HomeMy WebLinkAbout102308 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR'S HEARING OCTOBER 23, 2008 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, October 23, 2008 at 1:34 p.m. in the Main Conference Room, located at 43200 Business Park Drive, Temecula, California. Planning Director Debbie Ubnoske presiding. Also present were Senior Planner Stuart Fisk, Assistant Planner Katie Innes, and Minute Clerk Cynthia Lariccia. Item No. 1: Planning Application Nos. PA08-0128 and PA08-0222, a Development Plan to construct a 4,862 square foot restaurant and a Minor Exception to reduce required parking spaces by four spaces, located at the southeast corner Planning Director opened the public hearing at 1:35 p.m. Assistant Planner presented an overview of the project and staff recommendations. The project meets all Development Code requirements for projects constructed in the Community Commercial Zone with the exception of the parking requirements for which the applicant has filed a Minor Exception. Currently there are 180 parking spaces which exist within the shopping center and with the proposed Panera Bread Restaurant 184 spaces are required. Staff has looked at the request for the Minor Exception and has determined that, due to the mix of uses and differing peak hours of operation between all the uses in the shopping center, the Minor Exception is considered to be negligible considering the applicant is only requesting a deviation of only four spaces. Staff has worked with the applicant to ensure architectural compatibility and this has been achieved through similar building materials and complimentary colors. Twenty-three percent of the site will be landscaped and the plantings are consistent with the existing plantings on-site. In accordance with the California Environmental Quality Act, the proposed project has been deemed categorically exempt from further environmental review per Section 15332, Class 32 In- fill Development Projects. Planning Director asked the applicant's representative to state his name for the record and was he in agreement with the Conditions of Approval. Craig Savord, 42389 Winchester Road, Temecula, stated that the Conditions of Approval were acceptable. No other persons were in attendance to speak in opposition or support of the project. Planning Director closed the public hearing and approved Planning Application Nos. PA08-0128 and PA08-0222 subject to the Conditions of Approval.
