York, City Engineer DATE: December 10, 2009 SUBJECT: Item 2 Traffic Conditions on Seraphina Road Update Prepared By: Jerry Gonzalez, Associate Engineer Traffic RECOMMENDATION: That the Public/Traffic Safety Commission: 1. Receive a presentation from the Temecula Police Department regarding their efforts on Seraphina Road; 2. Direct Staff to schedule a workshop with the residents of Seraphina Road and affected properties to discuss and develop traffic calming alternatives; and 3. Direct Staff to schedule this item for further consideration at the meeting of January 28, 2010. At the meeting of October 22, 2009, the Public/Traffic Safety Commission received a staff report regarding traffic calming efforts on Seraphina Road, which included deployment of the City's 'V- Calm" LED speed limit signs, the radar speed trailer, and on -going enforcement of the 25 MPH posted speed limit. All of the efforts, to date, are considered education and enforcement tools under the City's Neighborhood Traffic Calming Program. Subsequently, the Commission approved the staff recommendation to continue enforcement of the 25 MPH speed limit with the caveat that Staff continue to explore engineered solutions such as striping and pavement markings to mitigate vehicular speeds on Seraphina Road. Presently, Staff is exploring two (2) potential alternatives that may reduce vehicular speeds and provide some relief for the residents. However, it would be prudent to discuss these alternatives, or others, at a neighborhood workshop and receive comments from the affected residents, prior to taking any formal action. During the one month period from October 21, 2009 to November 23, 2009, the Temecula Police Department performed an extensive effort enforcing the posted speed limit and collecting statistical data. Chief Andre O'Harra, Temecula Police Department, will present the results of the Police Department's efforts on Seraphina Road. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. FISCAL IMPACT: No fiscal impact associated with staff recommendation. Attachment: None 2 ITEM NO. 3 Parking Restrictions Via Consuelo at Pechanga Parkway AGENDA REPORT TO: Public /Traffic Safety Commission FROM: Daniel A. York, City Enginee DATE: December 10, 2009 SUBJECT: Item 3 Parking Restrictions Via Consuelo at Pechanga Parkway Prepared By: Jerry Gonzalez, Associate Engineer Traffic RECOMMENDATION: BACKGROUND: That the Public/Traffic Safety Commission recommend the implementation of a parking restriction on the north and south side of Via Consuelo from Pechanga Parkway to approximately sixty (60) feet west of Pechanga Parkway. In October 2009, the construction of the Pechanga Parkway at Via Consuelo/Wolf Creek Drive North traffic signal was completed which provided a protected left-turn phase for eastbound Via Consuelo. In conjunction with the traffic signal construction, striping was added to provide a ten (10) foot wide left -turn lane and two (2) fifteen (15) foot wide travel lanes. The narrower travel lanes have created a potential conflict between through traffic and parked vehicles. In order to alleviate the potential conflict, Staff recommends installing "red curb" to restrict on- street parking on the north and south sides of Via Consuelo adjacent to the left -turn lane. The proposed parking restriction will potentially affect the following residences: The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. ITEM NO. 4 Engineering and Traffic Survey Citywide AGENDA REPORT TO: Public/Traffic Safety Commission FROM: Daniel A. York, City Engineer DATE: December 10, 2009 SUBJECT: Item 4 Engineering and Traffic Survey Citywide Prepared By: Jerry Gonzalez, Associate Engineer Traffic RECOMMENDATION: That the Public/Traffic Safety Commission review and recommend that the City Council adopt an Ordinance establishing the recommended speed limits identified in Exhibit "A BACKGROUND: The California Vehicle Code requires local authorities to establish, review and reaffirm or adjust speed limits within their jurisdiction on the basis of an Engineering and Traffic Survey when there is a change in roadway conditions such as the widening of roadway and installation of additional travel lanes. The required speed limit survey provides the mechanism for the legal enforcement of the posted speed limit by the use of radar or any other electronic speed- measuring device. As defined in the California Vehicle Code, an engineering and traffic survey is "a survey of highway and traffic conditions in accordance with methods determined by the Department of Transportation for use by state and local authorities." The survey shall include, but not be limited to, consideration of prevailing speeds as determined by traffic engineering measurements, accident statistics, and highway, traffic, and roadside conditions not readily apparent to the driver. These characteristics are all considered when determining a reasonable and prudent posted speed limit. It should be noted that establishing a speed limit, which is not consistent with the 85 percentile speed, constitutes a "speed trap" and is not enforceable by the use of radar or any other electronic speed measuring device. In 2006, the Public/Traffic Safety Commission considered a similar Engineering and Traffic (E &T) Survey performed on seventy (70) major, secondary, and collector roadways which included approximately two hundred (200) segments. The current Engineering and Traffic Survey includes roadway segments that were not previously surveyed due to construction, the roadway had not been accepted into the City's maintained system or the characteristics of the roadway had not changed significantly to warrant an Engineering and Traffic Survey. The current E &T Survey includes Pechanga Parkway, Wolf Creek Drive North, Wolf Creek Drive South, Loma Linda Road, Redwood Road, Commerce Center Drive and Pauba Road. The results of the survey on Pechanga Parkway indicate the current posted speed limit at three (3) locations does not require a change, and the recommended speed limits are consistent with the existing posted speed limit. There are however, three (3) locations where conditions and 85' percentile speeds warrant a decrease in the posted speed limit. The locations are: Pechanga Parkway Rainbow Canyon Road to Muirfield Drive 50 MPHto45MPH Pechanga Parkway Muirfield Drive to Loma Linda Road 50 MPH to45 MPH Pechanga Parkway Loma Linda Road to Wolf Valley Road 50 MPH to45MPH Also, there are five (5) locations where a decrease in the 55 MPH Prima Facie (PF) speed limit is being recommended. The locations are: Loma Linda Road Pechanga Parkway to Via Del Coronado 55 MPH to35MPH Redwood Road Loma Linda Road to Wolf Creek Drive North 55 MPH to30MPH Wolf Creek Drive North Pechanga Parkway to Wolf Valley Road 55 MPH to 30 MPH Wolf Creek Drive South Wolf Valley Road to Pechanga Parkway 55MPHto30MPH Pauba Road Butterfield Stage Road to Via Del Monte 55 MPH to40MPH Currently, there is a 25 MPH school zone on portions of Loma Linda Road, Redwood Road and Wolf Creek Drive North. Due to funding constraints, this project is being delayed indefinitely. N /A: Contract N/A Mayra De La Torre/ Amer Attar Now that liens /settlements have been resolved /reached, the developer will resume to perform their MOU commitments and obtain required R/W. The developer was directed to first focus on the R/W issues related to properties within Ph 1 of the project. The City Attorney has prepared the release form that the developer must have the owners sign releasing him from all obligation. The releases are under staff review. City will also give the developer deadlines to coincide with the project schedule. PW 06-11 Pechanga Parkway, Dual Right Turn Lanes from Temecula Parkway Amer Attar Purchase Sale Agreement was sent to the property owner. He did not accepted the City's offer. City Council adopted the Resolution of Necessity at the 11/25/08 meeting. A check was prepared for court deposit to file eminent domain lawsuit. Lawsuit was filed in mid February. The City gained possession of the property as of June 5, 2009. Settlement papers are in the process of being signed. PW 99 -11 Pechanga Parkway, Mitigation Land Amer Attar Purchase Sale Agreement was sent to the property owner. He has not accepted the City's offer. City Council has adopted the Resolution of Necessity at the 11/25/08 meeting. A check was prepared for court deposit for eminent domain lawsuit. Lawsuit was filed in mid February. The City is working on the legal documents to gain possession of the property. The California Department of Fish Game (DFG) is now involved due to impacts to properties that has Conservation Easements on them. Diaz Road Realignment Sale of Surplus Land Amer Attar Staff met with Outdoor Channel. City Council approved the counter offer.
