MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR'S HEARING
OCTOBER 30, 2008
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
October 30, 2008 at 1:34 p.m. in the Main Conference Room, located at 43200 Business Park
Drive, Temecula, California. Director of Planning Ubnoske presiding.
Also present were Senior Planner Stuart Fisk, Special Projects Engineer Annie Bostre-Le,
Senior Engineer Jerry Alegria, and Minute Clerk Cynthia Lariccia.
Item No. 1: Planning Application No PA08-0179 a Tentative Residential Parcel Mal) (TPM
36119) to create one parcel for the Puiol Street Apartment complex, located at
the southwest intersection of Puiol Street and First Street
Planning Director opened the public hearing at 1:30 p.m.
Senior Planner presented an overview of the project and staff recommendations. The
application is a Tentative Residential Parcel Map to consolidate 26 lots into one legal lot for the
Pujol Street Apartment complex located at 28801 Pujol Street. The Planning Commission
approved the Development Plan Application on March 5, 2008 which permitted the construction
of 274 apartments within 16 buildings on a 14-acre project site. The site contains 26 parcels
i which must be merged to prevent buildings from crossing over lot lines on this site. The
proposed Tentative Parcel Map will create one legal lot over the existing 26 parcels. The
project has been conditioned that the Final Map must record prior to issuance of a building
permit in order to ensure conformance with the Building Code.
Staff has determined that the proposed project is consistent with the previously approved
Mitigated Negative Declaration and is exempt from further environmental review per CEQA
Section 15162, Subsequent EIRs and Negative Declarations. This determination does consider
drainage facilities into Murrieta Creek. The proposed map is consistent with the City's
Subdivision Ordinance, Development Code and General Plan.
Planning Director asked the applicant's representative to state his name for the record and was
he in agreement with the Conditions of Approval.
Larry Markham, 41635 Enterprise Circle North, Temecula, requested clarification on a
modification of one of the Conditions of Approval and was in agreement with the other
conditions.
Special Projects Engineer Boste-Le stated that Public Works would like to modify Condition No.
PW-7as follows:
a. 39 feet of half-width right-of-way along property frontage on First Street.
b. Reserve an additional 5 feet adjacent to the dedicated property boundary along First
Street for the ultimate General Plan Circulation Element Roadway Classification -
Secondary Arterial.
C. (Previously b. with the addition of) including Lot "C" as shown on the approved
Tentative Parcel Map.

Mr. Markham stated he concurred with the modification.
No other persons were in attendance to speak in opposition or support of the project. Planning
Director closed the public hearing and approved Planning Application Nos. PA08-0179 subject
to the Conditions of Approval with revisions to Public Works Condition 7.
There being no further business, the hearing was adjourned at 1:39 p.m.
