: None
PARK TOUR
The purpose of the special meeting was to allow the Commission to visit and/or tour a
few of the City's Capital Improvement Projects and City Parks and Recreation facilities.
Sites included in the tour were:
*Temecula Community Center Expansion Project
*Patricia H. Birdsall Sports Park
*Wolf Creek Park
*Harveston Community Park
Following the park tour the Commission returned to City Hall for a catered lunch.
ADJOURNMENT
At 12:15 p.m. Chairperson Hogan adjourned this meeting to the next regularly scheduled
meeting on Monday, June 9, 2008, at 6:00 p.m., in the City Council Chambers, 43200

RE: Summer Programs and Events

RECOMMENDATION: That the Community Services Commission receive and file
a report on the 2008 Summer Programs and Events.
DISCUSSION: Each summer, the City of Temecula Community Services
Department offers residents a wide variety of classes and activities to participate in. In
addition, there are several special programs and events offered to the residents of
Temecula for their enjoyment. The following is a list of a few of the activities and
programs the residents can look forward to this summer:
Summer Day Camp will be offered June 16`h through August 15t", 2008. This program,
designed for youth ages Kindergarten through 14 years old, is offered Monday through
Friday at the Community Recreation Center. The program provides supervised activities
such as arts and crafts, group games, swimming and more. In addition the campers
participate in both local and out of town excursions such as the local movie theater,
Painted Earth, Sea World, and more.
S.M.A. R.T. Program -The S.M.A. R.T. Program will be offered beginning June 23, 2008
through August 15, 2008. This program will be offered daily, Monday through Friday, at
various park sites throughout the City. The program entails the Art Cart visiting
designated park sites during the morning and afternoon hours to host arts, crafts and
games with kids in the community.
F.A.M. Program -The F.A.M. Program will be held on Monday nights beginning July 7~'
through August 25t". This event will be held at the Community Recreation Center and
hosts family fun and activities, games, arts and crafts.
Second Annual Aglow in the Park will be held on July 11, 2008. This event will be held
at the Ronald Reagan Sports Park and includes the first movie in the Movies in the Park
Series. This year's theme is "Surfin USA"! Join us for live music by the Surf City All
Stars, arts and crafts, audience games, food vendors, hot air balloons and the movie
"Surf's Up".
The Annual Summer Sunsets Film and Concert Series is back with free weekly summer
concerts and movies in the park beginning July 10t" and ending August 22"d. Concerts
are held Thursday evenings at the Temecula Amphitheater and include a different band
each week and clowns to entertain the kids. On Friday evenings, a family oriented
movie is shown, rotating to various park sites throughout the City. The event includes
arts, crafts, group activities and a DJ.

SUBJECT: Community Recreation Center Rehabilitation 2008

RECOMMENDATION: That the Community Services Commission receive and file the report on
the Community Recreation Center Rehabilitation.
DISCUSSION: The 26,500 sq. ft. Community Recreation Center is one of our most heavily
utilized facilities. It is used by Temecula residents, community organizations and patrons from other
communities. The multipurpose room and the adjacent meeting rooms are two of the majordraws to
the facility. As you are aware, there are hundreds of activities occurring here each year. Thousands
of people pass through its doors, each leaving their mark.
The Community Services Department Maintenance Division works throughout the year repairing,
patching and painting the facility to keep it looking its best. We work around the various activities and
events during the year. Due to the age of the facility and the heavy use, it has become increasingly
difficult to maintain the aesthetic appearance of the multi purpose room vinyl floor and the carpet
areas in the A and B meeting rooms and the hallway.
This year funding was provided in our rehabilitation budget to remove and replace the flooring in
these areas. The cost to remove and replace the flooring in these areas was approximately
$24,000.00.
As a result of these improvements maintenance staff felt it necessary to remove and replace the worn
wheels on the chair carts and table carts to eliminate potential damage to the new flooring. In
addition the rehabilitation would not have been complete without a fresh coat of paint throughout the
multipurpose room, meeting rooms, hallway and various other areas.
The Maintenance Division is very proud of the facility and the amount of work it was able to complete

SUBJECT: Monthly Departmental Report

The Redhawk Parks Improvement project is currently in the design development stage. The project
architect, RJM Design Group, is currently preparing the plans and specifications for Phase I of the
improvement project. The Phase 1 project includes improvements to Redhawk Community Park
and Redhawk Dog Park. This project will include a restroom facility, ADA improvements, turf and
irrigation modifications, half-basketball courts, and a permanent dog park which includes water
fountains, picnic tables, ornate fencing, landscaping and concrete walkways.
The Community Services Department, in conjunction with the Public Works Department, has
completed the design for the Murrieta Creek Multi-Purpose Trail project. Aground breaking
ceremony was held on March 18, 2008 and construction is underway on this project. Improvements
will include multi-use trails, picnic areas and landscaping improvements.
A ribbon cutting ceremony was held on May 13~' for Wolf Creek Park and Wolf Creek Trail Park
sites. These two park sites bring the total number of park sites for the City of Temecula to 38. Wolf
Creek Park is a six acre neighborhood park with parking, restrooms, basketball courts, tot lots,
picnic areas and open turf.
On May 315, the City of Temecula Community Services Departmentwill host a Community Services
Expo. This event will take place on Saturday, May 3151 from 10:OOam to 2:OOpm at Temeku Hills
Park. The Community Services Department will be highlighting many of the special events, classes
and activities offered throughout the summer and fall, and residents will have an opportunity to meet
the instructors and register for classes.
The 2008 Summer/Fall Guide to Leisure Activities was mailed to all Temecula residents this month.
The recreation brochure features over 250 different classes, several special events and information
on all of our recreation and community facilities. The brochure is a well received publication and
many of our classes and activities are sold out.
The City of Temecula Community Services Department co-sponsored a Household Hazardous
Waste Clean-up, along with the County of Riverside, on Saturday May 10N at Temecula City Hall. In
addition, the City of Temecula Community Services Department, alon~with CR&R, hosted a City-
wide Clean-up event for Temecula residents held on Saturday May 17 at Chaparral High School.
The Cultural Arts Division continues to program and carry-out the classes and activities as outlined
in the 2008 Winter/Spring Guide to Leisure Activities, and the Old Town Temecula Community
Theater's musical and theatrical performance line-up. In addition to classes and activities, there are
many special events including theater performances, excursions, etc. The Cultural Arts Division is
responsible for the day-to-day operations of the Old Town Temecula Community Theater, the
Temecula Valley History Museum and the Imagination Workshop, Temecula Children's Museum.
The Development Services Division continues to participate in the development review for projects
within the City, as well as overseeing the development of parks and recreation facilities, and the
contract for refuse and recycling, cable television services and assessment administration.
The TCSD Maintenance Division continues to oversee the maintenance of all City parks and
facilities, and assist in all aspects of City-wide special events.
