Gentlemen:
Presented herewith is the report of our grading observation and soil testing conducted during fill
placement to complete the grading of the Community Sports Park. During earlier stages of
construction, the existing soils were subexcavated to expose the underlying bedrock and then
approximately 25 feet of fiil was placed. Prior to the initial fill placement, the subexcavated
surfaces were inspected by the projecYs engineering geologists, RGS Engineering Geology,
Inc. The placement of the fiil was then geotechnically monitored by SID Geotechnical, Inc.
(Reference b). The results of the engineering geology inspection will be forthcoming under
separate cover.
Subsequent to the completion of the initial grading, John R. Byerly, Inc. replaced SID
Geotechnical, Inc. as the geotechnical engineer of record. Beginning on May 11, 2005, grading
of the Sports Park resumed, and the remaining grading was observed and tested by
representatives of John R. Byerly, Inc. Generaily 10 to 15 feet of additional fili was required
to complete the park grading. Based on the data provided by SID Geotechnical, Inc.
(Reference b) and our observations and testing, we conclude that the grading of the community
sports park was performed in accordance with our geotechnical recommendations and the
applicable geotechnical requirements of the California Building Code and the referenced
preliminary geotechnical evaluation report.

' PROJECT DESCRIPTION
' The Community Sports Park (PA 27) is located at the southeast corner of Butterfield Stage
Road and North Loop Road in the city of Temecula. The park is being developed in conjunction
' with the Roripaugh Ranch, Tract No. 32357 residential development. Development at the site
will include the construction of two soccer fieids, two baseball fields, two basketball courts,
' shade structures, restrooms, hardscape/walkways, and a parking lot. The park improvements
and general site configurations are shown on the attached map, Enclosure 1.
SCOPE OF SERVICES
During May 11 through December 23, 2005, representatives of John R. Byerly, Inc. observed the
grading performed to complete the grading of the park site. To support their observations, relative
compaction tests were performed on surfaces prepared to receive fill and at varying elevations
within the fill soils. In addition, representative soil samples were obtained and returned to our
laboratory for maximum density/optimum moisture, expansion potential, sulfate content, and
corrosion potential determinations. The purposes of our observations and tests were:
1. To confirm that the existing soil conditions encountered during grading correlated with
those anticipated in the referenced preliminary geotechnical evaluation repoR;
2. To observe that the grading contractor prepared the existing ground surface, including
subexcavation and removal of existing artificial fili, in substantial conformance with
geotechnical recommendations presented in the referenced preliminary geotechnical
evaluation report;
3. To perform moisture content and compaction testing during naturai ground preparation
and fill placement;
4. To evaluate the expansion potential, water soluble sulfate content, and corrosion potentiai
of typical on-site soils; and

5. To confirm the validity of the foundation design recommendations presented in the
referenced preliminary geotechnical evaluation report and to provide additionai
geotechnical engineering recommendations as needed.
In conjunction with our geotechnical services, engineering geology in-grading inspections of the
park site were provided by RGS Engineering Geology, Inc. In addition, the eariier stages of fill
placement at the site were geotechnically monitored by SID Geotechnicai, Inc. The results of the
engineering geology inspections will be forthcoming under separate cover. The results of the
initial geotechnical monitoring are presented in Reference (b).
CONCLUSIONS
Based on our observations and tests, the filis placed to complete the grading of the community
' spoRs park were compacted to a relative compaction of at least 90 percent in substantial
conformance with the recommendations presented in the referenced preliminary geotechnical
' evaluation report and the applicable requirements of the California Building Code. Expansion
index test data indicate the soils exhibit a low expansion potential in accordance with
' Table 18-I-B of the California Building Code.
~ Accepted engineering and testing procedures were employed to evaluate the preparation of the
natural ground surface and the placement and compaction of the fill. We do not undertake the
' guarantee of the construction, nor do we relieve the contractor of his primary responsibility to
produce a completed project conforming to the project plans and specifications.
RECOMMENDATIONS
FOUNDATION RECOMMENDATIONS
Foundation design recommendations are presented below:
1. Footings for single-story structures shouid be at least 12 inches wide and placed at least
12 inches below the lowest final adjacent grade.

