The project proposes to preserve and to improve the historical landmark building while still keeping the theme of the existing architecture. PROJECT DESCRIPTION Analysis The Emporium building is a multi-tenant commercial retail complex in Old Town Temecula and part of the building has been named a historical landmark. The applicant is proposing minor alterations to the fagade that are consistent with the surrounding colors and design of Old Town. The existing primary building faces Main Street. A portion of this building is designated on the Local Historic Register for the City of Temecula. The historic portion was originally constructed in 1901 and is known as the Friedeman Meat Market. The project proposes a new paint scheme for all buildings except the jail. There are no proposed changes to the jail building. The proposed fagade improvements to the main building include a new seven-foot wide corrugated aged metal canopy along the front walkway, new 6 inch by 6 inch wood columns, and new decorative corbel detaining. The existing trellis above the open air pedestrian walkway will be repaired and finished. The three small retail buildings located on the interior of the site will be painted the same color scheme. The proposed improvements to historic building include new horizontal board and batten siding, a new decorative balcony, corbel detailing, and a new paint scheme. The proposed improvements will distinguish the Friedeman Meat Market as a separate structure from the Emporium building and partially restore the original design of the historic building. The proposed improvements to the Emporium building replicate Western Style architecture consistent with the Old Town Specific Plan Design Guidelines. The design elements of the Western Style include board and batten siding, decorative wooden balcony, a porch overhang 6 foot by 6 foot wood braced columns, and an aged metal seam porch cover. All buildings will be painted colors that are part of the Sherwin Williams Preservation Palette contained in the Old Town Specific Plan. The historic building will be painted Wooded Acre, the doors and accents Spiced Berry, and the trim Wandering Road. All other buildings will be painted Union Springs, the doors and accents Spiced Berry, and the trim Black Spruce. Sign Program The applicant is proposing a Comprehensive Sign Program for the commercial complex. The Emporium consists of five buildings interconnected by an interior courtyard and pedestrian corridor. The Sign Program outlines signage criteria for each building. The sign criterion has been carefully crafted to compliment the unique layout and architecture of all buildings. The Sign Program criterion defines the allowable signage area per building frontage, allowable signage types, fonts, colors and materials, sign location, placement, and size. The proposed signage for the tenants within the complex includes wall mounted signs, under canopy pedestrian oriented signs, and hanging signs. The wall signs are to be fabricated from sandblasted or carved wood and are proposed to be installed on the buildings where appropriate for each tenant and as shown on the exhibits GAPLANNING\2008TA08-0288 Emporium Bldg Minor MOD\Planning\OTLRB Staff Report.doe 2 contained in the Sign Program. The under canopy signs are proposed to be installed in the pedestrian corridor from Main Street. Hanging signs are proposed to be installed parallel to the buildings where appropriate and as shown on the Sign Program exhibits. The Sign Program also includes a building identification sign and several directional signs. These signs define the entry points and assist patrons when they approach the center from Main Street and the parking lot located to the south. The Old Town Specific Plan sets maximum signage area criteria for all signs placed on buildings in Old Town. The Old Town Specific Plan allows for 1.5 square feet of signage per linear foot of building frontage for the primary frontage and 0.5 square feet of signage per linear foot of secondary building frontage. Each building incorporates some combination of wall signs, under canopy signs, hanging signs and painted wall signs to reach the total allowable sign area to be installed on the building. The proposed sign materials, fonts, and color palette are consistent with the Old Town Specific Plan design guidelines and architectural compatibility requirements. Staff has ensured that the signage is consistent with the architectural style of the building, and compatible with the surrounding area. The allowable signage sizes are in proportion with the building fagade and are consistent with the requirements of the Old Town Specific Plan. Historic Designation The Old Town Specific Plan lists the project site as containing a historic structure, the Friedeman Meat Market. The proposed improvements to the historic building are consistent with the Old Town Specific Plan Finding of Historic Appropriateness for Level Two Projects. The structure is in conformance with the General Plan and all applicable requirements of the state law and other ordinances of the City of Temecula. The structure is designed for the protection of the public health, safety, and general welfare, and is in conformance with the requirements of the Old Town Specific Plan, including the goals, objectives and policies, and architectural guidelines and standards. RECOMMENDATION The