CITY OF TEMECULA COMMUNITY SERVICES COMMISSION
NOVEMBER 10, 2008
CALL TO ORDER
The City of Temecula Community Services Commission convened in a regular meeting at 6:00
p.m., on Monday, November 10, 2008, in the City Council Chambers of Temecula City Hall,
43200 Business Park Drive, Temecula, California.
ALLEGIANCE
Chairperson Hogan led the audience in the flag salute
Present: Edwards, Fox, Meyler, McCracken, and Chairperson
Hogan
Absent: None
PUBLIC COMMENTS
No comments at this time.
DIVISION REPORTS
Development Services Administrator McCarthy highlighted on the following:
• That the next Citywide Clean Up is scheduled for Saturday, November 15, from 8:00
a.m. to 2:00 p.m. at Chaparral High School
• That the Community Services staff is pleased to provide the new Temecula Trails and
Bikeways map and advised that the map can be accessed on the City's website and is
available at all City facilities
In response to Commissioner Edwards' question, Development Services Administrator
McCarthy noted that staff continues to work on the soil condition for the Murrieta Creek trail,
advising that plantings will be made in two weeks.
Recreation Superintendent Pelletier noted that the City's Park Rangers will also be carrying the
Temecula Trails and Bikeways map for its residents, and that the new Guide to Leisure
Activities brochure will also feature the map.
The Community Services Commission thanked Ms. McCarthy for her staff report.
Cultural Arts Administrator Betz reported on the success of Haunted Old Town, and noted that
the Erie Stanley Gardner's Days of the Delta is showing at the History Museum.

Recreation Superintendent Pelletier reported the following:
• That the annual Halloween Family Carnival held at the Ronald Reagan Sports Park on
Friday October 24th was a success; noting that the new location in front of the hockey
arena was logistically a better option
• That the second Rhythms Dance held at the Temecula storefront was a success and
staff is looking forward to evaluating dates to sponsor additional dances throughout the
year
• That staff is working on the next "Guide to Leisure Activities" brochure which is
scheduled to be mailed to Temecula residents in December
• That staff is currently working on the following activities:
o Campfire Family Fun Night Friday, November 14th at the CRC
o Christmas Tree Lighting event on Thursday, December 4th @ 7:00 p.m. at the
Temecula Duck Pond
o Santa's Electric Light Parade Friday, December 5th
o Breakfast with Santa on Saturday, December 13th from 8:00 p.m. to 11:00 p.m.
at the CRC
Commissioner Fox passed along positive feedback with respect to the improvements to the
roller hockey arena, and advised that she will be unable to participate in the Christmas Light
judging.
The Community Services Commission thanked Ms. Pelletier for her staff report.
COMMISSION CONSENT
1. Minutes
1.1 Approve the minutes of the October 13, 2008 Community Services Commission
meeting.
MOTION: Commissioner Fox moved to approve the Consent Calendar. Commissioner Meyler
seconded the motion and voice vote reflected unanimous approval.
COMMISSION BUSINESS
2. Introduction of new Performing Arts Program _ Arts Connection
RECOMMENDATION:
2.1 That the Community Services Commission receive and file a report introducing
the new Performing Arts collaborative program "Arts Connection".
By way of PowerPoint Presentation, Cultural Arts Administrator Betz highlighted the following
main components of staff's report introducing the new Performing Arts collaborative program,
Arts Connection as follows:
• The Program
• The Performers
• The Partnership

• City of Temecula
• The Theater Foundation
• Temecula Valley Unified School District (TVUSD)
• Arts Connection
The Community Services Commission relayed their enthusiasm with the performing arts
program.
3. Appointment of Commission Sub-Committee to Review Park and Recreation
Ordinance
RECOMMENDATION:
3.1 That the Community Services Commission appoints two members as a sub-
committee to work with staff in the review of the Park and Recreation Ordinance.
Deputy Director of Community Services Ruse provided a brief staff report (of record).
Commissioner Edwards and Meyler both volunteered to serve on the committee.
It was the consensus of the Community Services Commission that both Commissioner Edwards
and Meyler serve on the committee to review the Park and Recreation Ordinance.
DIRECTOR'S REPORT
No reports at this time.
COMMISSIONER REPORT
A. Commissioner Fox distributed to the Commission an invitation to the Oak Grove Center
for Education Treatment & the Arts, which benefits special needs children of Oak Grove Center
to be held on January 23& 24 at the Old Town Community Theater.
B. Advising that he had an opportunity to attend the Youth and Arts Festival, Commissioner
McCracken relayed his enjoyment and reported on the success of the event and is looking
forward to the festival growing each year.
C. Referencing next appointed Chairperson for the Community Services Commission,
Commissioner Edwards relayed his desire of having the appointment being handled in the
month of November or December of each year.
In response to Commissioner Edwards' request, Deputy Director Ruse noted that she will
inquiry of this request with the City Clerk's Department who is responsible for its
implementation.
D. In an effort to not burden the 2009 Chairperson in attending biweekly City Council
meetings, Chairperson Hogan noted that if it were the desire of the new Chairperson and Vice
Chairperson, the two could alternate attending the City Council meetings.

E. Advising that he has now been on the Community Services Commission for a year,
Commissioner McCracken thanked his colleagues and staff for making his first year a great
experience, and relayed his desire of continuing to serve on the Community Services
Commission.
F. Commissioner Meyler advised that he was approached by public television station
KVCR to do an interview with respect to his experiences in the Korean War, and noted that the
program/interview will be aired beginning Tuesday, November 12th on KVCR public television
station.
G. Commenting on the Halloween Carnival event, Chairperson Hogan relayed her
enthusiasm with the parents dressing in costumes with their kids as a family unit; and also noted
that due to the large amount of participants in the Halloween contest, that it may be helpful to
give out more prices in each category.
ADJOURNMENT
At 6:40 p.m. Chairperson Hogan adjourned this meeting to the next regularly scheduled meeting
on Monday, December 8, 2008, at 6:00 p.m., in the City Council Chambers, 43200 Business
Park Drive, and Temecula.
