Due to the �ecent completion of the new Civic Center, the 2011 Old Town Local Review Board
Meetings will now be held in the Great Oak Conference Room at 41000 Main Street, Temecula,
California. This change will constitute a permanent move for the location of the Old Town Local
Review Board Meetings.
The time of the regularly scheduled meeting will not change and will be held at the normal 9:00
a.m. hour.

BOARD OF THE CITY OF TEMECULA CHANGING THE

MEETINGS TO CITY HALL, LOCATED AT 41000 MAIN
STREET, TEMECULA, CALIFORNIA
Section 1. The Offices of the City of Temecula have been relocated to a new
Civic Center facility located at 41000 Main Street, Temecula, California.
Section 2. This facility has been designed to house the Great Oak Conference
Room. �
Section 3. Pursuant to the authority of Section 1.04.020.B. of the Temecula
Municipal Code, regular meetings of the Old Town Local Review Board shall be held in
the Great Oak Conference Room located at City Hall, 41000 Main Street, Temecula,
California. The date and time of the regular meetings shall remain the same as in
Section 2.40.080 of the Temecula Municipal Code.
Section 4. The Director of Planning and Redevelopment shall certify to the
passage and adoption of this resolution.
Section 5. PASSED, APPROVED AND ADOPTED by the City of Temecula
Old Town Local Review Board this 14' day of February, 2011.

BACKGROUND/PROJECT DESCRIPTION
On August 20, 20.10, Mr. Bill Dalton submitted Planning Application No. PA10-0251 for a
Development Plan to construct The Front Street Plaza mixed use building.
The project includes a restaurant with banquet facilities, office suites, and residential uses within
a single building and is therefore considered a"Mixed Use Project" by the Old Town Temecula
Specific Plan: The existing buildings on-site will be demolished as a result of this pr.oject. Staff
has researched the County of Riverside building permit history for the existing structures and
has determined that the buildings are not historic and that they are less than 50 years old. The
project site is located within an MSHCP Criteria Cell and requires the submittal of a Habitat
Acquisition Negotiation Strategy (HANS) application which will be required prior to scheduling
for Flanning Commission. ,
ANALYSIS
The Downtown Core (DTC) district is intended to provide for uses that support pedestrian
oriented and mixed use development, defined by multi-story urban buitdings of up to four
stories. Retail uses are anticipated for the ground floor; while office and residential uses are
restricfed to the second floor and higher for parcels along Old Town Front Street. The project is
located in the DTC, at the southwest corner of Old Town Front Street and Third Street. The
building is designed to provide active street frontage along both streets. The first floor restaurant
shall predominantly face Old Town Front Streefi and will include a 10-foot by 80-foot outside
eating area. The main entrance to the restaurant use is proposed at the corner. Access to the
office areas of the building is provided in two locations — one located along Third Street (a
shared access to the residential units) on the north elevation of the building and the other is
located at the southeast corner of the building along Old Town Front Street. The office areas on
the third and fourth floors will be located along the Old Town Front Street frontage, with suites
on the fourth floor provided outside private deck areas. Access to the residential units is
provided from an internal lobby with access from Third Street. Two pedestrian paseos are
-� proposed — one along the southern property line adjacent to Front Street Grill and the second
along the western property line adjacent to the Warehouse at Creekside — both paseos would
provide pedestrian connections from the primary street frontage to the existing City parking lot �
to the south. Vehicular access to the gated internal resident parking is proposed at Third Street. ,
This vehicle access woutd also include a connection to the exisfing parking lot to the south of
the subject site (with this proposed access the City will require a reciprocal access easement,
modification of the parking lot striping to accommodate the drive-aisle, and relocation of existing
utilities). Trash service for the building will be provided from this vehicular connection.
The Specific Plan esta6lishes a build-to-line for all new buildings. Wittiin the DTC, the 6uilding is�
required to be placed 10 feet behind the street side property line with parking areas to be
located an additional 20 feet from the property line. The proposed building meets this
requirement along the majority of the�frontage of both streets, however the building encroaches
in this _build-to-line_ along the parking garage at Third Street. .In this location, the building is
proposed to extend to the property line. The Specific Plan does not include regufations for
affordable housing projects and where silent, allows the requirements of the Development Code