modifications proposed in this application have been determined by staff to be consistent with the Old Town Specific Plan as to building design, materials and colors. Staff is requesting that the Old Town Local Review Board review, provide comments, and recommend approval for this project. The Sign Program is intended to allow flexibility in signage to accommodate tenant needs and to maintain continuity within the Emporium Center. This Sign Program will allow flexibility in signage, yet not compromise the aesthetics of the Emporium Center. This will be achieved by establishing quality design guidelines and standards for all signs placed on the buildings, and by identifying approved sign envelopes for all proposed signs. The Emporium Center Site Plan is contained within Exhibit A. Sign envelopes for signage, including, but not limited to wall-mounted, hanging and center identification are depicted on Exhibits B, C, D, E and F. An Overall Sign Locations key map is provided as Exhibit G. All sign types shall be placed in a location that is approved by the landlord. They must comply with the design guidelines and size requirements of this Sign Program and are subject to approval by the City of Temecula. The Sign Program components, which are described in text and depicted with pictures and graphics are contained below and consist of the following: General Standards, Sign Standards, Approval Criteria, Non-Conforming Signs, Design Guidelines, and Modifications to the Sign Program. I. General Standards The standards, guidelines and provisions contained within this comprehensive Sign Program shall govern the exterior sign approvals for the Emporium Center. These guidelines are intended to ensure consistency, continuity and thematic harmony, and enhance the architectural quality of the buildings. Where an ambiguity arises or a different regulation exists, the standards within this comprehensive Sign Program shall be implemented as this program is structured to meet the unique signage requirements of the Emporium Center and provide signage requirements where the Old Town Temecula Specific Plan (OTSP) does not. If this comprehensive Sign Program does not address a particular situation, then the Director of Planning may be consulted for interpretation or clarification. 2 Permitted Sign Types a. Wall Signs b. However, all signs that are not legally non-conforming and all new building signs shall be subject to the regulations contained in this Sign Program. Non-conforming signs are further discussed in Section IV of this Sign Program. 3 If. Sign Standards Wall signs shall be permitted at a ratio of one (1) square foot of signage per linear foot of building frontage along Main Street, and one-half (5) square foot of signage per linear foot for all other building frontages. Other signs are not included in this wall sign ratio, but have their own size specification in this Sign Program listed below. All hanging signs shall be located within the approved envelopes as depicted on Exhibits B, C, D, E, F and G. All other sign types such as wall, under canopy and window signs are given more flexibility of location and require the approval of the building owner and Director of Planning if a sign is smaller than twelve square feet. If a sign is twelve square feet or larger, review by the Old Town Local Review Board (OTLRB) is required pursuant to the OTSP. Businesses are permitted a maximum of one and one-half (1.5) square feet of total sign area per linear foot of primary street frontage and one-half (.5) square feet per linear foot for all other frontages. Each tenant may use any combination of the following permitted sign types. Each tenant may have more than one sign type provided the maximum sign area shall comply with the permitted square feet of sign area allowed pursuant to building frontage and that the sign complies with the allowances and locations prescribed within this Sign Program and as outlined below. a. Building Name Signs The intent of the building sign is to identify the Emporium Center. The maximum size shall not exceed 10% of the wall surface of the building elevation. Supergraphics The purpose of permitting wall supergraphics is to allow the advertising or depiction of products or scenery that may have been available in an 1890's marketplace. Supergraphics do not count against the sign allowance for the building provided that the supergraphic does not advertise a specific business. Maximum size shall not exceed 60% of the wall surface. While there is no specific design for a supergraphic at this time, any subsequent proposal will be required to be consistent with the size and approximate location in accordance with the Design Guidelines contained in this Sign Program, and be approved by the OTLRB and the Director of Planning. c. Wall Signs Walls signs shall be permitted at a ratio of one (1) square foot of signage per linear foot of building frontage along Main Street, and one-half (5) square foot of signage per linear foot of all other building frontages. This ratio does not include other signs such as under canopy, hanging, etc., but is only for wall signs. Wall signs shall 4 always be in proportion and scale with the building elevation and building entry. Internal illumination of wall signs is prohibited. Wall signs are permitted only in the specified areas depicted on Exhibits B, C, E, F and G. OED TEHECULA JAIL d. Hanging