PUBLIC COMMENTS:
A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited
to three (3) minutes each. If you desire to speak to the Commissioners about an
item not listed on the Agenda, a green "Request to Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state your name and
address.
For all other agenda items, a "Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.
All matters listed under Consent Calendar are considered to be routine and all
will be enacted by one roll call vote. There will be no discussion of these items
unless members of the Commission request specific items be removed from the
Consent Calendar for separate action.

COMMISSION BUSINESS
2. Aquatics Program Overview 2009 received and filed
RECOMMENDATION:
2.1 Receive and file a report on the 2009 Aquatics programs offered to
the citizens of Temecula at the Community Recreation Center Pool,
the Chaparral High School Pool, and the Temecula Elementary
School Pool.
3. Kent Hintergardt Memorial Park Playground Replacement received
and filed
RECOMMENDATION:
3.1 Receive and file the report on the replacement of the play ground
equipment and safety surfacing at Kent Hintergardt Memorial Park.

SUBJECT: Update Civic Center Art Pieces

RECOMMENDATION: That the Community Services Commission receive and file the report
on the art being incorporated in and around the Old Town Civic Center.
BACKGROUND: The Old Town Civic Center currently being developed at the
intersection of Main and Mercedes Streets in the heart of Old Town is constructed in phases. The
three main construction contracts for the building of the Civic Center complex include; the Street
Town Square Improvements, the Parking Garage, and the Civic Center itself. In addition to a project
development team (PDT), which consists of the City's Executive Management team and other key
staff members, decisions regarding the Old Town Civic Center projects are discussed with and
confirmed by the Old Town Civic Center Council subcommittee. The council ad -hoc subcommittee
is made up of Mayor Pro -tem Jeff Comerchero and Councilman Ron Roberts. The artistic
enhancements for the Civic Center were also reviewed and approved by the Infrastructure
Beautification Committee, which is made up of Mayor Maryann Edwards and Councilman Mike
Nagger.
Two significant water features were included in the design of the overall project. The large fountain
located in the Town Square will be a focal point as one approaches the Civic Center complex on
Main Street from Old Town Front Street. For this reason, the PDT determined, with the Council
subcommittee's support that rather than the typical jetted or off the -shelf cascade fountain
comprised of multiple pre -cast bowls, an artist should be commissioned to provide a meaningful
water feature that would truly become the center -piece of the Town Square /Civic Center complex.
After meeting with a few local artists who presented their vision for this location, Christopher Pardell
was selected to develop a fountain he calls "The Great Net." Pardell was also commissioned to
create the "Letters Home" Veterans Memorial at the Duck Pond in 2004. Pardell's fountain design
draws upon the history of the Temecula Valley and its original inhabitants, the Luiseno Indians. The
fountain is a large scale replica of a woven grass basket used by the Luiseno's of this region to
collect acorns.
The other large water feature can be found in the courtyard just outside the Civic Auxiliary room.
This wall fountain will hide or mask the parking garage while people are enjoying this outdoor space.
The design of this fountain was included in the scope of work for the Civic Center itself The design
team's Landscape Architect, SWA Group of Laguna Beach retained the services of Marlo Bartels a
well known tile mosaic artist. Bartel's design for this "water wall" includes a tile mosaic making up
various shapes and his signature swirls in bronze colored hand made tiles.

While working with local historians to document and map the Emigrant Trail as it traversed
Temecula; it was discovered that the trail actually crossed the property the Old Town Civic Center
would occupy. The PDT determined that it would be important to share this bit of history with Civic
Center patrons, and enhance their visit by presenting this significant chapter of our country's
heritage through a piece of public art. Ultimately, it was determined that a tile mosaic would be the
most appropriate artwork for the selected location.
In October of 2008, a call went out to Mosaic artists to develop a mosaic mural concept based on
the history of the Emigrant Trail. In January of 2009, a committee of staff, local historians and
artisans met to review proposals by five artists. Artist Carole Choucair Oueijan was chosen as the
finalist.
Carole Choucair Queijan is an accomplished mosaic artist who has studied mosaic art at
universities in both Greece and Lebanon. She is currently fabricating a seven foot high by ten foot
wide mosaic mural to be located in the colonnade leading from the parking garage area to the main
entrance to City Hall. The mosaic mural depicts a scene of the emigrants passing through
Temecula with a view of the valley and its mountains in the background. The scene will have
historically correct renditions of covered wagons and immigrants walking alongside the wagons with
various domesticated farm animals in tow. The frame will have a dark color (most likely burgundy or
wine colors) with the use of gold Smalti tiles to enhance the historical figures, the carriage that
ended the period of the Emigrant Trail, and the tools that they used. The mosaic will be smooth to
the touch with no sharp edges as children and people might touch it. The suggested materials to
fabricate the mosaic are Smalti tiles representing The Gold Rush Era, and Temecula granite as a
reminder of the historic Granite Quarries. Italian and Mexican Smalti and Venetian iridescent tile will
be used to render the mural image.
