CALL TO ORDER
The City of Temecula Public/Traffic Safety Commission convened in a regular meeting
at 6:01 p.m. on Thursday, September 25, 2008, in the City Council Chambers of
Temecula City Hall, 43200 Business Park Drive, Temecula, California.

PRESENTATION
Citizen Service Award Certificate of Excellence — Len Borok
Expressing his sincere gratitude his many years of service and dedication to the City's
Community Action Patrol (CAP), Chief Williams presented Mr. Borok with a Certificate of
Excellence and wished him happiness on his retirement.
Relaying that it has been his pleasure to serve on the Community Action Patrol, Mr.
Borok thanked the City of Temecula Police Department and recognized fellow volunteers
for their outstanding service and dedication to the City.
Citizen Service Award Certificate of Excellence — Kathy and Roger DiMaggio
Appreciating their many years of service to the southwest station volunteer program,
Chief Williams presented Mr. and Mrs. Di Maggio with a Certificate of Excellence.
Mr. and Mrs. DiMaggio thanked Chief Williams and staff for the recognition.
The Public/Traffic Safety Commission thanked Mr. and Mrs. DiMaggio and Mr. Borok for
their commitment to the City.

COMMISSION REPORTS
A. Commissioner Ramos gave kudos to the Police Department for their quick
response to an abandoned car issue that was reported.
B. Also commending the Police Department, Commissioner Curran passed along a
thank you from Just Plain Dancing studio with respect to shady characters loitering near
the studio.
COMMISSION CONSENT CALENDAR

RECOMMENDATION:
1.1 Approve the Minutes of August 28, 2008.
MOTION: Commissioner Curran moved to approve the Consent Calendar.
Commissioner Ramos seconded the motion and voice vote reflected unanimous
approval.
COMMISSION BUSINESS
2. Temecula Citizens Corps Update
RECOMMENDATION:
2.1 That the Public/Traffic Safety Commission receive and file the report.
By way of PowerPoint Presentation, Captain Rawlings provided a brief staff report,
noting the following:
• History
• Mission
• Objectives
• Accomplishments
• Memberships
• Future Goals
For Chairperson Arbogast, Captain Rawlings noted that a ballpark figure for a new trailer
would be $20,000.
For Captain Rawlings, Chairperson Arbogast advised that she will give him a contact
with respect to acquiring a new trailer.
The Public/Traffic Safety Commission thanked Chief Rawlings for his report.

TRAFFIC ENGINEER'S REPORT
Principal Engineer Moghadam advised that if the Commission were interested, staff can
provide brief staff reports with respect to Advancement in Technology, Data Collection,
and/or Design Plan Review.
POLICE CHIEF'S REPORT
Police Chief Williams provided a brief staff repot as follows:
• That improvements have been made to the street adjacent to Paradise Chevrolet
Cadillac
• That 1506 citations were issued in the month of August, 2008

In the near future residents will be able to be advised of road closures minutes after an
incident on am Channel 1610.
With respect to the fatal TC, Director of Public Works Hughes advised that the report
that will be brought forward to the Public/Traffic Safety Commission will not entail traffic
accident investigation report, but rather concerns raised by individuals with respect to
the roadway.
Commissioner Hegel passed along kudos to the Police Department for handling of the
August DUI check point.
FIRE CHIEF'S REPORT
Chief Fulcher provided a staff report with respect to the emergency response statistics
for the month of August, 2008 to be as follows:
• Total incidents for the month of August 2008 would be 805
0 519 incidents were in the City limits
0 354 were medical aids
0 57 traffic accidents
o Total of 4 Fires—Commercial, Residential, Multi-family
0 7 Vehicle Fires
0 60 False Alarms

o That Captain Rawlings and staff were able to instruct 34 students in
CPR and AED training and another 17 students with standard first aid
o That 15 new students have been certified in CERT
Chief Fulcher thanked Captain Rawlings for his presentation and his efforts of
coordinating the TCC classes.
For Commissioner Hagel, Chief Fulcher noted that the Fire Department takes a very
active stance with respect arsons.
Chairperson Arbogast reminded the Public Traffic Safety Commission about the
Commission dinner at South Coast winery on Thursday, October 16, at 6:00 p.m.
For the Commission, Director of Public Works Hughes stated that some of the roads in
Santiago Estates are public and are maintained on the City's roving maintenance
schedule.