Signs The maximum size is six (6) square feet; a minimum of seven (T) foot vertical clearance shall be required from walking grade to the bottom of the sign. Hanging signs shall be located in the approved sign envelopes as depicted on Exhibits B, C, D, E, F and G to ensure the sign is in portion and scale with the building elevation and adjacent signs. Hanging signs are reserved solely for tenant identification and only one hanging sign shall be permitted per tenant. M!!9 e. Under Canopy Signs Permitted under a canopy, roof, covered walkway or porch (not parallel to the street); the maximum size of three (3) square feet; a minimum of seven (T) foot vertical clearance shall be required from walking grade to the bottom of the sign. Under Canopy signs shall always be in portion with the building and have a human scale. Under canopy signs are pedestrian oriented signs, not typically seen from the street but read by the strolling patron. Under canopy signs are permitted only in the specified areas depicted on Exhibits B and G. oppys one 5 f. Rear Facing Signs The Emporium Center has parking and businesses that only face the existing parking lot north of the existing building at the northwest intersection of Old Town Front Street and Third Street. Businesses in the east, south and west buildings are permitted a sign on the parking lot elevation and shall comply with the provisions of the sign types listed within this Sign Program. Rear facing signs shall be a maximum of three (3) square feet. g. Permanent Window Signs On the ground level, window signs shall not exceed 20% of the total window and door areas visible from the exterior of the building. Gold leaf and paint are permitted materials for Window Signs. Rooster „ Store Hour� h. A-Frame/Sandwich Board Signs One A-frame or sandwich board sign shall be allowed per property on Friday, Saturday, Sunday and legal holidays that fall on a Monday during business hours only. The maximum size is 3.5 feet high and 2 feet wide. A-frame signs shall not block the sidewalk and shall not be illuminated. No permit is required, but A- frame/sandwich board signs shall comply with these provisions. L Daily Special Signs One daily special sign is permitted, up to four (4) square feet for each restaurant or other eating establishment. Daily special signs shall not obstruct pedestrian travel and shall be located outside of the public right-of-way. j. Menu Boards Menu boards may contain only the name of the menu item. One menu board is allowed for each restaurant or other eating establishment. The menu board shall not exceed four square feet and must be located on a wall adjacent to the main customer entrance. k. Temporary Signs Grand opening and special event signs are allowed in conformance with the provisions of the OTSP for permitted materials and the City of Temecula Development Code for permitted time frames of temporary cloth banners. I. Holiday Bunting Holiday bunting shall comply with the provisions of Chapter 17.28.050.H (Exempt Signs) of the City's Development Code. 6 m. Accessory Signs General building signs such as parking, directional, pedestrian maps, etc., that direct patrons and pedestrians shall not be counted toward the total allowable building signage. The purpose of directory and directional signs are to guide the movement of pedestrians once they are at the Emporium Center. They are not intended to advertise any products provided on-site. The location, size and type of directional signs shall be consistent with this Program, the Old Town Temecula Specific Plan and the City's Development Code. F a, y - II is n. Interior Facing Signs Interior facing signs include any internal or interior signage not visible from the public view, and include, but are not limited to door signs, window signs, directional signs, directory, suite number signs, or lavatory signs. Internal signage shall not be included toward the total allowable building signage. Each business/tenant with an interior plaza frontage may have one sign not to exceed one and one-half (1.5) percent of the total interior wall area of the building. M. o. Outdoor Display Replicas of items that were commonly found in the turn of the century, such as covered wagons, wagon wheels, railroad carts, and livestock, located out of the public right-of-way are encouraged. 7 III. Approval As mandated in OTSP Sign Regulations, Section G.2, a sign permit is required prior to placing, erecting, moving, reconstructing, altering, or displaying any sign within the Emporium Center. For all exterior signs two complete and fully dimensioned sets of colored shop drawings or photos of the proposed sign shall be submitted to the City of Temecula and the shop drawings or photos shall include the Tenant's entire building fagade elevation (as much as possible of the building elevation) showing the proposed sign to scale as well as storefront (partial building) elevation and dimensions, also to scale, showing the location, size, color, construction and installation details. A letter of authorization from the landlord or property owner is also required. If a sign is smaller than twelve square feet, it must be reviewed and approved by the Planning Director. Signs over twelve square feet shall be reviewed by the OTLRB. IV. Non-Conforming Signs Legally non-conforming signs shall be brought into conformance when existing tenants vacate the building or a new