PUBLIC COMMENTS:
A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited
to three (3) minutes each. If you desire to speak to the Commissioners about an
item not listed on the Agenda, a green "Request to Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state vour name and
address.
For all other agenda items, a "Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.
NOTICE TO THE PUBLIC
All matters listed under Consent Calendar are considered to be routine and all
will be enacted by one roll call vote. There will be no discussion of these items
unless members of the Commission request specific items be removed from the
Consent Calendar for separate action.

MINUTES OF A REGULAR MEETING OF THE
CITY OF TEMECULA COMMUNITY SERVICES COMMISSION
JULY 14, 2008
CALL TO ORDER
The City of Temecula Community Services Commission convened in a regular meeting at 6:00
p.m., on Monday, July 14, 2008, in the City Council Chambers of Temecula City Hall, 43200
Business Park Drive, Temecula, California.

PUBLIC COMMENTS
A. Mr. Don Starr, Temecula, expressed his concern with the inability to sail model sailboats
on Harveston Lake and requested that the Community Services Commission reconsider the
City's policy and allow model sailboats to be sailed on Harveston Lake.
B. Mr. John Bikle, Temecula, also relayed his dismay with the inability to sail model
sailboats at Harveston Lake.
For Mr. Bikle and Mr. Starr, Director of Community Services Parker noted that he will get in
touch with them with respect to their request.
DIVISION REPORTS
Development Services Administrator McCarthy highlighted on the following:
• That the EDA approved the specifications for the Temecula Community Center (TCC)
expansion and will be going to bid in the near future
• That Meyer & Associates are working on the plans for the interior tenant improvements
for the Escallier House and Barn
That plans- have been submitted for first plan check on Phase I of the Redhawk Park
Improvements
• That work is continuing on-the Murrieta Creek Trail improvements
• The YMCA has been issued their building permit for their facility on Margarita Park and
have begun their utility work
• That the Mercedes Benz project was approved by the Planning Commission; arid that as
part of the agreement with the City, Mercedes will be constructing a new monument sign

The infrastructure Beautification Committee approved the conceptual design of the
monument sign and will agendize a receive and file report for the Community Services
Commission to review
With respect to the Murrieta Creek Trail improvements, Development Services Administrator
McCarthy noted that although the project has had its challenges, the proposed project is moving
forward.
Maintenance Superintendent Harrington highlighted on the following:
• That the Maintenance Division assisted recreation staff with the 4~' of July events
• That the Maintenance Division installed Roses on the Rancho California median islands
at Interstate 15, noting that approximately 100 flower carpet Roses were planted
• That new plant material throughout the Vail Ranch median islands were planted
• That new plant material were planted on the Margarita Road median islands
• That new plant material was installed at Sam Hicks Monument Park, Chapel of
Memories, Mary Phillips Senior Center, and the History Museum
• That new plant material was installed at the Community Recreation Center (CRC)
grounds
• That several areas of raised or damaged concrete was removed and replaced at the
CRC
• That the parking lot at the CRC was resurfaced
• That a new split rail fence was installed at Rotary Park
Commenting on the 4"' of July events, Director of Community Services Parker noted that
although there was an electrical problem for a few seconds at the finale of the fireworks show,
all went well and that it would be his opinion that the parade attracted 900 residents and Ronald
Reagan Sports Park attracted 14,000 residents; and that the opening of the Aglow in the park,
Summer Sunset Concert Series, and Movies in the Park was also a success.
In response to Commissioner Meyler's query, Director of Community Services Parker noted that
due to explosivesffireworks being loaded underground on Pauba Road, the road must be closed
down.
For Commissioner McCracken, Director of Community Services Parker noted that he had
received positive comments with the parade's new route.

RECOMMENDATION:
1.1 That the Community Services Commission approve the minutes of the June 9,
2008
MOTION: Commissioner Meyler moved to approve the Consent Calendar. Commissioner
Edwards seconded the motion and voice vote reflected unanimous approval.

