MEETING OF THE CITY OF TEMECULA
PUBLIC/TRAFFIC SAFETY COMMISSION
APRIL 24, 2008
CALL TO ORDER
The City of Temecula Public/Traffic Safety Commission convened in a regular meeting
at 6:00 p.m. on Thursday, April 24, 2008, in the City Council Chambers of Temecula City
Hall, 43200 Business Park Drive, Temecula, California.
FLAG SALUTE
Commissioner Ramos led the audience in the Flag salute.
ROLL CALL
Present: Commissioners: Ramos, Curran, Youmans and Chairperson Arbogast
Absent: None
A. Speaking highly with respect to the Every 15 Minute Program, Commissioner
Youmans asked Mr. Brian Balaris to speak on its behalf.
Thanking the City and staff for all thief efforts with respect to the importance of the Every
15 Program, Mr. Balaris, Murrieta, informed of the feedback he received from parents
and students on the impact the program made in their lives. Explaining the program to
the Public Traffic Safety Commission and audience, Mr. Balaris would highly encourage
that this program continue as a yearly program.
Students Aaron Borgeson and Kaley Lione, spoke regarding this experience partaking
with the Every 15 Minute Program and the impacts that their lives have taken since the
program.
The Public Traffic Safety Commission thanked the students for their comments.
B. Chairperson Arboast thanked the City of Temecula and Fire Department for the
opportunity to attend the Burn Institute dinner, noting that it was a great event and
enjoyed listening to the many stories told. Ms. Arbogast also thanked the Police
Department for allowing her to attend a black and white roaming, advising that it was an
interesting DUI check point.
C. Commissioner Ramos thanked the Police Chief for supporting the American
Legion dinner which hosted both the Police and Fire Departments.
D. Commissioner Hagel advised of an event he attended hosted by Moreno Valley
Traffic and Safety Commission that addressed the upcoming cell phone law.

COMMISSION CONSENT CALENDAR
Minutes of February 28, 2008
RECOMMENDATION:
1.1 Approve the Minutes of February 28, 2008.
MOTION: Commissioner Ramos moved to approve the Consent Calendar.
Commissioner Curran seconded the motion and voice vote reflected approval with the
exception of Commissioner Hagel who abstained.
Principal Engineer Moghadam provided the Public Traffic Safety Commission with a staff
report (of record).
COMMISSION BUSINESS
2. Installation of Temporary Berm on Margarita Road at Temecula Valley High
School
RECOMMENDATION
2.1 That the Public/Traffic Safety Commission receive and file the report.
For the Commission, Principal Engineer Moghadam offered the following:
o Explained the difference between a berm and island
o That the proposed berm will force students to exit to the right, not left,
o That the berm would also force students to exit to the right, not left leaving
Ronald Reagan Sports Park
o That the City of Temecula and the Temecula Valley School District would not
have a binding agreement; noting that the school district would not have the
funds at this time to install an island
o That the City does not have any plans to install an island
Chairperson Arbogast relayed her desire to have the berm run all the way from Rancho
Vista Road to Pauba Road.
MOTION: Commissioner Youmans moved to have staff implement the berm and
consider the option of installing the berm from Rancho Vista Road to Pauba Road, if the
budget were to allow. Commissioner Hagel seconded the motion and voice vote
unanimous approval.

