CITY OF TEMECULA COMMUNITY SERVICES COMMISSION
MAY 12, 2008
CALL TO ORDER
The City of Temecula Community Services Commission convened in a regular meeting at 6:00
p.m., on Monday, May 12, 2008, in the City Council Chambers of Temecula City Hall, 43200
Business Park Drive, Temecula, California.
ALLEGIANCE
Commissioner Edwards led the audience in the flag salute
Present: Edwards, Fox, McCracken, and Hogan
Absent: Meyler
PUBLIC COMMENTS
No comments at this time.
DIVISION REPORTS
Development Services Administrator McCarthy highlighted on the following:
• That grading for the TCC expansion has been completed and construction for bidding
will go out within the next 30 days
• The relocation of the Escallier House and Barn will take place next week
• That the Household Hazardous Waste Collection held at City Hall on Saturday, May 10,
2008, was extremely successful
• That the next citywide clean up will be held Saturday, May 17, 2008, at Chaparral High
School
• That the dedication for Wolf Creek Park and Wolf Creek Trail Park will be held at 3:00
p.m. on Tuesday, May 13, 2008
Maintenance Superintendent Harrington highlighted on the following:
• That the Maintenance Division completed the installation of new flooring at the
Community Recreation Center (CRC)
• That the multipurpose room, the hallway, and AB room at the Community Recreation
Center were painted
• That flowers donated by the Temecula Valley Garden Club were planted at several City
facilities which included the Mary Phillips Senior Center, Community Recreation Center
(CRC), Sam Hicks Monument Park, and Rancho California medians
• That the Maintenance Division is in the process of completing its spring planting of
shrubs, ground cover, and trees at various City parks and facilities
• That restrooms at Paloma Del Sol Park and Temeku Hills Park were painted

• That the restrooms and dressing rooms at the Chapel of Memories was painted
Chairperson Hogan thanked Maintenance Superintendent Harrington and staff for the upkeep of
all parks in the City.
Recreation Superintendent Pelletier highlighted on the following:
• That the annual "Thank you to Volunteers' was held at South Coast winery and was well
attended
• That a Mother's Day Tea held on Saturday, May 10, 2008 was a well attended event
• That the summer/fall 2008, Guide for Leisure Activities will be mailed on Thursday, May
15, 2008 which holds many new and exciting programs
• That the entire Community Services Department will host a 15` Annual Community
Services Expo which will allow residents to register early
• That a Family Fun Night will be held the night before the Expo; noting that there has
been a steady increase in participants of the event
• That staff is gearing up for the 4`" of July events
Commissioner Fox noted that she heard from a resident that the Mother's Day Tea was a
success and commended staff for the event.
Commissioner Edwards commended Administrative Assistant Zigler for the Summer Sunset
Film & Concert Series.
Commissioner McCracken also commended staff for all the programs the City has to offer.
COMMISSION BUSINESS
TCSD Proaosed Rates and Charnes for Fiscal Year 2008-2009
RECOMMENDATION:
1.1 That the Community Services Commission receive and file this report regarding
the proposed TCSD Rates and Charges for Fiscal Year 2008-2009.
By way of PowerPoint Presentation, Director of Community Services Parker highlighted on the
following main components:
• Service Level B -Residential Street Lights
• Service Level C -Perimeter Landscaping and Slope Maintenance
• Service Level D -Recycling, Refuse, and Green Waste Collection
• Service Level R -Street and Road Maintenance
For Commissioner Fox, Director of Community Services Parker noted that there would not be
any homes in Zone 31 Roripaugh Ranch area at this time; and advised that that the term
"unimproved" would mean no homes currently built on parcel.
It was the consensus of the Community Services Commission to receive and file this report.

2. Capital Improvement Program Proiects for FY2008-2009
RECOMMENDATION:
2.1 That the Community Services Commission approve, in its substantial form, the
Capital Improvement Program (CIP) projects proposed for the Temecula
Community Services Department (TCSD) for FY2008-2009.
Director of Community Services Parker highlighted on the following 2008 - 2009 CIP Projects:
• Children's Museum Refurbishment
• Library Additional Parking
• Murrieta Creek Multi-Purpose Trail
• Old Town Gymnasium Design
• Play Structure Retrofit at various parks
• Redhawk Park Improvements Phase I
• Ronald Reagan Sports Park Channel and Desiltation Pond Silt Removal
• Ronald Reagan Sports Park Roller Hockey Rink Renovation
• Roripaugh Ranch Open Space Trails
• Temecula City Entry Monument Design
• Temecula Community Center Expansion
• Veteran's Memorial Pavers -Phase III
For the Community Services Commission, Director of Community Services Parker noted that he
would be hopeful to walk on the trails on the Roripaugh Ranch Open Space; and also noted that
the desiltation pond would be a habitat area and would be a nonrestrictive area.
Chairperson Hogan advised that the City of Temecula "City limits sign" would be in need of
maintenance.
MOTION: Commissioner Edwards moved to approve staff recommendation. Commissioner
McCracken seconded the motion and voice vote reflected approval with the exception of
Commissioner Meyler who was absent.
Director of Community Services Parker relayed his excitement to see the new Guide for Leisure
Activities brochure.
A. Commissioner Fox advised that she gave a friend a personal tour of the City of
Temecula which he enjoyed and appreciated the City's water conservation efforts; and relayed
her opposition to creating a walkabout park at the desiltation pond.
B. Commissioner McCracken would be hopeful that the City may offer the age group of 25
years more activities to enjoy in the City.
Director of Community Services Parker updated the Commission with respect to the Youth
Master Plan.

C. Commissioner Edwards relayed his excitement towards the implementation of the future
Youth Master Plan.
D. Chairperson Hogan thanked the Community Services Department for allowing the
Annual Flower/Garden and Quilting Show to host the event at the Community Recreation
Center (CRC) and would be hopeful to continue the events at the CRC for years to come.
ADJOURNMENT
At 6:50 p.m. Chairperson Hogan adjourned this meeting to the next regularly scheduled meeting
on Monday, June 9, 2008, at 6:00 ,p.m., in the City Council Chambers, 43200 Business Park
Drive, and Temecula.