At 7:05 p.m. Chairperson Arbogast formally adjourned this meeting to Thursday, October

BACKGROUND:
The City of Temecula has purchased the 1610 AM radio signal and will be using this to provide the
community with up to date traffic information. Staff is recommending placing signs encouraging
residents to tune to AM 1610 for traffic information at the locations of all of the current "Welcome
Home" signs. There are currently nine "Welcome Home" signs located in the City of Temecula
located at:
1. Westbound Winchester Road (before Jefferson)
2. Eastbound Winchester Road (before Ynez)
3. Westbound Winchester Road at Rustic Glen Drive
4. Westbound Rancho California Road (west of Promenade Chardonnay Hills)
5. Eastbound Rancho California Road (before Ynez)
6. Westbound S79 (west of Butterfield Stage)
7. Eastbound S79 (before Bedford Court)
8. Northbound Front Street (north of S79)
9. Westbound Rancho California Road (before Jefferson)
Total cost for the signs is approximately $500.00.

Request to Amend Parking Restriction

Request to Amend Parking Restriction — Corte Alamar
RECOMMENDATION:
That the Public/Traffic Safety Commission consider the request to amend the parking restriction on
Corte Alamar and provide direction to staff.
BACKGROUND:
Staff received a petition to review the feasibility of amending the current parking restriction on both
sides of Corte Alamar between Corte de Los Santos and easterly end of the street(cul-de-sac). The
public has been notified of the Public/Traffic Safety Commission's consideration of this issue
through the agenda notification process and by mail.
In 1995, a petition was received requesting the City to review the feasibility of implementing time
limited parking restrictions on Corte Alamar to alleviate the impacts caused by Temecula Valley High
School students parking on Corte Alamar. The Public/Traffic Safety Commission considered the
request at their meeting of April 27, 1995, and denied the request.
Several years later the Commission received further requests to consider the feasibility of
implementing time limited parking restrictions on Calle Rio Vista, Corte Alamar, and Avenida De La
Reina. Subsequently, the Commission recommended the installation of"No Parking, 9:00 AM to
12:00 PM, Monday-Friday"signs on Corte Alamar,Corte De Los Santos, and Avenida De La Reina
to discourage students from parking in the neighborhood. The Commission also recommended the
installation of red curb to implement full time parking restrictions on Calle Rio Vista.
In September 2008, Staff received a petition from residents on Corte Alamar requesting that the City
consider amending the current restricted hours to alleviate traffic congestion and parking issues
caused by school related traffic during the afternoon dismissal time. The amendment, as proposed
by the residents,would restrict parking from 9:00 AM to 3:00 PM on Corte Alamar between Corte De
Los Santos and the east end of the street. The residents have also requested the installation of"No
Parking" signs on Calle Rio Vista to reinforce the existing restriction imposed by the red curb.
The proposed time limit amendment will affect approximately twenty-one (21) homes on Corte
Alamar. The petition indicates that of the twenty-one(21) affected households,fourteen (14) are in
favor of the amendment. Of the seven (7) remaining households, four(4)did not respond, two (2)
were tenants, and one (1) home was vacant.

The proposed extension to the time limited parking restriction will have the following effects:
PROS
1. May relieve traffic congestion on Calle Rio Vista and Corte Alamar during the afternoon
school dismissal period; and
2. May eliminate on-street parking in front of residences during the afternoon school dismissal
period.
Conversely,the proposed extension to the time limited parking restriction on Corte Alamar will have
the following effects:
CONS
1. Encourages displaced motorists to use surrounding neighborhood streets such as Corte De
Los Santos, portions of Corte Alamar, and Avenida De La Reina for student loading;
2. Prohibits on-street parking for resident, delivery, and service vehicles for an additional 3
hours, which may be an inconvenience; and
3. Sets precedence for other neighborhoods to request similar extension of time restrictions on
localized segments of restricted roadways near schools.
4. Since the majority of the parents waiting to pick-up students remain in theirvehicles,and are
technically stopped not parked,the extended parking restriction may not provide the desired
results the residents of Corte Alamar are hoping to achieve.
It should be noted that the proposed amendment will restrict on-street parking on Corte Alamar for
an additional three (3) hours and there are no provisions for excluding residents from the parking
restriction. Therefore,the residents are subject to the same enforcement parameters as the general
motoring public.
Staff recommends the Commission consider the request and provide further direction.

Corte Alamar Owner's Signature List - September 2, 2008
The below signatures are being obtained to make Corte Alamar residents aware of
proposed "NO PARKING" revisions on our street. Currently the "NO PARKING" hours
are 9:00am-12:00 noon- M-F. This has caused traffic congestion, parking on red
zones, blocking resident's driveways, mailboxes, trash pickup, etc.
A 3 hr. extension from 12:00-3:00pm is proposed. The student/parent parking issues
on Corte Alamar would be alleviated when parents have to use the designated drop-off

The Maintenance Crew has also put in 81 hours of overtime which includes standby time, special events and
response to street emergencies.
The total cost for Street Maintenance performed by Contractors for the month of September.2008 was$34,885.00
compared to$35,671.00 for the month of August.2008.
