CALL TO ORDER
Roll Call: Board Members: Blair, Eden, Moore, Watts, and Chairman Puma
PUBLIC COMMENTS
A total of 15 minutes is provided so members of the public may address the Board on items that
are listed on the Agenda. Speakers are limited to three (3) minutes each. If you desire to speak
to the Board about an item not on the Agenda, a green "Request to Speak" form should be
filled out and filed with the Board Secretary.
When you are called to speak, please come forward and state your name for the record.
For all other agenda items a "Request to Speak" form must be filed with the Board Secretary
prior to the Board addressing that item. There is a three (3) minute time limit for individual
speakers.
NOTICE TO THE PUBLIC
All matter listed under Consent Calendar are considered to be routine and all will be
enacted by one roll call vote. There will be no discussion of these items unless members

BACKGROUND
On October 26; 2011, David Phares submitted Planning Application No. PA10 -0150, a Minor
Modification (Planning Review only). The application is intended to allow paint color changes to
an existing non - historic commercial building within the Downtown Core District of the Old Town
Specific Plan.
PROJECT DESCRIPTION
Analysis
The building in question is a multi- tenant commercial retail /office structure in Old Town
Temecula. The building fronts directly on to Moreno Road and is thus highly visible to both

motorists and pedestrians The applicant is proposing a change to the facade paint colors that
are consistent with the surrounding colors and overall design of Old Town.
The recently revised Old Town Specific Plan encourages the use of colors contained within the
Sherwin- Williams Preservation Exterior Palette. However, the Specific Plan also provides
flexibility in that applicants may submit for consideration of similar colors from other brands.
The applicant has chosen to use colors by Expo Stucco. Staff has determined that the
proposed colors are similar to those provided by the preservation palette. The below table
illustrates the applicant's proposed color choices and the closest matching Sherwin- Williams
colors.

The color change will provide visual interest to the existing center. Exterior walls facing the
east, north, and west elevations will consist of the proposed colors. An existing mural is painted
along the rear of the structure. No change to the mural is proposed for the project.
RECOMMENDATION
The modifications proposed in this application have been determined by staff to be consistent
with the Old Town Specific Plan as to building colors. Staff is requesting that the Old Town
Local Review Board review, provide comments, and recommend approval for this project.
