The new covers are designed to replicate an existing cover located on the north elevation. PROJECT DESCRIPTION Analvsis The Old Town Center One building is a non-historic multi-tenant commercial restaurant/office structure in Old Town Temecula. The building fronts directly on to Old Town Front Street and 5` Street and is thus highly visible to both motorists and pedestrians. The applicant proposes to place two metal balcony covers on the structure. The reason for the balcony covers is to alleviate water seepage into the building. The first balcony cover will be � located above the existing third floor balcony located at the southern end of the west elevation. The second balcony cover will be located along the existing second story balcony located on the east elevation. The proposed balcony covers will match in material, color and overall design with the existing balcony cover located on the north elevation. Railings for the proposed balconies are already in place as part of the structure's original construction. . The proposed modification has been reviewed to ensure it is in compliance with the intent of the recently revised Old Town Specific Plan. RECOMMENDATION The modification proposed in this application has been determined by staff to be consistent with the intent Old Town Specific Plan. Staff is requesting that the Old Town Local Review Board review, provide comments; and recommend approval of the Minor Modification. The building fa�ade would have connected two separate buildings creating the illusion of one structure along 5 Street. The shade covers would provide shade over a dining area and an existing dining island. Previous applications, PA08-0211 and G:\PLANNING\2011\PAl 1-0042 Grandad's Hot Dogs MOD\Planning\OTLRB Staff Report 3-16-1 l.doc PA09-0208, addressed improvements internal to the site including landscaping, concrete patios, tables, chairs, and an elevated seating area. Mr. Uhrich's proposed modification would build on the design that was approved, including an "upgraded" facade/entrance, and roof covering instead of canvas shade covering. ANALYSIS Site Plan and Architecture The fa�ade will connect the existing kitchen/service area building with the existing seating area/restroom building just behind the property line along 5� Street. One building has board and batten siding, while the other is stucco. The proposed faCade improvement will be rough sawn plywood with a new "entr�' that will have a significant parapet element to identify the entrance. All of the windows and doors will have 1"x6" rough sawn trim. Staff is recommending board and batten siding along the entire faCade in order to "tie" the buildings together and promote consistency along the street front. Originally, the applicant proposed a red field color with contrasting yellow bats, and unfinished wood trim. However, staff met with the applicant to discuss alternative colors and the applicant agreed to a Condition of Approval requiring Roycroft Copper Red for the field color and bats, and Renwick Beige for the trim consistent with the previous approval for Jul's BBQ. Given that the proposed faCade improvement is a retrofit of an existing building, the architectural design of the project, including construction materials and percentage of window area, meets the intent of the Specific Plan requirements for a Shopfront Frontage type and the Western Frontier architectural style. CONSIDERATIONS To ensure consistency with the Old Town Specific Plan, staff recommends the following issues be addressed through Conditions of Approval: • Staff recommends the originally approved colors be applied to all field and trim areas in order to match the existing buildings and be consistent with the Sherwin William color palette in the Old Town Specific Plan. The field color and bats are Roycroft Copper Red, and the trim color is Renwick Beige. • The plans identify board and batten siding, but do not specify size and spacing. The Old Town Specific Plan requires a minimum of 12 inches with one inch by two inch bats. Furthermore, board and batten siding shall be required along the entire street front. • The plans identify metal roof and mansards, however to be consistent with the Western Frontier Style, staff recommends weathered corrugated metal roofing. RECOMMENDATION The proposed fa�ade improvement and roof covering have been reviewed and conditioned by Planning, Fire, and Building and Safety. Planning staff has determined the project, as conditioned, is consistent with the Old Town Specific Plan with regard to location, design, materials and colors. Staff is requesting that the Old Town Local Review Board review, provide comments, and recommend approval for this project subject to the following requirements through the project's Conditions of Approval: 12-inch board spacing with 1"x2" bats along the entire facade; field color and bats - Roycroft Copper Red, trim color - Renwick Beige; weathered corrugated metal roofing; and a separate permit for all signs constructed of a material consistent with the Old Town Specific Plan.
