CALL TO ORDER: Chairman Jim Meyler

PUBLIC COMMENTS:
A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited
to three (3) minutes each. If you desire to speak to the Commissioners about an
item not listed on the Agenda, a green "Request to Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state your name and
address.
For all other agenda items, a "Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.
NOTICE TO THE PUBLIC
All matters listed under Consent Calendar are considered to be routine and all
will be enacted by one roll call vote. There will be no discussion of these items
unless members of the Commission request specific items be removed from the
Consent Calendar for separate action.

COMMISSION BUSINESS
Aquatics Program Overview 2009
RECOMMENDATION:
2.1 That the Community Services Commission receive and file a
report on the 2009 Aquatics programs offered to the citizens of
Temecula at the Community Recreation Center Pool, the
Chaparral High School Pool, and the Temecula Elementary
School Pool.
Kent Hintergardt Memorial Park Playground Replacement
RECOMMENDATION:
4.1 That the Community Services Commission receive and file the
report on the replacement of the play ground equipment and
safety surfacing at Kent Hintergardt Memorial Park.

The next regular meeting of the Community Services Commission will be held on
on October 12, 2009, 6:00 P.M., at Temecula City Hall Council Chambers, 43200
Business Park Drive, Temecula, CA.
NOTICE TO THE PUBLIC
The agenda packet (including staff reports) will be available for viewing at City Hall - 43200
Business Park Drive, Temecula, or the Temecula Library - 30600 Pauba Road, Temecula -
during normal business hours. The packet will be available for viewing the Friday before the
Community Services Commission meeting after 4:00 PM. You may as well access the packet on

Any supplemental material distributed to a majority of the Commission regarding any item on the

Edwards made the motion; it was seconded by Commissioner Hogan
and voice vote reflected unanimous approval.

RECOMMENDATION: That the Community Services Commission receive and file a report on
the 2009 aquatics program offered to the citizen's of Temecula at the Community Recreation Center
Pool, the Chaparral High School Pool and the Temecula Elementary School Pool.
BACKGROUND: The City of Temecula Aquatics Program is a modified year round
program is designed to meet the recreation needs for those who enjoy aquatic activities. The
aquatics division is currently nearing conclusion of the summer programming offered by the City of
Temecula. This extremely popular program provides a variety of opportunities for participants of all
ages. There are currently three (3) pools operated by the City of Temecula. The three pools include
the Community Recreation Center Pool, the Chaparral High School Pool and the Temecula
Elementary School Pool.
The annual aquatics program includes, but is not limited to, youth and adult swim lessons, public
swim, adult lap swim, family swim nights, water aerobics, private swim lessons, Jr. Lifeguard training
program, scuba diving classes and lifeguard training courses.
Aquatic Supervisor Gwen Willcox and her staff will provide a brief overview of the 2009 summer
aquatics program.

SUBJECT: Kent Hintergardt Memorial Park Playground Replacement

RECOMMENDATION: That the Community Services Commission receive and file the report
on the replacement of the play ground equipment and safety surfacing at Kent Hintergardt Memorial
Park.
BACKGROUND: The existing playground equipment, rubber surfacing and sand have
been in place for approximately 16 years. The original rubber surfacing and sand had deteriorated
over the years and was in need of immediate replacement. Upon further review of the playground
equipment it was determined that many of the components no longer met current standards set by;
Consumer Protection Safety Commission (CPSC), American Society for Testing and Materials
(ASTM) and American Disabilities Act (ADA). Therefore it was decided that we replace the existing
playground equipment in addition to the safety surfacing.
Staff requested proposals from two reputable playground manufacturers Miracle Playground Sales
and Landscape Structures for the replacement play structure and safety surfacing. Both of which
were current members on the California Multiple Award Schedule (CMAS). It was determined that
Miracle Playground Sales provided the best value for our allotted budget.
The total cost of the demolition and installation of the playground structure and safety surfacing was
$54,995.93.
