PUBLIC COMMENTS:
A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited to
three (3) minutes each. If you desire to speak to the Commissioners about an item not
listed on the Agenda, a green "Request to Speak" form should be filled out and filed
with the Commission Secretary.
When you are called to speak, please come forward and state vour name and address.
For all other agenda items, a"Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.

SUBJECT: "Parks Make Life Better" Essay Contest
RECOMMENDATION: That the Community Services Commission receive and file this report on
the results of the "Parks Make Life Better" Essay contest.
BACKGROUND: At the February 14, 2011 Community Services staff presented a program,
which was first proposed by Commission McCracken, to encourage elementary school age children to
visit and experience our local parks. The "Parks Make Life Better" program would encourage fifth grade
students from two selected local elementary schools to write a short essay, approximately 250 words,
describing their experience visiting one of our local City park sites. The intent of the essay program was
to encourage young people to visit and use local City parks, promote pride in our City park system, and
foster a sense of community.
- With the support of the Community Services Commission, Commissioners McCracken and Hogan
volunteered to read and rate the essays submitted in the contest. On May 20, 2011 the first, second and
third place winners were presented at their prospective schools with an announcement and prizes. The
first, second and third place winners received a certificate and one of three prizes: a skateboard, a
bicycle and an I-pod.
Tonight, the contest winners are here to present their winning essays to the Commission.

SUBJECT: Library Operations Update
RECOMMENDATION: That the Community Services Commission receive and file this report
on the Temecula Public Library.
BACKGROUND: At the May 10, 2011 City Council meeting, the Council approved an
agreement with Riverside County to continue operations of the Temecula Public Library. The County
of Riverside provides library services at the Temecula Public Library through a contract with LSSI.
The City has received outstanding services from the County of Riverside and LSSI in the operation
of the Temecula Public Library. The approved agreement is a 5 Year Agreement. The agreement
allows the County of Riverside to continue operations of the Temecula Public Library under contract
with LSSI.
The Temecula Public Library will operate for a total of 63 hours per week throughout the year and
will cost the City of Temecula no more than $180,000 per year for the operation of the Temecula
Public Library. It is important to note that the Grace Mellman Library also serves the City of
Temecula and its residents.
Tonight, Rosie Vanderhaak, the manager of the Temecula Public Library, is here to provide the
Commission with an overview of the programs and services offered at the Temecula Public Library.

SUBJECT: Harveston Center Lease
RECOMMENDATION: That the Community Services Commission receive and file this report on
the lease of the Harveston Center to be used by the City of Temecula Community Services Department
as a recreation center on the north side of Temecula.
BACKGROUND: The Community Services Department provides a comprehensive
recreation and leisure services program for the residents of Temecula, however, the north end of
Temecula is currently void of an indoor facility to provide recreational pursuits for the community.
Recently the Harveston Welcome Center, located in the Harveston development, became available for
lease. Because of its location, size, aesthetics and price, staff evaluated this facility to determine the
feasibility of using this building for a community center on the north end of the City.
At the May 24, 2011 meeting the City Council approved a Lease Agreement with LSK, LLC for the lease
of the Harveston Welcome Center for three years with an option for two additional one year terms to
operate the Harveston Center in the Harveston development as a community activity center. Currently
vacant, the facility is in excellent condition, very attractive, has adequate parking and sits directly
adjacent to the City's Harveston Lake Park. The Harveston Center is approximately 3,492 square feet
and provides an open multi-purpose room, restrooms, kitchenette, two small classrooms, office spaee
and adequate parking. After evaluating the facility, staff felt this facility would provide an excellent venue
for providing a variety of recreational classes and programs during the week, as well as provide
additional rental space for weddings and social gatherings on the weekends.
Under the lease agreement the City will provide the maintenance of the landscaping on the exterior of
the building, maintenance to the interior of the building, as well as custodial services. The City would be
responsible for all utility costs associated with the facility. The landlord would assume responsibility for
any major repairs to the building such as replacement of the HVAC. The property management is also
responsible for all property taxes associated with the facility.
The facility would be used Monday through Friday to host a variety of classes and activities which focus
on providing programs for pre-school and elementary school age children during the day, and yoga,
Pilates, art, photography and a variety of other classes for adults during the evening hours. Weekends
would primarily be used for public rentals. Staff is confident that the facility will generate revenue to
totally support its operations. We estimate our revenues for the year at approximately $290,000 and
, expenditures at approximately $285,000, the facility will be cost neutral to the City and provide an
excellent recreational venue to the public.
