PUBLIC COMMENTS:
A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited
to three (3) minutes each. If you desire to speak to the Commissioners about an
item not listed on the Agenda, a green "Request to Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state your name and
address.
For all other agenda items, a "Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.
NOTICE TO THE PUBLIC
All matters listed under Consent Calendar are considered to be routine and all
will be enacted by one roll call vote. There will be no discussion of these items
unless members of the Commission request specific items be removed from the
Consent Calendar for separate action.

RECOMMENDATION:

RECOMMENDATION:
3.1 That the Community Services Commission approve, in its
substantial form, the Capital Improvement Program (CIP)
projects proposed for the Temecula Community Services
Department (TCSD) for FY2009-2010.

Retiring Deputy Director of Community Services Ruse was honored for her years
of service and dedication to the City.

1. Minutes - Approved staff recommendation - (5-0-0) - Commissioner
Hogan made the motion; it was seconded by Commissioner Edwards
and voice vote reflected unanimous approval.
RECOMMENDATION:
1.1 Approve the Action Minutes of the March 9, 2009 Community
Services Commission meeting.
COMMISSION BUSINESS
2. Virginia Graeme Baker Pool and Spa Safety Act- received and filed
the report.
RECOMMENDATION:
2.1 Receive and file the report on the Virginia Graeme Baker Pool and
Spa Safety Act.
3. Dance Series at the Old Town Community Theater - received and
filed the report.
RECOMMENDATION:
3.1 Receive and file the report on the success of the dance genre that
has been integral part of Temecula Presents for the last three
seasons.

SUBJECT: TCSD Proposed Rates and Charges for Fiscal Year 2009-2010

RECOMMENDATION: That the Community Services Commission receive and file this report
regarding the proposed TCSD Rates and Charges for Fiscal Year 2009-2010.
BACKGROUND: The Temecula Community Services District (TCSD) operates under the
authority of Community Services District Law and provides residential street lighting, perimeter slope
landscape maintenance, recycling and refuse collection, and emergency road maintenance services
in the City of Temecula. The boundaries of the TCSD are the same as those of the City, and the
City Council serves as the Board of Directors.
Property owners only pay for the TCSD services that they actually receive through separate rates
and charges on their property tax bill. The Community Services, Parks and Recreation and Service
Level A Rates and Charges previously levied by the TCSD were replaced by the City's Parks and
Lighting Special Tax, approved by the voters as Measure C on March 4, 1997. However, pursuant to
a cooperative agreement with the City, the TCSD continues to operate and maintain the City's
recreational and cultural facilities and programs. The levy budget for the special tax will be
considered by the City Council on June 9, 2009.
As a result, the current services provided by the TCSD are divided into the following four (4) service
levels:
1. Service Level B - Residential Street Lighting. Operations, maintenance, utility costs
and administration of residential street lighting.
2. Service Level C - Perimeter Landscaping and Slope Maintenance. Operations,
maintenance, utility costs, improvements, and administration for all perimeter slope
landscape maintenance areas maintained by the TCSD.
3. Service Level D - Recycling and Refuse Collection. Operation and administration of
the recycling programs and refuse collection for single family residences.
4. Service Level R - Streets and Roads. Operations, reconstruction, and maintenance
of unpaved streets and roads in a designated area of the City.
Service Level "B" includes only those properties within residential subdivisions that have street
lighting services. The proposed rate of $25.68 has not been increased from last fiscal year.