2. Continuous footings should be designed for a maximum safe soil bearing pressure of
2,000 pounds per square foot for dead plus live loads. The allowable bearing pressure
can be increased by one-third for wind or seismic loading.
3. Continuous footings should be reinforced with at least two No. 4 bars, one placed near
the top of the footing and one near the bottom - structural considerations may require
additional reinforcement.
4. For footings designed as described above, we would anticipate a maximum settlement of
1 inch and a maximum differentiai settlement slope of 1:850.
CONCRETE SLAB-ON-GRADE RECOMMENDATIONS
Concrete slab-on-grade design recommendations are listed below. The slab-on-grade
recommendations assume underlying utility trench backfills and building pad subgrade soils have
been compacted to a relative compaction of at least 90 percent (ASTM D 1557).
1. The building slab-on-grade floor should be at least 3.5 inches thick - structural
considerations may require a thicker slab.
2. Slabs to receive moisture-sensitive floor coverings should be underiain with a moisture
vapor retardant membrane, such as 10-mil virgin plastic or equivalent. The moisture vapor
retardant membrane should be lapped into the footing excavation to provide full coverage
of the subgrade soils. Punctures and/or holes cut for plumbing should be taped to
minimize moisture emission through the membrane. The placement of the moisture
vapor retardant membrane should be inspected by the ciienYs superintendent and/or a
representative of the geotechnical engineer prior to sand or concrete placement.
3. A 2-inch layer of clean sand (SE>30) should be placed over the moisture vapor retardant
membrane to promote uniform setting of the concrete. The sand should be tested within
48 hours of concrete placement, or after any rain storms, to verify that the moisture in the
sand does not exceed 2 percent below the optimum moisture content.

' 4. In lieu of placing the sand blanket described above and to further minimize future moisture
vapor emissions through the slabs-on-grade, the concrete may be placed directly on the
' moisture vapor retardant membrane. Placing concrete directly on the moisture vapor
retardant membrane will increase curling forces and make finishing more difficult. To
' accommodate these concerns, the structural engineer should provide appropriate mix
design criteria for concrete placed directly on the moisture vapor retardant membrane.
' 5. Building floor slabs-on-grade should be reinforced with 6"x6"-W1.4/W1.4 welded wire
' fabric or equivalent throughout. All slab reinforcement should be supported by chairs to
ensure positioning on the reinforcement within the middle third of the slab. Lifting of
unsupported reinforcement during concrete placement shouid not be allowed.

6. We recommend a maximiam water-cement ratio of 0.60 for all slab concrete. Where
' moisture-sensitive floor coverings are anticipated, a lower water-cement ratio may be
required to reduce concrete porosity and moisture vapor emission.

DISCUSSION SECTION
' OBSERVATIONS
, We understand that approximately 25 feet of fill was placed during the earlier stages of
, construction. The initial grading was geotechnically monitored by SID Geotechnical, Inc.
(Reference b). Beginning on May 11, 2005, grading of the sports park resumed, and the
' remaining grading was observed and tested by representatives of John R. Byeriy, Inc. The
approximate elevation of the fiil at the resumption of grading is shown on the attached map,
' Enclosure 1.
FILL PLACEMENT
,
Grading was accomplished by use of scrapers and a rubber-tired dozer. Fili was placed in loose
' lifts not exceeding 8 inches in thickness. Moisture was applied to the fill from a water truck and
mixed into the fill with the rubber-tired dozer. Compactive effort was applied with the loaded
' heavy equipment.

, FIELD AND LABORATORY TESTS
, During the initial grading, 242 in-place density tests were performed by SID Geotechnical, Inc.
as reported in Reference (b). A totai of 125 in-place density tests were taken by the sand cone
' method (ASTM D 1556) during the portion of the site grading observed by John R. Byerly, Inc.
The approximate locations of these latter tests are shown on the attached map, Enclosure 1.
Results of the latter compaction tests are summarized on Enclosure 2. Where field
t observations and/or tests indicated the desired degree of compaction had not been obtained,
the area was reworked until this degree had been obtained and verified by additional testing.
' in addition to the field tests, representative bulk samples of the fill soils were returned to the
laboratory for determination of the optimum moisture/maximum density and expansion index.
~ The results of the maximum density and expansion tests are shown on Enclosures 2 and 3,
respectively. Enclosure 4 presents the results of sulfate and corrosion tests performed on
, representative on-site samples by our chemical consultants, E. S. Babcock and Sons, Inc.