2. Cultural Arts Summer Programs
RECOMMENDATION:
2.2 That the Community Services Commission receive and file a report on the
Cultural Arts Summer Programs.
By way of PowerPoint Presentation, Cultural Arts Administrator Betr highlighted on the main
components of the summer 2008 Cultural Arts Activities:
• Temecula Music Fest, 2008
• Children's Matsuri
• Traveling Arts Carnival
• Summer Sunsets Concert Series
• Harveston Park Concert Series
• Moonlight Movies in the Park
• Summer "Exhibits at the Temecula Valley Museum
• Temecula Valley Museum Explorers Camp through 7/14/08 - 08/08/08
• Imagination Workshop
• Friday night at the museum
• Old Town Temecula Community Theater
• Gallery at the Merc
• Other Events and Workshops
In response to Commissidner Fox's query, Cultural Arts Administrator Betr noted that bookings
for local artists have been through word of mouth.
For Chairperson Hogan, Cultural Arts Administrator Betr noted that the art work at the Merc
would be intended for exhibition only, not for sale; that the City has no intent of getting into the
business of commercial gallery and that if any art work were to sell, the proceeds would go to
the Arts Council.
The Community Services Commission thanked Cultural Arts Administrator Betz for his
presentation.
It was the consensus of the Community Services Commission to receive and file this report
3. Public Art Ad-Hoc Committee
RECOMMENDATION:
3.3 That the Community Services Commission appoint two Commissioners to serve
On a Public Art Ad-Hoc Committee.
Director of Community Services Parker provided a brief staff report (of record).
Chairperson Hogan volunteered to serve on the committee.
Commissioner Fox relayed her desire to serve on the ad-hoc committee:

Commissioner Fox nominated Commissioner McCracken to serve on the ad-hoc committee.
MOTION: Commissioner Meyler nominated Commissioner McCracken and Chairperson Hogan
to serve on the ad-hoc committee. Commissioner Fox seconded the motion and voice vote
reflected unanimous aoaroval.
COMMISSIONER REPORT
A. Commissioner .Fox relayed the importance of the history camp for the kids of the
community; stated that she has noticed the improvements along the Murrieta Creek and would
desire to discuss the improvements off-line with Director Parker; and commented on the 150'"
Anniversary of the Vail Ranch celebration.
B. Commissioner Edwards gave kudos to staff for the outstanding 4~' of July events
C. Commissioner McCracken thanked the Commission for the nomination to serve on the
ad-hoc committee for Art in Public Places and also commended staff for the 4'" of July events.
With respect for advertising City events and activities, Director of Community Services Parker
advised that the City's Guide to Leisure Activities brochure is mailed directly to residents twice a
year; that the City's website advertises as well as paid advertisement, and noted that word of
mouth is also a large part of advertisement.
For Commissioner McCracken, Maintenance Superintendent Harrington noted that he will add
more trash cans to the Patricia H. Birdsall Sports Park.
Maintenance Superintendent Harrington noted that recycle bins are located at all parks
throughout the City.
D. Chairperson Hogan commented on the opera event at the Old Town Community
Theater.
DIRECTOR'S REPORT
Director of Community Services Parker thanked staff for the wonderful 4"' of July events, and
noted that he will contact the previous speakers with regard to their request.

At 6:51 p.m. Chairperson Hogan adjourned this meeting to the next regularly scheduled meeting
on Monday, August 11, 2008,. at 6:00 p.m., in the City Council Chambers, 43200 Business Park

Season preview

RECOMMENDATION: That the Community Services Commission receive and file the report
recapping Temecula Presents 2007/2008 Season at the Old Town Temecula Community Theater
and previewing the upcoming 2008/2009 Season.
BACKGROUND: The second season of Temecula Presents, the theaters booking arm,
concluded with a fantastic performance called the Wild Women of8roadwaystarring Mara Getz and
Kirsten Chandler. The latest season built on the success of the inaugural season with ever
increasing attendance. Its continuing curatorial objective, to introduce in depth, the performance
genres of classical music and modern dance was met by great enthusiasm from the community.
With the upcoming 2008/2009 season, Temecula Presents will bring again to the stage fourdistind
genres chosen to complement the other fine performances at the theater. Dance, American Roots
Music, Classical Music, and Cabaret/Big Band concerts can be experienced with multiple
performances in each series.
The expanded Temecula Presents season in conjunction with other community and professional
productions promises to offer a dynamic and varied theatrical season for the local and regional
community.

SUBJECT: Aquatics Program 2008

RECOMMENDATION: That the Community Services Commission receive and file a report on
the 2008 aquatics program offered to the citizen's of Temecula at the Community Recreation Center
Pool, the Chaparral High School Pool and the Temecula Elementary School Pool.
DISCUSSION: The aquatics program offered by the City of Temecula is currently a
modified year round program designed to meet the recreational needs for those who enjoy aquatic
activities. Staff members within the aquatics section of the Recreation Division are currently
implementing the summer aquatics program, which officially began inmid-June and will conclude in
early September. This extremely popular program provides a variety of opportunities for participants
of all ages. There are currently three (3) pools operated by the City. The three (3) pool locations are
Temecula Elementary School Pool, Chaparral High School Pool and the Community Recreation
Center Pool
The aquatics program includes, but is not limited to youth and adult swim lessons, public swim, adult
lap swim, family swim nights, water aerobics, private swim lessons, Jr. Lifeguard training program,
scuba diving classes and lifeguard training courses.
Aquatics Supervisor Gwen Willcox and her staff will provide a brief overview of the annual aquatics
program highlighting the current summer season.

RE: Appoint a Commissioner to Sustainability Plan Ad-
Hoc Committee
RECOMMENDATION: That the Community Services Commission appoint a
Commissioner to the Sustainability Plan Ad-hoc Committee.
DISCUSSION: From time to time the City establishes ad-hoc committees
to work on master plans, project design committees and community group committees,
and the Commission is asked to appoint a Commissioner(s) to serve on these various
committees. The City of Temecula is in the process of drafting a Sustainability Plan that
will address a variety of sustainability issues facing our community including energy
efficiency, water conservation, air quality, open space, transportation and other issues.
Staff is requesting one Commissioner be appointed.

SUBJECT: Monthly Departmental Report

The Redhawk Parks Improvement project is currently in the design development stage. Staff met
with the design consultant at the beginning of June to review the design development packet and
50% submittal. Staff is working with the various utility companies to secure will serve confirmation
for the sites. The Phase 1 project includes improvements to Redhawk Community Park and
Redhawk Dog Park. This project will include a restroom facility, ADA improvements, turf and
irrigation modifications, half-basketball courts, and a permanent dog park which includes water
fountains, picnic tables, ornate fencing, landscaping and concrete walkways.
The Escelier House and Barn have been relocated as part of the Temecula Community Center
(TCC) expansion project and specifications are being reviewed by the Economic Development
Agency (EDA). Construction plans have been completed and as soon as we receive approvals from
the EDA we will be out to bid on the expansion project.
The Community Services Department, in conjunction with the Public Works Department, has
completed the design for the Murrieta Creek Multi-Purpose Trail project. Aground breaking
ceremony was held on March 18, 2008 and construction is underway on this project. Improvements
will include multi-use trails, picnic areas and landscaping improvements.
On July 4'" the City held their Annual 4'" of July celebration. Activities included a parade in Old
Town with approximately 70 entries and about 5,000 in attendance. Following the parade the
celebration continued at the Ronald Reagan Sports Park where there were food vendors, craft
vendors, live entertainment, a kid's fun zone and a fireworks show. Staff estimates approximately
14,000 were in attendance.
The 2008 Summer Sunsets Film and Concert Series began on July 10"' and will continue each
Thursday night through August 21a1 at the Temecula Amphitheater. The movie series will kick-off on
Friday July 11"' with a combined balloon low event at Ronald Reagan Sports Park. The final
moving showing will be held on August 22 . In addition, F.A.M. events, S.M.A.R.T., Summer Day
Camp, along with many other summer camp programs are currently underway.
The 2008 Summer/Fall Guide to Leisure Activities was mailed to all Temecula residents this month.
The recreation brochure features over 250 different classes, several special events and information
on all of our recreation and community facilities. The brochure is a well received publication and
many of our classes and activities are sold out.
The Cultural Arts Division continues to program and carry-out the classes and activities as outlined
in the 2008 Summer/Fall Guide to Leisure Activities, and the Old Town Temecula Community
Theater's musical and theatrical performance line-up. In addition to classes and activities, there are
many special events including theater performances, excursions, etc. The Cultural Arts Division is
responsible for the day-today operations of the Old Town Temecula Community Theater, the
Temecula Valley History Museum and the Imagination Workshop, Temecula Children's Museum.
The Development Services Division continues to participate in the development review for projects
within the City, as well as overseeing the development of parks and recreation facilities, and the
contract for refuse and recycling, cable television services and assessment administration.
The TCSD Maintenance Division continues to oversee the maintenance of all City parks and
facilities, and assist in all aspects of City-wide special events.
