RESOLUTION PS NO. 91-01
A RESOLUTION OF THE PUBLIC SAFETY
COMIVIISSION OF THE CITY OF TEMECULA
SETTING FORTH ITS MISSION STATEMENT
THE PUBLIC SAFETY COMMISSION OF THE CITY OF TEMECULA DOES
RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
WHEREAS, the City Council adopted Ordinance 90-02, establishing the Temecula
Municipal Code on February 13, 1990; and,
WHEREAS, the City Council appointed a Public Safety Commission pursuant to Chapter
2.06 of that code on October 2, 1990; and
WHEREAS, the Temecula Municipal Code does not set forth a mission statement for
the Public Safety Commission; and the Public Safety Commission has deemed that a formal
resolution setting forth the Commission's understanding of its role and mission would be
beneficial.
NOW, THEREFORE, BE IT RESOLVED BY THE PUBLIC SAFETY
COMIVIISSION OF THE CITY OF TEMECULA;
1. That the mission of the Public Safety Commission is to make recommendations to the
City Council to better enable them to maintain a safe, secure, clean, healthy and orderly
community, and to promote increased public input and citizen participation in the determination
of City policies and program implementation.
2. That the Commission will accomplish this mission by serving as a citizen's advisory
arm of the City Council, focusing attention on Public Safety issues within the City of Temecula.
In this role the Commission will: a) Encourage public input on Public Safety issues and seek
resolution of their concerns: b) on specific matters referred to it by the City Council, serve as
the City's principal reviewing body; and, c) upon request, review specific matters for staff, prior
to their being presented to the City Council for final approval.
3. That the Commission will generally operate under the guidelines set forth in "The
City of Temecula, California Handbook for Boards, Committees, and Commissions.
4. That Commission members will endeavor to keep informed on matters of interest to
the Commission and bring these matters to the attention of the Commission for their
consideration and recommendations.
5. That the Commission shall, on occasion, request the City Council to authorize staff

support and City resources to develop Commission proposed Public Safety programs, policies,
and ordinances for the City Councils consideration.
6. That the Commission shall keep informed on matters relative to contracted law
enforcement and fire protection services to ensure that the level of services being provided are
commensurate with the City's needs.
7. That the Commission will participate in the City's annual budgeting activities by
reviewing and commenting on contracts, programs, and capital projects related to the
Commission';s scope of interest.
8. That the Commission will periodically review the merits of "contracted" vs
"municipal" services related to the Commissions scope of interest.
9. That the Commission will assist in the development and implementation of the City's
Multi-Hazards Emergency Plan.
10. That the Commission will monitor the City Safety Program in the development and
promulgation of Emergency Preparedness Programs for the City';s residents, students, and
businesses.
11. That the Commission will endeavor to identify innovative and viable programs to
combat the proliferation of gangs, graffiti, drug trafficking, drug abuse, and crime in general
within the City.
12. That the Commission will endeavor to ensure that the City Council is provided with
"factual": information on which to base their public safety related deliberations and
determinations.
13. That the City Clerk shall certify the adoption of this resolution.
