MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR'S HEARING
DECEMBER 04, 2008
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
December 04, 2008 at 1:30 p.m. in the Main Conference Room, located at 43200 Business Park
Drive, Temecula, California. Planning Director Debbie Ubnoske presiding.
Also present were Junior Planner Eric Jones, Senior Planner Stuart Fisk, Deputy Director of
Planning Patrick Richardson and Minute Clerk Kathy Simpkins.
Item No. 1: Planning Application No. PA08-0224, a Minor Conditional Use Permit for a
Martial Arts studio totaling 4.996 square feet within the Meadows Village
Shopping located at 31795 Rancho California Road. Suite B700.
Planning Director opened the public hearing at 1:35 p.m.
Junior Planner presented an overview of the project and staff recommendations. The proposed
martial arts studio will total 4,996 square foot in the Meadows Village Shopping Center. Martial
arts instruction will be given to between six and twelve students. Staff has reviewed the
proposal and found that the project, as designed and conditioned, is consistent with the
Temecula General Plan and Development Plan. In accordance with the California
Environmental Quality Act, the proposed project has been deemed categorically exempt from
further environmental review per Section 15301, Class 1 Existing Facilities.
Planning Director asked the applicant to state his name for the record and was he in agreement
with the Conditions of Approval.
Applicant John Clement, stated that he had reviewed the Findings and the Conditions of
Approval and is in concurrence with them. He also thanked Junior Planner Jones for his
assistance.
No other persons were in attendance to speak in opposition or support of the project. Planning
Director closed the public hearing and approved Planning Application No. PA08-0224 subject to
the Conditions of Approval.
Item No. 2: Planning Application No. PA08-0225, a Minor Conditional Use Permit for Fitwize
for Kids facility totaling 4,996 square feet within the Meadows Village Shopping,
located at 31795 Rancho California Road. Suite 8700.
Junior Planner presented an overview of the project and staff recommendations. The proposed
Fitwize facility will total 3,023 square foot in the Meadows Village Shopping Center. The facility
will provide instruction using health equipment to children. Staff has reviewed the proposal and
found that the project, as designed and conditioned, is consistent with the Temecula General
Plan and Development Plan. In accordance with the California Environmental Quality Act, the
proposed project has been deemed categorically exempt from further environmental review per
Section 15301, Class 1 Existing Facilities.
Planning Director asked the applicant to state his name for the record and was he in agreement
with the Conditions of Approval.

Item No. 3: Planning Application No. PA08-0185, a Development Plan to construct a secure
vehicle storage yard on a 1.2 acre site located at 28071 Diaz Street.
Senior Planner Fisk presented an overview of the project and staff recommendations.
Application is a request for the vehicle storage yard for the Riverside Transit Agency buses.
The storage yard will be a complimentary use to the adjacent service building for RTA vehicle
maintenance. There will be 30 bus spaces and 18 tandem passenger car spaces. No servicing
or repair of buses or vehicles is proposed for this development. The proposed development
conforms to the current Development Code regulations for the (LI) Light Industrial Zoning
District as well as supplemental Development Standards for storage facilities. The project will
provide various landscape buffers. In accordance with the California Environmental Quality Act,
the proposed project has been deemed categorically exempt from further environmental review
per Section 15332, Class 32 In-Fill Development Projects..
Planning Director asked the applicant to state his name for the record and was he in agreement
with the Conditions of Approval.
Applicant Cheryl Smith, stated that she had reviewed the Findings and the Conditions of
Approval and is in concurrence with them.
No other persons were in attendance to speak in opposition or support of the project. Planning
Director closed the public hearing and approved Planning Application No. PA08-0185 subject to
the Conditions of Approval.
There being no further business, the hearing was adjourned at 1:39 p.m.
