Flag for the Temecula Duck Pond By the Rough Riders PUBLIC COMMENTS: A total of 15 minutes is provided so members of the public can address the Commissioners on items that are not listed on the Agenda. Speakers are limited to three (3) minutes each. If you desire to speak to the Commissioners about an item not listed on the Agenda, a green "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. For all other agenda items, a "Request to Speak" form must be filed with the Community Services Commission Secretary before the item is addressed by the Commission. There is a three (3) minute time limit for individual speakers. All matters listed under Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no discussion of these items unless members of the Commission request specific items be removed from the Consent Calendar for separate action. Minutes RECOMMENDATION: 1.1 That the Community Services Commission approves the Action Minutes of the October 12, 2009 Community Services Commission meeting. COMMISSION BUSINESS 2. Naming of the Civic Center Open Space Area 2.1 That the Community Services Commission recommend to the Board of Directors for approval the name of the Civic Center Open Space area "Town Square" as recommended by the Civic Center ad -hoc sub committee. 3. Overview of the Mayor's Summer Youth Employment Program RECOMMENDATION: 3.1 That the Community Services Commission receive and file an overview report on the Mayor's Summer Youth Employment Program. 4. Overview of the College Fair RECOMMENDATION: 4.1 That the Community Services Commission receive and file a report on the College Fair event. Minutes Approved staff recommendation (5 -0) Commissioner Edwards made the motion; it was seconded by Commissioner Fox and voice vote reflected approval of those present with Commissioner Hogan abstaining. RECOMMENDATION: 1.1 Approve the Action Minutes of the September 14, 2009 Community Services Commission meeting. 2. Update Civic Center Art Pieces Received and filed. RECOMMENDATION: 2.1 Receive and file a report on the art being incorporated in and around the Old Town Civic Center. Parker, Director of Community Services DATE: November 9, 2009 SUBJECT: Naming of the Civic Center Open Space RECOMMENDATION: That the Community Services Commission recommend to the Board of Directors for approval the name of the Civic Center Open Space area "Town Square" as recommended by the Civic Center ad -hoc sub committee. BACKGROUND: The Civic Center project remains under construction at this time. The open space area adjacent to the Civic Center complex includes turfed areas, landscaping, sitting areas, water fountains and a water feature. Through the design process this area has been referred to as the "Town Square At the recommendation of the Civic Center ad -hoc subcommittee, which consists of Mayor Pro Tem Jeff Comerchero and Council Member Ron Roberts, we are requesting that the Community Services Commission recommend to the Board of Directors the name "Town Square" for the open space area that is directly in front of the new Civic Center in Old Town. With your approval this item will be brought forward to the Board of Directors at the November 24, 2009 City Council meeting. Parker, Director of Community Services DATE: November 9, 2009 SUBJECT: Mayor's Summer Youth Employment Program 2009 PREPARED BY: Julie Pelletier, Recreation Superintendent RECOMMENDATION: That the Community Services Commission receive and file a report on the Temecula Mayor's Summer Youth Employment Program 2009. DISCUSSION: Summer 2009 officially marked the beginning of an exciting and uniquely structured program known as the "Temecula Mayor's Summer Youth Employment Program As indicated in the Temecula Youth Master Plan, young adults in Temecula identified the need to be trained for employment, and their desire for the opportunity to earn an income. As a result, two types of employment programs were developed which ultimately became known as the Temecula Mayor's Summer Youth Employment Program. An employer based program paired youth with local businesses for summer employment, with the employer paying their wages. A second program, a federally funded grant program, provided low- income and special needs young adults between the ages of fourteen to twenty -four, an opportunity to gain valuable work experience and earn wages for a maximum of 240 hours. Both of these programs required that the participants attend several workshops for the purpose of enhancing their employment skills and overall professional presentation for future employment opportunities. Staff is proud to mention that the Temecula Mayor's Summer Youth Employment Program provided employment opportunities to over 250 youth throughout the summer of 2009 and we are looking forward to providing this program again in the future. Parker, Director of Community Services DATE: November 9, 2009 SUBJECT: Temecula Valley College and Vocational Invitational 2009 PREPARED BY: Julie Pelletier, Recreation Superintendent RECOMMENDATION: That the Community Services Commission receive and file a report on the 2009 Temecula Valley College and Vocational Invitational. DISCUSSION: On Saturday, September 26, 2009, the City of Temecula, the business community, local school districts and colleges, joined efforts in sponsoring the first annual Temecula Valley College and Vocational Invitational held at the Promenade Mall. The event attracted thousands of prospective students and their families from throughout the valley. Representatives from over 100 colleges, military academies, as well as vocational and trade schools were available to introduce their school, provide information and to answer questions. At the end of the day it was truly apparent that the event was a resounding success! This event was a direct outcome of the goals and objectives set forth in the Youth Master Plan, which identifies and addresses the needs of young people within our community.
