PUBLIC COMMENTS:
A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited to
three (3) minutes each. If you desire to speak to the Commissioners about an item not
listed on the Agenda, a green "Request to Speak" form should be filled out and filed
with the Commission Secretary.
When you are called to speak, please come forward and state vour name and address.
For all other agenda items, a"Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.

RECOMMENDATION:
1.1 That the Community Services Commission approves the Action Minutes of the
January 10, 2011 Community Services Commission meeting.
COMMISSION BUSINESS
2. SPORTS FIELD ALLOCATION OVERVIEW
RECOMMENDATION:
2.1 That the Community Services Commission receive and file a report on the Sports
Field Allocation process for Temecula youth and adult sports leagues.
3. SPORTS AD-HOC COMMITTEE
RECOMMENDATION:
3.1 That the Community Services Commission appoints two Commissioners to serve
on an ad-hoc committee to assist staff in the review of sports field allocations and
sports policies, and work with staff in the development of new sports guidelines.
4. PROPOSED PROGRAM —"PARKS MAKE LIFE BETTER"
RECOMMENDATION:
4.1 That the Community Services Commission:
4.1.1 Approves the establishment of a new program entitled "Parks Make Life
Better", an elementary school essay contest for fifth grade students to
express their enjoyment of City parks.
4.1.2 Appoint two Commissioners to serve on the essay review committee.

SUBJECT: City of Temecula Athletic Field Allocation Process Overview
RECOMMENDATION: That the Community Services Commission receive and file a report on the
Sports Field Allocation process for Temecula youth and adult sports leagues.
BACKGROUND: The Community Services Department is responsible for establishing the
field schedule of field usage for the various youth and adult sports leagues throughout the year including
Pop Warner, Temecula Youth Baseball, Temecula Youth Soccer, Temecula Adult Softball, Temecula
Adult Soccer and a host of other sports organizations. Staff works closely with the presidents of the
leagues who participate in a Sports Council for the purpose working together to allocate fields to meet
the many sports league needs.
Tonight, Julie Pelletier and James Willcox will provide an overview of the field allocation process.

SUBJECT: Ad-hoc Committee Appointments - Sports
RECOMMENDATION: That the Community Services Commission appoints finro Commissioners to
assist staff in the review of sport field allocations and sports policies, and work with staff in the
development of new sports guidelines.
BACKGROUND: Since the City's incorporation and the construction of 39 parks, Temecula
has experienced a significant increase in population which has resulted in a tremendous growth in sports
activities and events in Temecula, as well as the addition of many new sports activities and leagues.
Several years ago the City established the Sports Council to bring together the different sports leagues
and foster a cohesive approach to allocating fields during the various sports seasons. Although the
Sports Council has proven to be a productive approach to addressing the needs of the many sports
leagues, the City is constantly faced with requests and demands by new sports leagues requesting time
on our fields.
The ad-hoc subcommittee will assist the Community Services Department in addressing concerns with
regards to field allocations, and work closely with staff in reviewing and establishing sports policies and
the development of new sports guidelines.

SUBJECT: Proposed Program —"Parks Make Life Better"
RECOMMENDATION: That the Community Services Commission:
1) Approves the establishment of a new program entitled "Parks Make Life Better", an elementary
school essay contest for fifth grade students to express their enjoyment of City parks
2) Appoint two Commissioners to serve on the essay review committee.
BACKGROUND: Approximately five weeks ago TCSD staff met with Commission Chairman
Michael McCracken to discuss the feasibility of establishing a Commission supported program which
encourages elementary school age children to visit and experience our local parks. At the request of
Chairman McCracken the Community Services Department brings this item forward to the Community
Services Commission for consideration.
The "Parks Make Life Better" program would encourage fifth grade students at one or two of our local
elementary schools to write a short essay, approximately 250 words, describing their experience visiting
one of our local City park sites. The intent of the essay program is to encourage young people to visit
and use City local parks, promote pride in our City park system, and foster a sense of community. All
essays would be due to the Community Services Department by April 25, 2011. Two members of the
Commission would work with staff to review each essay submitted and select a first, second and third
place winner. Each student participating would receive a ribbon, and the first, second and third place
winners would receive prizes for their essays. Our hope is to have the first, second and third place prizes
donated from local merchants. The cost of the program is minimal and would include ribbons, flyers and
some publicity, which could be absorbed within the existing TCSD budget.
Once again, staff feels this is an outstanding method to promote our parks, and encourage youth to visit
our local parks.
