HomeMy WebLinkAbout052208 DH MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR'S HEARING MAY 22, 2008 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, May 22, 2008 at 1:30 p.m. in the Main Conference Room, located at 43200 Business Park Drive, Temecula, California. Planning Director Debbie Ubnoske presiding Also present were, Principal Planner Patrick Richardson, Associate Planner Matt Peters, and Minute Clerk Cynthia Lariccia. Item No. 1: Planning Application Numbers PA08-0050. a Minor Conditional Use Permit to locate RV Readv at the former KIA World site with all improvements existing on site including parking lot, three buildings for offices/sales/repairs, and display lift with no additional changes proposed, located at 27500 Jefferson Avenue Planning Director opened the public hearing at 1:31 p.m. Assistant Planner presented an overview of the project and staff recommendations. The proposed project site is approximately 2.4 acres and includes three buildings, parking/display lots and an elevated ramp along the rear of the property. The previous use for this property was KIA World automobile sales and service. The buildings are currently vacant and have been for approximately two years. As conditioned, the proposed use is consistent with the existing uses in the surrounding area. The applicant is not requesting to add square footage or alter the exterior of the building in any way. Staff has included Conditions of Approval requiring minor site alterations to enhance the property including signage enhancements, monument and building signs, landscaping enhancements, parking lot resurfacing and restriping and painting of light standards. Staff has also included a condition requiring the Conditional Use Permit to become void in five years, whereby RV Ready will vacate the site. Planner requested three modifications to the Conditions of Approval. Number 5 would read, "This approval is limited to five years from the approval date and shall expire May 22, 2013 subject to a Public Hearing." Number 18 would read, "A Conceptual Landscape Plan shall be reviewed and approved, prior to any planting. Drought tolerant landscaping shall be used along I-15." Number 43 would read, "Provide precise grading plan at plan check submitta{ to check accessibility for persons with disabilities if deemed necessary by the Director of Building and Safety." In accordance with the California Environmental Quality Act, the project has been deemed categorically exempt from further environmental review per Section 15332, Class 32 In-fill Projects. Planning Director opened the public hearing and asked if the applicant had reviewed the Conditions of Approval and accepts them. Applicant Howard Rosenthal, 26168 Grant Avenue, Hemet agreed with the Conditions of Approval and the modifications cited by the Planner but requested clarification on the necessity of Fire Prevention Conditions of Approval Numbers 52 through 56. Planning Director stated that these were standard conditions and would not be applicable to the project as described. Planning Director closed the public hearing and approved Planning Application No. PA08-0050 subject to the Conditions of Approval as modified.
