HomeMy WebLinkAbout110608 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR'S HEARING NOVEMBER 6, 2008 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, November 6, 2008 at 1:32 p.m. in the Main Conference Room, located at 43200 Business Park Drive, Temecula, California. Deputy Director of Planning Richardson presiding. Also present were Senior Planner Stuart Fisk, Junior Planner Eric Jones, and Minute Clerk Cynthia Lariccia. Item No. 1: Planning Application No. PA08-0156, a Development Plan to construct a one- story, 8.630 square foot office building/bank, located on the southeast corner of Winchester Road and Zevo Drive Junior Planner presented an overview of the project and staff recommendations. The proposed building will incorporate a basic "L" shape design with varied roof lines. In addition, tile and stone accents will be used throughout the building. These elements will help ensure the structure will be an aesthetically pleasing addition to the immediate area. In accordance with the California Environmental Quality Act, the proposed project has been deemed categorically exempt from further environmental review per Section 15332, Class 32 In-fill Development Projects. Staff has added a Condition of Approval which states, "The HANS application must be approved prior to the issuance of a grading permit. Deputy Director asked the applicant's representative to state his name for the record and if he reviewed the staff report and Conditions of Approval and had any questions. Anthony Mansour, 5897 Oberlin Drive, Suite 111, San Diego, California reviewed the Conditions of Approval and had no questions. Gregg Warren, American Agcredit, 960 Canterbury Place, Suite 210, Escondido, California, had questions regarding Conditions of Approval Nos. 17 through 23 involving the monitoring of the excavation and grading. He referenced the Phase I Cultural Resources Assessment which was completed and submitted as part of the project stating their conclusion that no additional work in conjunction with cultural resources including monitoring of grading activities is recommended. Deputy Director advised that a Phase I Report is a records search. It basically looks at any historical records that may be available regarding cultural resources. It is a normal practice, in any grading operation, if a cultural resource is discovered a monitor must be called to the site to identify the cultural resource. These standard Conditions of Approval are applied to every project. Under State law, the Pechanga Tribe has input regarding cultural resources on their tribal land. Although the Phase I Report does not anticipate any cultural resources on site, if they are discovered during the grading process, the operation must cease and a monitor called. No other persons were in attendance to speak in opposition or support of the project. Deputy Director closed the public hearing and approved Planning Application Nos. PA08-0156 with the deletion of No. 20 to the Conditions of Approval.
