Home My WebLink About081108 CSC MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION AUGUST 11, 2008 CALL TO ORDER The City of Temecula Community Services Commission convened in a regular meeting at 6:00 p.m., on Monday, August 11, 2008, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ALLEGIANCE Chairperson Hogan led the audience in the flag salute Present: Edwards, Fox, Meyler, and Chairperson Hogan Absent: McCracken. For the record, Administrative Assistant Zigler advised that he would not be in attendance of tonight's meeting. RECOGNITION: Because of the outstanding service given to the City of Temecula the following individuals were honored with a plaque of appreciation: • Austin Petrich, Aquatics Program • Summer Anderson, Aquatics Program • Craig Winger, Aquatics Program • Phil Jackson, Park Ranger • Misty Clark, Park Ranger Director of Community Services Parker also gave a special thanks to his staff for their hard work and dedication. The above-mentioned individuals thanked the Community Services Commission for the recognition. PUBLIC COMMENTS No comments at this time. At this time Director of Community Services Parker introduced newly hired Human Services Manager Charles Walker. Mr. Walker briefly described his experience with respect to running youth programs. The Community Services Commission welcomed Mr. Walker to the City of Temecula. R: CSC/minutes/081108 Cultural Arts Administrator Betr briefly reported the following highlights related to the different facilities and programs within the Cultural Arts Division to be as follows: • That the Wilkinson Collection will be exhibited at the Temecula Valley History Museum from July 19 -October 26, 2008 • That the Summer Explorers Camp Program concluded with 248 kids in the program • That Hot Summer Nights was kicked off on Friday, July 11 with an ice cream social to be followed by a Super Summer Safari on Friday, July 25 • That the Summer Sunsets Concert Series 2008 at the Community Recreation Center; the 2008 Moonlight Movies in the Park; and the Harveston Park Summer Concert Series were all well attended. The Community Services Commission thanked Mr. Betr for his report. Development Services Administrator McCarthy highlighted on the following: • That Aglow in the Park kicked off on Friday, July 11, 2008 • That attendance for the FAM night on Mondays and Fridays have consistently been 125 to 180 each evening throughout the entire summer. CONSENT CALENDAR MINUTES RECOMMENDATION: 1.1 That the Community Services Commission approve the minutes of the July 14, 2008 MOTION: Commissioner Edwards moved to approve staff recommendation. Commissioner Fox seconded the motion and voice vote reflected approval with the exceation of Commissioner McCracken who was absent. 2. Old Town Community Theater Recaa and Temecula Presents Season Preview RECOMMENDATION: 2.2 That the Community Services Commission receive and file a report recapping Temecula Presents 2007/2008 Season at the Old Town Temecula Community Theater and previewing the upcoming 2008/2009 Season. Theater Manager Beers along with Patron Services Coordinator Barnett highlighted the Temecula Presents 2008-2009 Season: • That the Theater is busy every weekend throughout the entire year • That of the available 156 Friday, Saturday, and Sundays, only 3 Saturdays are not booked -Easter Sunday and Super Bowl • That 58% are reserved by resident companies R: CSC/minutes081108 • That 25% of the dates are used by Temecula Presents • That the balance is booked by other organizations and promoters • That by genre, the Theater is used 52% of the time by Theatrical production -Musical Theater, Drama, and Comedy • That 33% is used by musical concerts -Jazz, Blues, Bluegrass, County, Gospel, Rock- n-Roll, Big Band, Cowboy and Classical • Dance Concerts including -Ballet, Modern Dance, and Jazz represent 13% of the use; and 2% is used for film • That during the past season the 12 month period that ended this past June, 2008, 35,400 patrons attended 299 performances - 199 of the performances were in the Theater and 100 were in the Merc • That average attendance in the Theater was 164 patrons per performance which would be 49% capacity • That there were 28 patrons per performance in the 48 seat Merc representing 58% capacity • That in addition, 17,150 patrons attended non-ticketed events, classes, events, rehearsals, and tours • Therefore, total patronage for the season was 52,589 people • That since the Grand Opening in October, 2005, 96,200 patrons have attended a total of 683 ticketed performances; advising that this would calculate to 168 patrons per performance in the Theater and 31 patrons per performances in the Merc • That since the opening of the Theater in 2005 a grand total of 145,700 patrons have attended the Theater since the opening • That there are 125 volunteers currently on the volunteer roster sheet • That Temecula Presents for the 2008-2009 series will offer 30 performances by 25 different acts • That the City has entered into an Arts and Education partnership with the Theater Foundation and the Temecula Valley School District; that six times a year students will be bused to the Theater (provided by the school district) for performances performed especially for them; that the Theater Foundation will pay the artist and the Theater will provide the facility and personnel at no charge The Community Services Commission thanked Mr. Beers and Ms. Barnett for the presentation. 3. Aquatics Program Overview RECOMMENDATION: 3.3 That the Community Services Commission receive and file a report on the 2008 By way of PowerPoint Presentation, staff highlighted the main components of staff report as follows: • Locations • Adult Lap Swim • Master's Program • Learn to Swim Programs • Adult Learn to Swim Programs • Private Lessons R: CSC/minutes087108 9 • Public Swim • Family Night Swim • Water Aerobics • Junior Lifeguard Programs • Safety Courses The Community Services Commission thanked staff for the update. 4. Appoint A Commissioner to Sustainability Plan Ad-Hoc Committee RECOMMENDATION: 3.4 That the Community Services Commission appoint a Commissioner to the Sustainability Plan Ad-Hoc Committee. MOTION: Commissioner Edwards appointed Commissioner Fox to serve on the Sustainability Plan ad-hoc committee. Chairperson Hogan seconded the motion and voice vote reflected approval with the exception of Commissioner McCracken who was absent. Commissioner Fox happily accepted the appointment. DIRECTOR'S REPORT Director of Public Services Parker thanked staff for the departmental reports; and informed that preliminary meetings on the design work for the Old Town gymnasium will begin in the next 30 days; and happily advised that after some research by staff, remote controlled sailboats will be allowed to be sailed at Harveston Lake. COMMISSIONER REPORT A. Commissioner Fox advised of a tentatively scheduled workshop that will be conducted for the public with respect to home gardening and water conservation at the Community Recreation Center (CRC) on Saturday, October 4 at 10:00 a.m., and advised that she will provide more information as it becomes available. B. Commissioner Edwards relayed his disappointment with the aesthetics of the pavement on the walking/running path along Montezuma Road running north. In response to Commissioner Edwards' comment, Director of Community Services will explore his concern. C. Commissioner Meyler advised of the memorial/dedication that was held for Maggie Allen at Sunset Park.
