BACKGROUND
On September 22, 2009, David Kniff submitted Planning Application No. PA09-0283, a Sign
Program Application to allow for consistent signage for Old Town Center One, a non-historic
building, generally located on the southeast corner of Old Town Front Street and 5 Street at
28544 Old Town Front Street.
PROJECT DESCRIPTION
Analysis
The Old Town Center One building is a non-historic multi-tenant commercial restaurant/office
structure in Old Town Temecula. The building fronts directly on to Old Town Front Street and
5' Street and is thus highly visible to both motorists and pedestrians. The proposed Sign

Program has been reviewed to ensure it is in compliance with the intent of the recently revised
Old Town Specific Plan. The proposed signage types are listed below:

Three proposed sign locations are not in conformance with the intent of the Old Town Specific
Plan. The first and second of these are the wall sign locations above the north and west
elevation balconies. The Old Town Specific Plan (Section IV.13.b) indicates that tenant wall
signs shall be placed no high than the lowest of the following points:
• 25 feet above grade
• Bottom of the sill line of the second floor windows
• Cornice line/signage band on the first floor of the building
Based on these criteria, the proposed third floor wall signs do not meet the intent of the Old
Town Specific because they are located well above any of the established thresholds. In
addition, these signs do not further enhance the signage provisions contained within the Old
Town Specific Plan.

The third proposed sign location which is not in conformance with the Old Town Specific Plan
is for a blade sign located on the second floor of the west elevation immediately adjacent to Old
Town Front Street. Per the Old Town Specific Plan (Section IV.16.d), blade signs are intended
to be placed on the ground floor and are designed to assist pedestrians in identifying
businesses within the structure. This goal for blade signs cannot be achieved when they are
located on the second floor or above.
RECOMMENDATION
The Sign Program proposed in this application has been determined by staff to be consistent
with the Old Town Specific Plan with the exception of the three mentioned locations. Staff is
requesting that the Old Town Local Review Board review, provide comments, and recommend
approval of the Sign Program upon omission of the three signs discussed above that are not in
conformance with the Old Town Specific Plan.

A. Definitions
wall Sign - A single sided sign fastened directly to the surface of the
building.
Blade Sign - A double-sided sign supported by a decorative metal bracket mounted to
the surface of the building so that the sign hangs perpendicular to the face of the
building.
Under Canopy Sign - a double-sided sign suspended by decorative metal chains from
. the underside of a structural canopy or soffit.
window Lettering- Signage directly applied to the surface of a suite window in lieu of
a fabricated sign.
e. General Requirements
1. All signs and their installation must comply with all local building and electrical
codes as well as these criteria
2. All Owners/Tenants may maintain the following signs:
i. Tenant main identification sign on building
ii. Building address, as provided by Developer, on building
iii. Tenant main identification sign on a building mounted awning in lieu
of (not in addition) a main sign on the building
3. Upon removal of any sign by Tenant, any damage to the building surface shall be
repaired by Tenant, or by the Owner at Tenant's cost
4. Acceptable signage on doors and windows is as follows:
i. Window lettering shall be permitted at the main public entrance to each
business, consisting of business name, hours & emergency phone
number
ii. Second and third story businesses signs must be consistent with the
Old Town Specific Plan. -
iii. No hanging banners or posters may be placed on the outside the
building
5. All signs shall be kept in a"like new" condition. On notice by the Owner, a
Tenant shall be required to refurbish any sign, which does not qualify as being
of an accepted standard
6. Signs shall be free of all labels and manufacturers' advertising with the
exception of code requirements

7. All signs and installation of signs shall conform to the appropriate building and
electrical codes. The Tenants' sign contractor shall obtain all permits required,
prior to fabrication
8. Electrical service to Tenant signs shall be on Tenant's meters
9. It is preferred that all ground level signs when lit be illuminated from an
external source. Internally illuminated signs shall be consistent with the Old
Town Specific plan and only be permitted upon a complete approval process
by the City of Temecula. Internally illuminated signs shall have a black
background, be tastefully designed and limiting to light spill towards the
street. Awnings or signs located on the building when lit shall be illuminated
by a gooseneck wall mounted fixture equal to B-K Lighting Sign Star - type D'.
See attached exhibit.
10. Tenant with one frontage shall be Iimited to 1.5 square feet of signage per
lineal foot of business establishment frontage. Tenants with two frontages
shall be permited to have the 1.5 square feet of signage per lineal foot of
business establishment frontage on the main street in addition to 0.5 square
feet of signage per lineal foot of business establishment frontage on the
secondary street. Each business may use any combination of wall mounted /
painted signs of hanging signs, blade signs, awning signs, plaque signs and
under canopy signs to arrive at the total allowable square footage.
11. Exceptions to this criteria shall not be permitted.
C. Approvals
I. The design and construction of Tenant's exterior sign must receive written approval by
Owner and a permit by the City of Temecula before fabrication. Owner approval shall be
based on:
i. Conformity to the sign criteria established for the building, including
fabrication and method of installation
ii. Harmony of the proposed sign with the design standards of the building
iii. Consistency with the Old Town Specific Plan
2. The Owner has the specific right to refuse approval of any sign which does not
conform to the specific criteria set forth herein or any design not in harmony
with design standards of the building. To secure Owner approval, three (3)
copies of the design drawings of the sign shall be submitted to the Owner or
Owner's agent. The sign drawings must indicate an elevation drawing with the
following information: the type, style, color & size of all lettering, the location of
the sign in relation to store frontage, colors, finishes and types of materials,
method of attachment to wall & method of illumination and electrical connection

