PUBLIC COMMENTS:
A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited
to three (3) minutes each. If you desire to speak to the Commissioners about an
item not listed on the Agenda, a green "Request to.Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state your name and
address
For all other agenda items, a "Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.
NOTICE TO THE PUBLIC
All matters listed under Consent Calendar are considered to be routine and all
will be enacted by one roll call vote. There will be no discussion of these items
unless members of the Commission request specific items be removed from the
Consent Calendar for separate action.

2. Mary Phillips Senior Center Program Update
RECOMMENDATION:
2.1 That the Community Services Commission receive and file a report
on City sponsored programs offered at the Mary Phillips Senior
Center.
3. Espresso Book Machine - Grace Mellman Library
RECOMMENDATION:
2.1 That the Community Services Commission receive and file a report
on the Espresso Book Machine located at the Grace Mellman
Library.

The next regular meeting of the Community Services Commission will be held on
May 10, 2010 at 6:00 P.M., at Temecula City Hall Council Chambers, 43200
Business Park Drive, Temecula, CA.
NOTICE TO THE PUBLIC
The agenda packet (including staff reports) will be available for viewing at City Hall — 43200
Business Park Drive, Temecula, or the Temecula Library — 30600 Pauba Road, Temecula —
during normal business hours. The packet will be available for viewing the Friday before the
Community Services Commission meeting after 4:00 PM. You may as well access the packet on
the City's website — www.citvoftemecula.org — which as well will be available the Friday before
the Community Services Commission meeting after 4:00 PM.
Supplemental material received after the posting of the Agenda
Any supplemental material distributed to a majority of the Commission regarding any item on the
Agenda, after the posting of the Agenda, will be available for public review in the reception area
at City Hall, 43200 Business Park Drive, Temecula, California, during normal business hours. In
addition, such material will be made available on the City's web — www.cityoftemecula.org — and
will be available for public review at the respective meeting.

1. Minutes — Approved staff recommendation — (5 -0 -0) — Commissioner
McCracken made the motion; it was seconded by Commissioner
Hogan and voice vote reflected unanimous approval.
RECOMMENDATION:
1.1 Approve the Action Minutes of the February 8, 2010, Community
Services Commission meeting.
COMMISSION BUSINESS
2. Ronald Reagan Sports Park Playground Replacement — received and filed
the report.
RECOMMENDATION:
2.1 Receive and file the report on'the replacement of the playground
equipment and safety surfacing at Ronald Reagan Sports Park.
3. Aquatics Web Page — received and filed the report.
RECOMMENDATION:
2.1 Receive and file the report on the development of the new Aquatic Web
Page on the City's website.

SUBJECT: Mary Phillips Senior Center Program Update

RECOMMENDATION: That the Community Services Commission receive and file this report
regarding City sponsored senior citizen programs offered at the Mary Phillip's Senior Center.
DISCUSSION: The Mary Phillips Senior Center is proud to offer a vast array of
programs and activities on a weekly basis to approximately 800 -1,000 seniors. The seniors
throughout Temecula come from a variety of backgrounds and have many interests, abilities and
needs. For the past sixteen (16) years, the City of Temecula has proudly offered a wide variety of
opportunities providing recreational, as well as, human services programs and activities.
The current programs include but are not limited to a daily nutrition programs, a transportation
program, exercise classes, dance classes, bridge, excursions, pot - lucks, special events, and much
more.
Staff are pleased to report that the month of April marks the completion and dedication of the new
Mary Phillips Senior Center Garden. Center staff anticipate that the garden will promote social
cohesiveness, civic awareness and service, nutritional and food production benefits, environmental
stewardship, and an opportunity for education, therapy and recreation.
As you are aware, the Seniors Golden Years of Temecula Valley have always been a very important
part of the Mary Phillip's Senior Center. They continue to provide additional programs and volunteer
support that are instrumental in the overall success of the center.
This evening, Recreation Supervisor Candice Adkisson -Flohr will provide additional information
regarding the overall operations and opportunities at the Mary Phillip's Senior Center.

SUBJECT: Espresso Book Machine — Grace Mellman Library

RECOMMENDATION: That the Community Services Commission receive and file a
report on the Espresso Book Machine located at the Grace Mellman Library.
BACKGROUND: Flash Books is a new service of the Riverside County Library
System that allows customers to request books be printed from an online catalog of
approximately three million titles. This service uses a device called the Espresso Book
Machine. The County Library System has acquired an Espresso Book Machine with a grant
provided through the Library Services and Technology Act. They have chosen to locate the
machine at the newly renovated Grace Mellman Library.
The Espresso Book Machine can print a 300 page paperback book in about five minutes.
Customers will also be able to print their own content, provided they are the creator or hold the
copyright. This new service will expand access to resources for customers beyond what is
available through the combined catalog of the Inland Library Network; decrease the turnaround
time for items requested via Interlibrary Loan or within the Inland Library Network; fill gaps in the
County Library Systems book collection in a fast and cost effective manner; and provide a new
service to customers to print their own content in a book format.
This evening the branch manager from the Grace Mellman Library, Jan Kuebel, will provide a
presentation to the Commission on this new service.