PUBLIC COMMENTS
A. Ms. Connie Hodgkins, Temecula, expressed her concern with 4.5 tenths of a mile
stretch of Deer Hollow in front of Great Oak High School between Pechanga Parkway
and Peach TreeNia Colorado; and requested that either a bridge be built, dig a tunnel,
install a traffic light that includes a crosswalks, and/or install a crosswalk with flashing
lights along a marked crosswalk to help ensure safety for students.
Referencing Ms. Hodgkins request, Principal Engineer Moghadam advised that staff met
with the school district and was advised that students should be parking in the provided
parking lot meant to serve students and not be parking on the street. Mr. Moghadam
also advised that there would be two safe traffic signals for crossing on either side of the
school; and advised that number of students crossing at this time, would not warrant a
traffic signal but that this could be evaluated again in the future.
Director of Public Works Hughes noted that because installation of a traffic signal would
not be warranted at this time, a potential signal would not be funded with the signal fee
mitigation fund, it would need to be funded from the City's general fund; stated that it
would be the purview of the Commission to direct staff to perform an analysis, but that it
would not be staff's recommendation to install a signalized intersection midblock of a
street with two signals within such a close proximity.
3. Request for Marked Crosswalk -Camino San Jose and Corte Bonillo, and
McCabe Drive and Camino Alagon
RECOMMENDATION
3.1 That the Public/Traffic Safety Commission support Temecula Valley School
District's decision that additional supervised crossings are not warranted at
the following locations:
Camino San Jose and Corte Bonillo
McCabe Drive and Camino Alagon
Principal Engineer Moghadam provided a brief staff report (of record)
After some discussion, it was the consensus of the Public Traffic Safety Commission to
agree with staff.
Chairperson Arbogast suggested that the gate on Camino Alagon be closed to detract
from the usage of students.
Per Chairperson Arbogast's request, Principal Engineer Moghadam noted that he will
make the request to Temecula Valley School District.
MOTION: Commissioner Hagel moved to approve staff recommendation.
Commissioner Curran seconded the motion and voice vote reflected unanimous
approval.

4. Request for Multi-Way Stop Control -Walcott Lane and Klarer Lane
RECOMMENDATION
4.1 That the Public/Traffic Safety Commission recommend that the City Council
adopt a resolution establishing Multi-Way Stop Signs at the intersection of
Walcott Lane and Klarer Lane.
Principal Engineer Moghadam provided a staff report (per record), and assured the
Public Traffic Safety Commission that flashing beacons will be installed for a few weeks
to warn drivers of the new changes made to the roadway.
MOTION: Commissioner Curran moved to approve staff recommendation.
Commissioner Youmans seconded the motion and voice vote reflected unanimous
aoaroval.
5. Traffic Engineer's Report
No reports at this time.
6. Police Chiefs Resort
By way of handout Chief Williams highlighted on March's stats as follows:
o That there were 1894 citations issued in the month of March, 2008
o That motor officers are completely staffed
o That there were136 accidents in the month of March, 2008
0 67 DUI arrests in the month of March, 2008
o That two traffic trailers were deployed in March, 2008
o That the Special Enforcement Team (SET) arrested a shoplifting ring in the
month of March, 2008
o That a PowerPoint Presentation will be brought forward to the Commission in the
future with respect to crime prevention
o That a plan has not been formatted with respect to the new cell phone law at this
time
7. Fire Chiefs Report
Chief Fulcher provided a staff report (of record), and noted that staff would be hopeful to
have the Glen Oaks fire station staffed by the end of May, 2008
With respect to defensible space, the following should be implemented:
o That residents should remove all flammable vegetation 30 feet from all structures
o That residents should in additional 70 feet, create a reduced fuel zone by spacing
trees and plants from each other
o That residents should clear all needles and leaves from roofs, eaves, and rain
gutters
o That residents should trim braches six feet from the ground

o That residents should remove branches 10 feet from all chimneys
o That residents should only operate power equipment before 10:00 a.m. and after
6:00 p.m.
o That lawn mowers should never be used on dry vegetation
o That a weed trimmer should be used to cut down dry weeds and grass
o That with respect to defensible space, information is released and disseminated
though news media
o Gave stats on CPR classes
Chairperson Arbogast advised that she will be happy to spread the word with respect to
defensible space information; and encouraged the Commission to attend the upcoming
2008 Traffic Commissioner's Workshop.
The Public Traffic Safety Commission thanked Chief Fulcher for his report.
ADJOURNflflENT
At 7:21 p.m. Chairperson Arbogast formally adjourned this meeting to Thursday, May 22,
2008, at 6:00 P.M., in the City Council Chambers, 43200 Business Park Drive, and
Temecula.
