BACKGROUND
On May 13, 2010, Chris Campbell submitted Planning Application No. PA10-0150, a Minor
Modification (Planning Review only). The application is intended to allow paint color changes to
an existing non -historic commercial building within the Downtown Core District of the OId Town
Specific Plan.
PROJECT DESCRIPTION
Analysis
The building in question is a multi -tenant commercial retail/office structure in OId Town
Temecula. The building fronts directly on to Old Town Front Street and is thus highly visible to
both motorists and pedestrians The applicant is proposing a change to the facade paint colors
that are consistent with the surrounding colors and overall design of OId Town.
The recently revised Old Town Specific Plan encourages the use of colors contained within the
Sherwin-Williams Preservation Exterior Palette. However, the Specific Plan also provides
flexibility in that applicants may submit for consideration similar colors from other brands. The
applicant has chosen to use colors provided by Vista Paint for the project. Staff has
determined that the proposed colors are similar to those provided by the preservation palette.
The below table illustrates the applicant's proposed color choices and the closest matching
Sherwin-Williams colors.

Exterior walls facing the east, north, and south elevations will consist of two colors. Per the
color elevations, Spring Eve will be used on wall surfaces immediately above the first and
second floor porches. The applicant has chosen to use Maiden of the Mist on wall surfaces
directly under both porches. This color is lighter than Spring Eve. The reason for this choice is
because the areas directly under the porches receive a great deal of shade during most of the
day. The use of the lighter color is an effort to brighten these areas and make them more
inviting to pedestrian traffic. The color Star Light will be used on the trim pieces, banisters,
stairs and the west elevation facade facing the creek.
RECOMMENDATION
The modifications proposed in this application have been determined by staff to be consistent
with the Old Town Specific Plan as to building colors. Staff is requesting that the OId Town
Local Review Board review, provide comments, and recommend approval for this project.

BACKGROUND/PROJECT DESCRIPTION
On February 19, 2010, Ms. Juli Conn submitted PA10-0049, a Minor Modification for a new
building facade and shade covers. The building facade will connect two separate buildings
creating the illusion of one structure along 5th Street. The shade covers will provide shade over
a dining area and an existing dining island. Previous applications, PA08-0211 and PA09-0208,
addressed improvements internal to the site including landscaping, concrete patios, tables,
chairs, and an elevated seating area.

ANALYSIS
Site Plan and Architecture
The facade will connect the existing kitchen/service area . building with the existing seating
area/restroom building just behind the property line along 5th Street. One building has a board
and batten siding, while the other is stucco. The entire facade improvement will be board and
batten to promote consistency along the storefront and the new "entry" will have a significant
gable element consisting of 6"x6" beams to identify the entrance. All of the windows and doors
will have substantial 1 "x6" rough saw cedar trim. Colors will match the existing buildings and be
consistent with the Sherwin William color palette in the Old Town Specific Plan. The field color
is Roycroft Copper Red, and the trim color is Renwick Beige.
Given that the proposed facade improvement is a retrofit of an existing building, it is staffs
opinion that the architectural design of the project, including construction materials and
percentage of window area, meets the intent of the Specific Plan requirements for a Shopfront
Frontage type and the Western Frontier architectural style.
The shade covering materials and design were reviewed and conditioned for approval by the
Building and Safety. Department, and Fire Prevention.
CONSIDERATIONS
To ensure consistency with the OId Town Specific Plan, staff recommends the following
considerations be addressed through Conditions of Approval:
• The plans identify board and batten siding, but do not specify size and spacing. The OId
Town Specific Plan requires a minimum of 12 inches with one inch by two inch bats.
• The plans identify shake cedar shingles, however to be more consistent with the
Western Frontier Style, staff recommends weathered corrugated metal roofing
• A color was not specified for the shade covering fabric. Staff recommends tan to be
consistent with existing umbrellas.
• The sign material is proposed to be made of 1 1/2" rope. Painting directly on the
building facade, or wood, synthetic wood material, or metal are the only acceptable sign
materials.
RECOMMENDATION
The proposed facade improvements and shade covers have been reviewed and conditioned by
Planning, Fire, and Building and Safety. Planning staff has determined the project, as
conditioned, is consistent with the Old Town Specific Plan with regard to location, design,
materials and colors. Staff is requesting that the Old Town Local Review Board review, provide
comments, and recommend approval for this project subject to the following conditions: 12 -inch
board spacing with 1"x2" bats; weathered corrugated metal roofing; tan shade covering fabric;
and a separate permit for all signs constructed of a material consistent with the Old Town
Specific Plan.