sign replaces the legally non-conforming sign. All other signs, including new signs, shall comply with the criteria, guidelines and standards of this Sign Program. V. Design Guidelines The following Design Guidelines are intended to ensure the signage for the Emporium Center results in high quality signs that are compatible and complement the architectural style of the buildings and other appropriate signs that currently exist on the structure: • Placement of signage is an important element that contributes to the aesthetic quality of the buildings. Signs shall be placed to relate to and enhance the architecture of the buildings. • Signs shall be placed in an appropriate location, in proportion with the scale of building elements. Signs may be placed in different areas. A particular sign may fit well on a plain wall area, but would overpower the finer scale and proportion of the lower store front. For example, a sign that is appropriate for the building entry may look inappropriate above the ground level. The approved sign envelopes and maximum size requirements stated above will help ensure proper placement and proportion of the signs. • Sign lettering should contain clear and legible fonts. Western style typefaces that are easy to read should be utilized. Decorative fonts are difficult to read and make the sign ineffective. • Provide a brief, clear message on the sign. Typically, the fewer words the more effective the sign. • Creative, unique, quality signs are encouraged. However, strange and awkward signs that are unnecessarily narrow, oddly shaped, or unrelated to the products or services being provided on site can restrict the legibility of the message. • When appropriate, utilize shapes and characteristics of the products being used or sold. • For pedestrian oriented signs such as hanging or wall signs, they should be smaller and have a human-scale, not oriented to the vehicle. 8 • Incorporate directional and general building signage such as directory, parking, etc. at appropriate locations and entries to guide the patrons throughout the site. Colors/Materials In order to achieve continuity and compatibility among signs, the colors and materials need to be similar and complementary to each other and the building. The following guidelines should be incorporated when selecting sign colors and materials: • Colors should be compatible with the architecture and color of the building and contribute to the design integrity. • Colors should be from the approved Sherwin-Williams Preservation Palette. However, nationally recognized colors and logos which deviate from the approved color palette shall be reviewed by the OTLRB and may be permitted with OTLRB approval. • Some color combinations render a sign illegible. Therefore careful consideration should be given to the color selection. • Use significant contrast between the background, lettering or symbol colors. • Limit the colors on one sign. Too many colors overwhelm the basic function of communication. Limited use of the accent colors can increase legibility, while large areas of competing colors tend to confuse the reader. Given the early 1900's western nature of Old Town and the Emporium Center, the sign needs to reflect a period appropriate material that will be complementary to the architecture of the buildings. The following are materials that would be appropriate for the Emporium Center: Permitted Sign Materials • Signs made of carved or sand blasted wood. • Signs of synthetic material (i.e., high density styrene) that take on the appearance of wood are permitted; however, approval of the landlord, Planning Director and OTLRB is required prior to installation of the sign. • Metal • Wrought Iron or Similar Material • Painted Wall Signs Prohibited Sign Materials • Plywood • Neon • Injection Molded or Formed Plastic • Vinyl VI. Modifications to the Sign Program Although this Sign Program was written to be a long-range planning document that will be effective now as well as in the future, it is anticipated that modifications will be necessary over time as the built environment in Old Town changes and the composition of the tenants change (i.e. if antique businesses are no longer the prominent business in Old Town or more 9 restaurants are developed). Banner enforcement continues in the Old Town area. Numerous businesses have been given Notices of Code Violations for using vinyl banners. A few businesses are still not in compliance and will be put on notice to remove the banners or may be issued a citation for not being in compliance. 2. Numerous citations have been issued to the property owner at 41866 6'h St (near Pujol Street) for overgrown weeds and vegetation and lack of landscaping. Code Enforcement has pasted the property with Notice to Abate the weeds on the property. If the property owner does not respond to the notice, the property will be abated by the City's weed abatement contractor. This case is also being investigated by the City of Temecula Fire Department. 3. Several businesses in Old Town were inspected by the Police Department, Code Enforcement and the ABC Licensing Board. An inspection revealed that a business located at 41958 5`h Street needed building permits for work that had already been completed. The business owners have been notified of what is required to come into compliance. 4. No report from Gail Cunningham of the Old Town Farmers Market.
