BACKGROUND: The Cultural Arts Division organized and presented the inaugural Temecula Youth Film Festival in 2007 at the Old Town Temecula Community Theater. The presentation was well received by both the filmmakers and the public. This year, in January a call for entries was sent to all regional organizations involved in youth media production. A national call for entries was posted to media sites on the World Wide Web. By the June 30, 2008 deadline for entries, we had received 34 applications. The two-day schedule of screenings will include an awards ceremony on the last evening. Preceding the ceremony, we will host a reception for the filmmakers followed by a red carpet walk into the theater. With a new name and a new date that coincides with the Temecula Valley International Film Festival, we are setting the stage for a dynamic collaboration with TVIFF, and also presenting a more expanded media emphasis. (Screen writing, gaming, animation, and Internet). The City of Temecula Youth Media Arts Festival was held at the Old Town Temecula Community Theater on September 19-20. This report includes a PowerPoint presentation of some "behind the scenes" photos of the filmmakers at work! Parker, Director of Community Service DATE: October 13, 2008 SUBJECT: Ronald Reagan Sports Park Roller Hockey Rink Rehabilitation 2008 PREPARED BY: Kevin T. Harrington, Maintenance Superintendent RECOMMENDATION: That the Community Services Commission receive and file the report on the Ronald Reagan Sports Park Roller Hockey Rink Rehabilitation DISCUSSION: Ronald Reagan Sports Park is one of the cities most centrally located sports parks. As you are aware the park is comprised of numerous amenities which include multi-use sports fields, baseball fields, a picnic area, tot lots, a skate park and hockey rink. The hockey rink at Ronald Reagan Sports is very popular. It is used for practice; pick up games and by our local hockey league (Temecula Valley In-line Hockey Association). As you would expect the site endures a lot of abuse due to the nature of the sport. Being an outdoor rink the elements have taken their toll on the rink as well. Overthe years it has become more and more difficult maintain the original rink in a safe and desirable condition for our users. The original dasher board system was constructed of a steel frame and fiberglass overlaid plywood boards. The steel frame was very solid and provided very little relief when players clashed with the boards. Also the fiberglass overlaid dasher boards required continuous repairs and regular replacement. It was determined that the original hockey rink dasher board system should be completely removed and replaced with a state of the art pre-fabricated modular rink system. The rink system that was selected is manufactured by Rink Systems Inc. The dasher board system frame is constructed of aluminum tube and the dasher boards and kick plates are solid fiberglass. This results in a much more forgiving rink and is one of the most durable outdoor rink systems available. In addition to replacing the dasher board system the rink floorwas resurfaced and the lighting system was completely re-tamped. The total cost for the hockey rink rehabilitation project was approximately $198,000.00. BACKGROUND: The City received two grants this year, one from the Department of Conservation (for $25,692) and one from CR&R, Inc. (for $5,000) our franchised solid waste hauler. The focus for both of these grants is to promote waste reduction and recycling. The 2009 calendar's Green theme will include methods for children and adults to reduce waste and become more sustainable at school, home and work. Residential information regarding refuse and recycling services provided by CR&R will also be provided along with important City and Community Services events and meetings. We ask teachers to allow time for an art project illustrating the calendar's 2009's Green theme and emphasize that the most important criteria in our poster selections will be those illustrations that best communicate the importance of recycling and reducing waste. Posters shall be submitted to Community Services by November 5, 2008. A panel of five (5) judges will select the best 21 posters, twelve (12) for each month, one (1) for the cover and eight (8) honorable mentions.