Service Level "C" includes only those properties within residential zones where TCSD provides
perimeter slope landscape maintenance services. Most of the zone rate levels were established in
previous years and have not increased since last fiscal year. On March 4, 2008 a property owner
election was held for twenty-nine (29) rate levels in Service Level C. The election proposed to
assess an appropriate fee to cover the costs associated with landscape maintenance for each
specific zone. Only one (1) zone successfully passed this election which was Woodcrest Country -
Zone 6. The level of maintenance provided in each zone will be commensurate with the amount of
revenue received for each zone.
Note: The CPI change from December 2007 to December 2008 was .1
Zone 6 - Woodcrest Country rate is subject to the annual CPI inflator which will increase the rate
from $95.00 to $95.10.
Zone 29 - Gallery Homes "Portraits" rate is subject to the annual CPI inflator which will increase the
rate from $339.00 to $339.34.
Zone 31 was established to be used within the Roripaugh Ranch Development however due to
construction delays the landscaping will not be accepted by the TCSD and this rate and charge will
not be assessed for FY 2009-2010. However, this rate is subject to a CPI inflator and will increase
from $27.96 to $27.99.
Zone 32 was established to be used for the Vinyard View Estates. Vinyard View Estates is located
on the northwest corner of Butterfield Stage Road and Chemin Clinet adjacent to Chardonnay Hills.
Due to the economy this 37 lot development is being delayed and will not be assessed by the TCSD
for FY 2009-2010. However, this rate is subject to a CPI inflator and will increase from $640.00 to
$640.64.
Service Level "D" provides recycling and refuse collection services to single family residential
properties in the City of Temecula. For Fiscal Year 2009-2010, the rate and charge is proposed to
increase from $218.52 to $228.12. This $9.60 increase is based on a 3.53 % annual average CPI
increase; .1 % increase to the Riverside County Landfill Tipping Fee and a 38.13% increase to the
#2 Diesel Fuel index as provided by the U. S. Department of Labor. These changes are pursuant to
our franchise agreement.
Service Level "R" includes only those properties that receive benefit for emergency maintenance of
certain unpaved roads after inclement weather. The R-2 area which was located in the Santiago
Road vicinity has been paved and will not be assessed for Service Level R in the future.
The R-1 area is located on and near Liefer Road. The maximum rate that can be charged for
Service Level R for an improved parcel is $115.24, and for an unimproved parcel is $57.62. In
Fiscal Year 2008-2009 no assessments were charged because of a sufficient amount of monies
were available in fund balance to offset the costs of the emergency road maintenance services. For
Fiscal Year 2009-2010, parcels are proposed to only be charged half of the maximum amount, or
$57.62 for an improved parcel and $28.82 for an unimproved parcel. This fund continues to have
monies in fund balance that are available to offset a portion of the cost for the road maintenance.
The levy and collection of the TCSD Rates and Charges is exempt from the provisions of the
California Environmental Quality Act (CEQA) pursuant to Section 21080 (b)(8) of the California
Public Resources Code and Section 15273 of the State Guidelines because the rates and charges
are necessary to maintain existing services within the TCSD.

SUBJECT: Capital Improvement Program Projects for FY 2009-2010

RECOMMENDATION: That the Community Services Commission approve, in its
substantial form, the Capital Improvement Program (CIP) projects proposed for the
Temecula Community Services Department (TCSD) for FY2009-2010.
BACKGROUND: On an annual basis, the TCSD presents the proposed CIP
projects to the Community Services Commission for their review and approval. Below is
a list of the CIP projects with construction funding or design funding for FY2009-2010.
Staff is recommending that the Community Services Commission approve the following
projects that are tentatively identified for funding in FY2009-2010. They include:
• Children's Museum Refurbishment
• Neighborhood Park Security Lighting
• Old Town Gymnasium Design
• Play Structure Retrofit at Various Parks
• Reclaimed Water Retrofit at Various Sites
• Redhawk Park Improvements Phase I Construction
• Ronald Reagan Sports Park Channel and Desiltation Pond Silt Removal
• Roripaugh Ranch Open Space Trails
• Temecula City Entry Monumentation
• Temecula Community Center Expansion
The following four (4) CIP Projects were completed during FY2008-2009:
• Murrieta Creek Multi-Purpose Trail
• Play Structure Retrofit at Kent Hintergardt Memorial Park
• Ronald Reagan Sports Park Roller Hockey Rink Renovation
• Veteran's Memorial Pavers - Phase I I I
With the Commission's approval, the proposed CIP projects will be forwarded to City
Council for final approval.