3. For approval, send three (3) copies of the complete sign to:

4. All signs shall comply with this approved sign program and the Old Town Specific Plan
and have the_proper permitting from the City of Temecula as required by the Temecula
Municipal Code prior to installation. Signs under 12 square feet may be administratively
approved. Signs larger than 12 square feet shall require review and approval by the Old
Town Local Review Board and Director of Planning.

I. Wall Mounted Tenant Sign Sizes: ,
Front of building: (facing Front & 5th Street) A maximum of one square foot per linear
foot of architectural element on which the sign is placed. To be located no higher than 35
feet above grade, bottom of the sill line of the floor windows or cornice line of the
building. Minimum letter height shall be 1° and the width and height of wall mounted
' signs shall not exceed 90% of the placement area or within the �rchitectural elements of
the building in which the sign is placed. Signage locations must adhere to the Old Town
Specific Plan.
2. All wall mounted Tenant signs shall be placed on the building farade above the
primary public entrance for the business and shall not protrude from wall more
than 5", and the top of the sign shall not be lower than 8'0"above finished floor.

3. Wall mounted signs shall be placed no higher than the lowest of the following
points:
a. twenty five feet above grade
b. bottom of the sill line of the second floor window
c. cornice line / signage band on the first floor of the building
4. Sign styles
i. Kiln dried, wood sandblasted
ii. Hand carved wood or like material. Like materials shall be approved on a
case by case basis, subject to approval by the Old Town Local Review
Board and the Director of Planning
iii. Hand painted on solid wood, not laminated (NO plywood)
iv. Sheet aluminum with laser cut lettering, internally illuminated.
5. All lettering and signs shall be hand painted and antiqued in appearance. Colors on
all signs shall be limited to four (4) and from the approved color palette attached. The color
palette is based on the Sherwin Williams Color Palette as described in the Old Town Specific
Plan.

I. First floor tenants occupying spaces fronting on Old Town Front Street or
Fifth Street may have one double-sided blade sign for the front of the building
(facing Front or 5th Street) Tenants occupying spaces on the east or
south sides of the building shall have not blade signs.

4. All blade, hanging signs shall be mounted to a decorative bracket either
painted or rusticated, not real rust.
5. Signs shall be mounted to metal and decorative brackets closest to suite
entrance. Bracket fabrication, and installation is the responsibility of the
tenant. See example below for bracket design.
6. Signs shall be mounted to metal brackets perpendicular to shop doorway. The
lowest surface of each sign shall be no less than 8'-0" above walkway. Blade signs
shall not exceed more than 3 feet from the wall surface.
7. Styles of blade signs:
i. Kiln dried, double-sided, wood, sandblasted with raised lettering. ii.
Solid wood, with hand painted lettering and artwork
iii. Hand carved kiln dried wood or high density polyurethane if it has a wood
grain appearance.
8. Colors on all blade signs shall be limited to four (4) and from the approved color
palette attached. The color palette is based on the Sherwin Williams Color Palette
as described in the Old Town Specific Plan. Colors consistent with the buildings
color palette may also be considered and will be subject to approval by the

G. Under Canopy Signs
1. Tenants occupying spaces on street sides may have one double-sided under
canopy sign for the front of the building (facing Front or 5th Street)
2. All under canopy signs shall be a maximum of 3 square feet
3. All under canopy signs shall be double-sided
4. Signs shall be mounted from structural canopy above and shall not hang lower
than 8'-0" above walkway and shall be perpendicular to shop doorway.
5. Hanging/mounting chains or hooks shall be rusticated or painted in a manner
consistent with the design of the sign and building and shall be provided by the
sign manufacturer to the City of Temecula for review and approval prior to sign
permit issuance.
6. Styles of under canopy signs:
