CALL TO ORDER

A total of 15 minutes is provided so members of the public may address the Board on items that
are listed on the Agenda. Speakers are limited to three (3) minutes each. If you desire to speak
to the Commission about an item not on the Agenda, a green "Request to Speak" form should
be filled out and filed with the Board Secretary.
When you are called to speak, please come forward and state your name for the record.
For all other agenda items a "Request to Speak" form must be filed with the Board Secretary
erior to the Commission addressing that item. There is a three (3) minute time limit for
individual speakers.
NOTICE TO THE PUBLIC
All matter listed under Consent Calendar are considered to be routine and all will be
enacted by one roll call vote. There will be no discussion of these items unless member
of the Local Review Board request specific items to be removed from the Consent
Calendar for separate action.

AUGUST 11, 2008
CALL TO ORDER
The Old Town Temecula Local Review Board convened in a regular meeting at 9:00 a.m., on
Monday, August 11, 2008, in the Main Conference Room, of Temecula City Hall, 43200
Business Park Drive, Temecula, California.
ROLL CALL
Present: Board Members: Blair, Eden, Harker, Watts and Chairperson
Moore.
Absent: None

No comments at this time.
CONSENT CALENDAR

RECOMMENDATION
1.1 Approve the Minutes of July 14, 2008
MOTION: Board Member Blair moved to approve the Consent Calendar. Board Member
Harker seconded the motion and voice vote reflected unanimous approval.
BOARD BUSINESS
Discussion of Old Town Specific Plan Update and Appointment of Old Town Local
Review Board Steering Committee
Senior Planner Fisk provided a brief staff report (of record).
Board Members Harker and Blair volunteered to serve on the steering committee with respect to
the Old Town Specific Plan Update.

DIRECTOR OF PLANNING REPORT
Director of Planning Ubnoske and Principal Planner Richardson provided a brief update with
respect to the future Civic Center and the commercial aspect of the project.
Director of Planning Ubnoske also noted that Director of Housing Meyer will no longer be
working with redevelopment aspect, but rather will be developing the affordable housing
program throughout Temecula; noting that Principal Planner Richardson will be focusing on the
redevelopment aspect.
DIRECTOR OF REDEVELOPMENT REPORT
No report at this time.
CODE ENFORCEMENT REPORT
A Code Enforcement report was distributed to the Old Town Local Review Board, per agenda
packet.
BOARD MEMBER REPORT
A. Board Member Watts relayed that after visiting the Farmer's Market in Old Town, he was
pleased to see the horse drawn trolley but suggested that more signage be provided.
B. Board Member Moore expressed concern with merchants parking their vehicles in front
of their businesses.
For the Board, Principal Planner Richardson advised that an educational plan with respect to a
parking management strategy will be given to the merchants of Old Town as part of the Old
Town Specific Plan Update.

At 9:20 a.m., Chairperson Moore formally adjourned this meeting to Seutember 15. 2008 at
9:OO.a.m. in the Main Conference Room, City Hall, 43200 Business Park Drive, Temecula,

CODE ENFORCEMENT REPORT

MEMORANDUM
TO: Old Town Local Review Board

DATE: September 10, 2008
SUBJECT: Code Enforcement Actions in Old Town
1. Illegal banner enforcement is continuing. The Temecula Valley Cheese Company has
been issued two citations for their vinyl banners which CEO Parker will continue to try to
get them to remove the banners.
2. An illegal hot dog vendor is set up at the Temecula Beer and Wine Garden and has
been issued a Notice of Code Violation to cease sales and to come into the Planning
Department for further information on obtaining the necessary permits.
3. The property owners at the corner of 4~' and Mercedes Streets have been issued a
citation for not removing the construction debris on their lot. CEO Parker will continue to
do enforcement until the issue is resolved.
4. Numerous illegal signs have been impounded from the phone poles, sidewalks and any
right-of-way area.
5. Several citations have been issued to properties on 6"' Street (east of Mercedes Street)
for violations of trash, debris, inoperable vehicles, lack of landscaping, parking on the
dirt. CEO Parker will continue enforcement of these properties.
6. Numerous citations have been issued to the property owner at 41866 6'" St (near Pujol
Street) for overgrown weeds and vegetation, lack of landscaping. The property is not in
foreclosure and the owner does live on site but has made no attempt to contact Code
Enforcement or to come into compliance. CEO Parker is now turning the case over to
the City Attorney's Office for further enforcement actions.

SPECIAL EVENTS REPORT

COMMUNITY DEVELOPMENT DEPARTMENT
MEMORANDUM
TO: Old Town Local Review Board
FROM: Christine Damko, Associate Planner
DATE: September 8, 2008
SUBJECT: Special Events in Old Town
Quilt Show: Old Town Temecula Outdoor Quilt Show is set for Saturday, October 4,
from 10:00 a.m. to 4:00 p.m. Over 150 quilts will be on display throughout Old Town.
Quilt sales and auctions will be held in the Old Town Temecula Community Theater.
?. Fall Rod Run: This event is set for October 10-11. Staff and the applicant are currently
working on the event details.
3. Upcoming Halloween events in Old Town: Numerous events are currently being
planned for Old Town and will be presented to the OTLRB at next month's meeting. A
pet costume contest presented by the Animal Friends of the Valley will be a new event to
this year's festivities. The charity event will be held on Saturday, October 25, from noon
to 4:00 p.m. at Baily's courtyard. Pet owners can register their pet by visiting the Animal
Friends of the Valley website.
