PUBLIC COMMENTS:
A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited to
three (3) minutes each. If you desire to speak to the Commissioners about an item not
listed on the Agenda, a green "Request to Speak" form should be filled out and filed
with the Commission Secretary.
When you are called to speak, please come forward and state your name and address.
For all other agenda items, a "Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.
NOTICE TO THE PUBLIC
All matters fisted under Consent Calendar are considered to be routine and all will be
enacted by one roll call vote. There will be no discussion of these items unless
members of the Commission request specific items be removed from the Consent
Calendar for separate action.

1. Minutes - Approved staff recommendation — (4-0-1) — Commissioner
Fox made the motion; it was seconded by Commissioner Meyler and
voice vote reflected approval of those present with the exception of
Commissioner Edwards who was absent.
RECOMMENDATION:
1.1 Approve the Action Minutes of the January 10, 2011, Community
Services Commission meeting.
COMMISSION BUSINESS
2. Sports Field Allocation Overview — received an filed
RECOMMENDATION:
2.1 Receive and file a report on the Sports Field Allocation process for
Temecula youth and adult sports leagues.
3. Sports Ad Hoc Committee — Appointed Commissioner Edwards to
the ad hoc committee — (4-0-1) — Commissioner Meyler made the
motion; it was seconded by Commissioner Fox and voice vote
reflected approval of those present with the exception of
Commissioner Edwards who was absent.
Appointed Chairman McCracken to the ad hoc committee — (4-0-1) —
Commissioner Hogan made the motion; it was seconded by
Commissioner Fox and voice vote reflected approval of those
present with the exception of Commissioner Edwards who was
absent.
RECOMMENDATION:
3.1 Appoint two Commissioners to serve on tan ad hoc committee to
assist staff in the review of sports field allocations and sports
policies, and work with staff in the development of new sports
guidelines.
4. Proposed Program — Parks Make Life Better
RECOMMENDATION:
4.1 Approve the establishment of a new program entitled Parks Make
Life Better, an elementary school essay contest for fifth grade
students to express their enjoyment of City parks. - Approved staff
recommendation — (4-0-1) — Commissioner Hogan made the
motion; it was seconded by Commissioner Fox and voice vote
reflected approval of those present with the exception of
Commissioner Edwards who absent.
4.2 Appoint two Commissioners to serve on the essay review
committee. — Appointed Commissioner Hogan to serve on the
committee — (4-0-1) — Commissioner Meyler made the motion;
it was seconded by Commissioner Fox and voice vote
reflected approval of those present with the exception of
Commissioner Edwards who was absent.

SUBJECT: Special Interest Classes and Online Registration Process
RECOMMENDATION: That the Community Services Commission receive and file a report on
Contract Classes and the Online. Registration Process.
BACKGROUND: Since the City's incorporation, residents of all ages have been encouraged
to participate in a wide -variety of recreation and leisure services and special interest classes for the
primary purpose of enhancing their overall quality of life here in Temecula.
As the population has increased, so have the numbers of participants and class offerings. In order to
provide a wide variety of quality classes, the City assigns staff to some classes (i.e. Tiny Tots and Family
Fun Night) and when necessary, contracts with qualified instructors to teach others.
Throughout the past several years, staff has understood the importance of streamlining registration for
participants who desire to take the many classes offered through the City. Therefore, in working closely
with the Finance Department, the Information Systems Department and effectively promoting the benefits
of online registration, the process has become very "user friendly". Although residents still continue to
have the ability to register through the "walk-in" and "mail -in" process, an overwhelming majority of
residents utilize the online registration process for all of their class registration needs.
Tonight, staff member Julie Pelletier and Tracy Masters will present to the Community Services
Commission an overall summary related to special interest classes and the online registration process.

RECOMMENDATION: That the Community Services Commission receive and file a report on
Special Needs Programming.
BACKGROUND: On February 3, 2011, staff presented a special needs programming
overview at the quarterly Autism Summit Meeting held at Temecula City Hall. The presentation provided
detailed information regarding the,City of Temecula's Youth Master Plan, the need for a Special Needs
Addendum to the Youth Master Plan, and the many recreational opportunities available to the residents
with special needs and their families.
Tonight, staff member Julie Pelletier will present to the Community Services Commission the Special
Needs PowerPoint presentation:
