HomeMy WebLinkAbout041195 TCSD Minutes MINUTES OF A REGULAR MEETING OF THE TEMECULA COMMUNITY SERVICES DISTRICT HELD APRIL 11, 1995 A regular meeting of the Temecula Community Services District was called to order at 8:56 PM at the Community Recreation Center, 30875 Rancho Vista Road, Temecula, California. President Ron Roberts presiding. ROLL CALL PRESENT: 5 DIRECTORS: Lindemans, Mutioz, Parks, Roberts, Stone ABSENT: 0 DIRECTORS: None Also present were General Manager Ronald E. Bradley, General Counsel Peter Thorson and City Clerk June S. Greek. PUBLIC COMMENTS None given. CONSENT CALENDAR City Clerk June Greek stated she has a request to speak on Item No. 6. It was moved by Director Parks, seconded by Director Stone to approve Consent Calendar Items 1-5. The motion was unanimously carried. 1 . Minutes 1.1Approve the minutes of February 28, 1995; 1.2Approve the minutes of March 14, 1995. 2.Completion and Accer)tance of the Loma Linda Park Phase 11 Improvements - Proiect No. PW94-02CSD 2.1File the Notice of Completion and release the Performance Bond. 2.2Accept a one (1) year Maintenance Bond in the amount of 1 0% of the contract value upon acceptance of the improvements. 2.3Release the Materials and Labor Bond seven (7) months after acceptance of the improvements in no liens have been filed to that date. R:\agenda.csd\041195 1 5/l/95 3.C-omr)fetion and Acceptance of the Sr)orts Park Slope Rer)air Imr)rovements - Proiect No. PW93-06CSD 3.1File the Notice of Completion and release the Performance Bond. 3.2Accept a one (1) year Maintenance Bond in the amount of 1 0% of the contract value upon the acceptance of the improvements. 3.3Release the Materials and Labor Bond seven (7) months after acceptance of the improvements if no liens have been filed to that date. 4.Completion and Acceptance of the Kent Hinter-gardt Memorial Park Imr)rovements - Proiect No. PW94-01 CSD 4.1File the Notice of Completion and release the Performance Bond. 4.2Accept a one (1) year Maintenance Bond in the amount of 1 0% of the contract value upon acceptance of the improvements. 4.3Release the Materials and Labor Bond seven (7) months after acceptance of the improvements if no liens have been filed to that date. 5.Senior Center Advisory Committee 5.1Authorize the Community Services Commission to appoint five (5) senior citizen residents to serve on an ad-hoc Senior Citizen Advisory Committee. 6.Contract for July 4th, 1995 Fireworks Show Wayne Hall, 421 31 Agena, requested that citizens drive carefully during the fireworks display so that safety of the pedestrians can be insured. Director Mufloz asked if there is a plan in place for traffic control at the conclusion of the fireworks display. Community Services Director Shawn Nelson stated last year's estimated crowd was approximately 15,000 people. He explained that coordination with police and fire is taking place to make the event as safe as possible. Director Mutioz asked which intersections will have traffic control officers present and if an actual plan is prepared. Mr. Nelson stated he is not prepared to discuss specifics of the plan this evening, however he would be happy to provide that information to the Council. General Manager Bradley suggested that the Council come in to City Hall and discuss their suggestions individually. R:kagenda.csd\041195 2 5/i/95 It was moved by Director Lindemans, seconded by Director Stone to approve staff recommendation as follows: 6.1Award a contract of $1 7,000 to Robert Caran Productions to produce the City of Temecula's 1995 July 4th Fireworks Show. The motion was unanimously carried. GENERAL MANAGERS REPORT None given. DIRECTOR OF COMMUNITY SERVICES REPORT Community Services Director Shawn Nelson announced the new van for the Senior Center arrived and thanked the Rancho/Temecula Women's Club for their donation. He also thanked the firm of Alhadeff, Cannon and Rose for their assistance towards the purchase. Mr. Nelson reported this will allow the City to expand opportunities to seniors who could not otherwise use these services. BOARD OF DIRECTORS REPORTS Director Parks reported he attended the dedication of Boys and Girls Club Saturday and over 2,000 children are signed up and participating in that facility. He asked that additional sites be set aside to provide these types of services. It was moved by Director Stone, seconded by Director Parks to adjourn at 9:08 PM to a meeting on April 25, 1995, 8:00 PM, Community Recreation Center, 30875 Rancho Vista Road, Temecula, California.