to prevaiL Per Development Code Section 17.10.020.(M)(3)(b), affordable housing projects_are_
entitled to receive incentives,in the form of development code concessions, one of which allows .
for. modifications to the setback provisions: : Staff_has re�iewed this setback modification and_ :
has determined that it is appropriate based on the following: parking is required for the
residential units and Third Street has been designed and constructed to eliminate on-street

the property line in this location in order to accommodate residential parking does not negatively
impact the pedestrian zone as the desired sidewalk width has been achieved through the design
of Third Street.
In addition to build-to-line requirements, the Specific Plan establishes allowable building and �
frontage types appropriate for a vibrant public realm. The DTC allows the following building
types: Rowhouse, Courtyard and Commercial Block; the following frontage types are permitted
in the DTC: Shopfront, Arcade, Gallery, Two-story Gallery, and. Forecourt. The proposed
project incorporates the Commercial Block building type and a combination Shopfront, Arcade,
and Gallery frontage types. The building meets all design requirements and standards,
including building height, access, landscaping, size, and massing for each of these styles.
The application is consistent with the Old Town Specific Plan and has proposed an effective
design to create a vibrant streetscape.
Architecture
The architectural design of the building is consistent with the Old Town Specific Plan and
faithfully replicates a building built over time. The four story building incorporates a brick
Merchantile style for the Old Town Front Street elevation that wraps the corner at Third Street
and a Mission Revival style for the remaining Third Street elevation. The Merchantile style is
consistent with a turn of the century factory that includes a brick faCade with a ground floor
arcade (to be used as a sidewalk cafe), and repetitive fenestration at the second, third and
fourth floors. Decoration is limited to corbels, cornices, and window awnings. The Mission
Revival style along Third Street incorporates a stucco finish with clock tower element and
wrought iron details.
Residential Component
, The project includes 25 residential apartment units (mix of townhomes and lofts) comprised of
23 affordable units and two market rate units. The units are located on the second and third
floors of the building. There are two unit types proposed including one-bedroom flats/lofts and
two-bedroom townhbmes ranging in size from 600 to 1,044 square feet. The second and third
floors include open areas for circulation and planting; in addition, a deck area for common open
space is proposed on the second floor.
The construction of these 23 affordable income units will help to meet the requirements of the
City's Regional Housing Needs Assessment (RHNA). The current RHNA cycle requires the City
to provide an opportunity for the construction of 1,381 affordable units by 2014. Projects such
as the Front Street Plaza-incrernentally contribute to the City's inventory of affordable housing
- stock and demonstrate the City's commitment toward meeting requirements established under
State Housing Law.
The Old Town Specific Plan requires one parking space per residential unit on-site and
screened from;public view. Twenty-six spaces are provided within the ground level garage:
The Specific Plan requires a minimum of 100 square feet of private open space dedicated to
each residential unit.'This may be reduced up to 50%: long as: the total open space required
is provided. The project requires 2,500 square feet of private op.en space: A minimum 50

the common open space is provided within the courtyard and second floor balcony which
contribute to meet the requirements of the Specific Plan.

RECOMMENDATION
The building proposed in this application has been determined by staff to be consistent with the
Old Town Specific Plan as to building design, materials and colors. Staff is requesting that the
Old Town Local Review Board review, provide comments, and recommend approval for this
project.

STATEMENT OF OPERATIONS
We are proposing a four story mixed use develapment which shall include the following
uses in the building.
First Fioor: shall include a proposed approx. 7,000 s.f. sin�;le user Retail/Food
establishment. The Restaurant shall predominately face Old Town Frant Street and will
have a 10' x 80' outside eating area. The Main entrance to the Restaurant shall be from a
focal node on the diagonal element located an the corner. Along Third Street the
architectural style changes from a turn of the century (brick faced) factory to a Mission
Revival Style where the primary entrance to tlie remainder of the building is accessed. .
From Third Street there is a two story lobby which houses a monument staircase and ai�
elevator. Vdithin the design of the Mission revival facade we have incorporated the
entrance to twenty six (26) grade high parking spaces, loading area and ADA circulation
path of travel: The parking and loading area is entirely covered by the building above.
Twenty Six parking spaces equal the requirements for the 25 residential units proposed in
the structure. No parking is required or provided for the Office or Retail/Restaurant Use.
Second Floor: shall have multi-family residential apartments. This area shall include .
open areas for circulation and planting. On the South side a large deck area is
- incorporated into the design for tenant minglin�.
Third Floor: shall have on the north and west side of the building more residential
apartments. The east side has been provided with Office Use facing onto Old Town
Front Street.
Fourth Floor: has been predominantly designed for Penthouse Of�ce Space. The
Office Space fronts Old Town Front Street and a small corner portion of Third Street.
The offices will have outside private deck areas. The remaining portion of the Mission
Revival fa�ade viewed from Third Street is a single penthouse approx. ],300 s.f. single
o�rG e unit. This unit will have an outside deck facing Third Street. The entire
fourth floor except the mission Revival Tower has been setback approx. ten feet from the
streets to minimize massing from the two fronting streets.

The Restaurant (grade level) is estimated to be open for operation from 10 am through
l Opm weekdays and 9am through 1:OOam on weekends. They will einployee a range of ...
12 to 18 �employees daily. Parking demand onto the fronting streets for this use will be
greatly reduced due to the large City parkirig lot adjacent to the site. Pedestrian and

Parking area traveling north between the e�isting Warehouse at Creekside Building and
our proposed building and exits onto Third Street. These paths will be landscaped, well .
lit and very inviting and provide much needed circulation from the parking area to the
main streets.
The Users of the Of�ce Areas of the building will enter and exit from two separate stair
and lobby areas one located on the north side of the building and the other located on the
south east corner of the building. It is estimated that the Hours of Operatian for the
Office Areas will be 7am �to 7pm.
The Users of the Twenty Fr►� Residential Units will move through the internal circulation
designed into the core of the building. Parking has been carefully screened, gated and
secured for the privacy of the tenants. They will have a single parking space for each unit
and witl enter or exit the parking area from a driveway that goes through the entire
building from the City parking area through to Third Street. Minimal impact wili be
evident to the area and existing streets from the fips generated from their use.
There are no anticipated hazardous materials required or used with the users of this
development.
We feel that this development will have a very low impact on the traffic, noise ar adverse
lighting in the area. We feel that this development will be a great asset to the south end
' of Old Town and provide eating, working and living for many on a high level of Iife

Based on these criteria, the proposed third floor wall signs did not meet the intent of the Old
, Town Specific because they were located well above any of the established thresholds. In
addition, these signs did not further enhance the signage provisions contained within the Old
Town Specific Plan.
The third proposed sign location which was not in conformance with the Old Town Specific
Plan was for a blade sign located on the second floor of the west elevation immediately
adjacent to Old Town Front Street. Per the Old Town Specific Plan (Section IV.J.16.d), blade
signs are intended to be placed on the ground floo� and are designed to assist pedestrians in
identifying businesses within the structure.
The OTLRB concurred with staff's request to recommend approval of the sign program with the �
omission of the three above referenced signs. However, the OTLRB also requested that the
document be revised to ensure compliance with the overalt signage provisions of the Old Town
Specific Plan. This revision has been made with the exception of a third floor hanging sign and
nearby blade sign.
PROJECT DESCRIPTION
Analvsis
The Old Town Center One building is a non-historic multi-tenant commercial restaurant/office
structure in Old Town Temecula. The building fronts directly on to Old Town Front Street and
5 Street and is thus highly visible to both motorists and pedestrians. The proposed Sign
Program has been reviewed to ensure it is in compliance with the intent of the recently revised
Old Town Specific Plan. The proposed signage types are listed below:

The applicant has proposed a third story under canopy sign as part of the sign program. Sizing
for this sign is within the requirements of the Old Town Specific Plan. The sign will be located
above the third story balcony facing the intersection of Old Town Front Street and 5 Street.
This location is not in conformance with the Specific Plan. However, the two businesses
located directly beneath the proposed location already have approved sigris. Allowing third
floor signage will meet the intent of the Specific Plan by creating uniformity for this elevation as
well as ensuring the overall signage.is complementary to the unique design of the building.
The applicant has also provided provisions for two blade signs above the first floor. The first
sign location is along Old Town Front Street beneath the northern third floor balcony. The suite
occupying the area has frontage on both Old Town Front Street and 5th Street. The second
blade sign will be located directly beneath the southern third floor balcony (existing photo
attached): The suite serviced by this sign has frontage on Old Town Front Street.
The Old Town Specific Plan indicates that tilade/projecting signs shall be sized and oriented to
the pedestrian scale. However, the Specific Plan provides no explicit prohibition fo'r blade signs
above the first floor: Sizing for both blade signs are in conformance with the requirements of
the Old Town Specific Plan. Given the unique design of the building, blade signs at the
proposed locations will meet the intenf of being pedestrian oriented by providing greater
visibility to pedestrians on Old Town Front Street.

A. Definitions
Wall Sign - A single sided sign fastened directly to the surface of the
building.
Blade Sign - A double-sided sign supported by a decorative metal bracket mounted to
the surface of the building so that the sign hangs perpendicular to the face of the
building.
Under Canopy Sign - a double-sided sign suspended by decorative metal chains from
the underside of a structural canopy or soffit.
window Lettering - Signage directly applied to the surface of a suite window in lieu of
a fabricated sign.
B. General Requirements
1. All signs and their installation must comply with all local building and electrical
codes as well as these criteria
2. All Owners/Tenants may maintain the following signs:
i. Tenant main identification sign on building
ii. Building address, as provided by Developer, on building
iii. Tenant main identification sign on a building mounted awning in lieu
of (not in addition) a main sign on the building
' 3. Upon removal of any sign by Tenant, any damage to the building surface shall be
repaired by Tenant, or by the Owner at Tenant's cost
4. Acceptable signage on doors and windows is as follows:
i. Windqw lettering shall be permitted at the main public entrance to each
business, consisting of business name, hours & emergency phone
number
ii. Second and third story businesses signs must be consistent with the
Old Town Specific Plan.
iii. No hanging banners or posters may be placed on the outside the

7. All signs and installation of signs shall conform to the appropriate building and
electrical codes. The Tenants' sign contractor shall obtain all permits required,
prior to fabrication
8. Electrical service to Tenant signs shall be on Tenant's meters
9. It is preferred that all ground level signs when lit be illuminated from an
external source. Internally illuminated signs shall be consistent with the Old
Town Specific plan and only be permitted upon a complete approval process
� by the City of Temecula. Internally illuminated signs shall have a black
background, be tastefully designed and limiting to light spill towards the
street. Awnings or signs located on the building when lit shall be illuminafed
by a gooseneck wall mounted fixture equal to B-K Lighting Sign Star - type D'.
See attached exhibit.
10. Tenant with one frontage shall be limited to 1.5 square feet of signage per
lineal foot of business establishment frontage. Tenants with two frontages
shall be permitted to have the 1.5 square feet of signage per lineal foot of
business establishment frontage on the main street in addition to 0.5 square
feet of signage per lineal foot of business establishment frontage on the
secondary street. Each business may use any combination of wall mounted /
painted signs of hanging signs, blade signs, awning signs, plaque signs and
under canopy signs to arriVe at the total allowable square footage.
11. Exceptions to these criteria shall not be permitted.
�. C. A�provals
� I. The design and construction of TenanYs exterior sign must receive written
approval by Owner and a permit by the City of Temecula before fabrication.
Owner approval shall be based on:
i. Conformity to the sign criteria established for the building, including
fabrication and method of installation
ii. Harmony of the proposed sign with the design standards of the builciing
iii. Consistency with the Old Town Specific Plan
2. The Owner has the specific right to refuse approval of any sign which does not
conform to the specific criteria set forth herein or any design not in harmony
with design standards of the building. To secure Owner approval, three _(3) �_

and have the proper permitting from the City of Temecula as required by the Temecula
Municipal Code prior to installation. Signs under 12 square feet may be administratively
approved. Signs larger than 12 square feet shall require review and approval by the Old
Town Local Review Board and Director of Planning.

painted or rusticated, not real rust.

entrance. Bracket fabrication and installation is the responsibility of the
