A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMECULA ADOPTING AN INTERIM BUDGET
WHEREAS, the City of Temecula (the"City") was incorporated on December 1,
1989; and
WHEREAS, the City of Temecula has no offices or administrative staff other than
the Interim City Manager, Interim City Treasure, Interim City Clerk, and City Attorney;
WHEREAS, it is necessary for the City of Temecula to contract for various
professional services in lieu of administrative staff, and to lease office space and purchase
office equipment and supplies in order to establish the administrative offices of the City;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMECULA
DOES RESOLVE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1. The amount of One Hundred Thousand Dollars ($100,000.00) is hereby
authorized to be expended for the following purposes: employee payroll; contracts for
professional and consulting services; insurance; lease space; and, supplies and equipment,
including furniture, telecommunications equipment, and such other materials supplies which
are deemed necessary and appropriate by the City Manager.
Section 2. The City Manager may make open-market purchases of all supplies and
materials necessary to establish the City administrative offices. Wherever possible, such
purchases should be based on at least three informal bids, and shall be awarded to the bidder
offering the most advantageous bid to the City after consideration of price, quality,
durability, service, delivery time, standardization, and other factors.
Section 3. The competitive bidding procedures may be dispensed with in the case of
all other expenditures in connection with the establishment of the City administration and the
hiring of consultants and professionals. The City Manager may execute individual contracts
for consulting and professional services in amounts less than $10,000.00; all other such
contracts require City Council approval.
Section 4. The City Clerk shall certify the adoption of this Resolution.
