COMMISSION REPORTS:
COMMISSION CONSENT CALENDAR
1. Action Minutes of January 28. 2010 - Approved staff recommendation — (5 -0 -0) —
Commissioner Arbogast made the motion; it was seconded by Commissioner Hagel;
and voice vote reflected unanimous approval.
RECOMMENDATION:
1.1 Approve the Action Minutes of January 28, 2010.
COMMISSION BUSINESS
2. Traffic Conditions on Seraphina Road — Proposed Traffic Calming Measures -
Approved staff recommendation with the addition of posting "No Passing"
signs — (5 -0 -0) — Commissioner Arbogast made the motion; it was seconded
by Commissioner Hagel; and voice vote reflected unanimous approval.
RECOMMENDATION:
2.1 That the Public/Traffic Safety Commission:
1. Deny the request for access restrictions on Murrieta Hot Springs Road and
Willow Avenue;
2. Deny the request for closure of Seraphina Road at Jons Place;
3. Direct Staff to install interim striping which simulates the Raised Median Entry
Treatment concept and propose the raised median improvements in the City's
Capital Improvement Program for future construction;

4. Direct Staff to install VCalm Signs on a rotating basis for monitoring and reducing
vehicular speeds on Seraphina Road;
5. Direct Staff to install a speed reduction sign on Rita Way, install "fine" placards,
and increase the size of the speed limit signs on Seraphina Road;
6. Deny the request for multi -way stop signs at the intersection of Seraphina Road
and Eastgate Parkway;
7. Direct Staff to install interim striping to reduce the existing roadway section until
development of Tract 32346 occurs and roadway improvements are
implemented on Rita Way.
Shane Lesovsky addressed the Commission.
3. Revisions to City's Disaster Ordinance — Approved staff recommendation.
RECOMMENDATION:
3.1 That the Public/Traffic Safety Commission review revisions to Temecula Municipal
Code Section 2.56, Disaster Relief Ordinance, before final City Council review.

ADJOURNMENT
At 7:12 P.M., Commissioner Hannum moved, seconded by Commissioner Hagel, to
adjourn the Public Traffic Safety Commission meeting to Thursday, March 25, 2010, at
6:00 PM.
