PUBLIC COMMENTS:
A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited to
three (3) minutes each. If you desire to speak to the Commissioners about an item not
listed on the Agenda, a green "Request to Speak" form should be filled out and filed
with the Commission Secretary.
When you are called to speak, please come forward and state vour name and address.

2. Revised Proposed Public Art
RECOMMENDATION:
2.1 That the Community Services Commission approve and recommend to the
Board of Directors the revised donation of a public art piece for installation in the
courtyard of the Old Town Temecula Community Theater in honor of Bruce
Beers, our City's first Theater Manager.

SUBJECT: Temecula Creates Program Overview and Presentations

RECOMMENDATION: That the Community Services Commission receive and file a report on
the 4' Annual Temecula Creates Program.
BACKGROUND: On January 6, 2012 the City of Temecula hosted the 4t Annual
Temecula Creates Art Show held at the Gallery at the Merc at the Old Town Temecula Community
Theater. The Temecula Creates Art Show featured works of art by over 80 students who participate
in the City of Temecula's recreational art programs. The classes are offered through the City of
Temecula by local artists in a variety of inedia. Instructors who presented their students work at the
show included: �
• Tony "Bigfoot" Moramarco presenting works of art in cartooning, Anime and graphic design
• Yvonne Gaudet presenting works of art in drawing and painting
• Mandis Razavi presenting works of art in digital photography
• Don Roth presenting works of art in Acrylic Painting and Pencil Shading
Tonight, some of the students and the instructors are here to present to you their work.

SUBJECT: City of Temecula Youth Advisory Kouncil (YAK)

RECOMMENDATION: That the Community Services Commission receive and file a
report on the Youth Advisory Kouncil (YAK).
BACKGROUND: The City of Temecula's Youth Advisory Kouncil (YAK) is a group
of area youth representing all of the local public and private high schools. YAK members play a
significant role in planning youth events, working on leadership development and community
service projects. An example of these events include middle and high school dances, an annual
Youth Innovation Conference which brings together over 10 other youth councils from
throughout the Inland Empire, and panel discussions/workshops. YAK hosts anti-bullying panels
and a Driver's Safety Class in conjunction with the California State Highway Patrol. Over the last
3 years YAK participants have amassed over 3500 total community services hours and currently
have 700 hours for the current school year. YAK meets weekly to discuss programs and ideas
that make our great City even better for young adults.

SUBJECT: City of Temecula Wall of Honor — Shawn D. Nelson
RECOMMENDATION: That the Community Services Commission:
1. Approve the recommended honoree for placement on the Wall of Honor.
BACKGROUND: On September 28, 1999, the Community Services District Board of
Directors approved the amended procedures for the selection of entries to be honored by placement
of their names on the Wall of Honor. The Wall of Honor is intended to honor and recognize
individuals who have made an outstanding contribution to the City of Temecula. The names of the
designated individuals will be permanently displayed in a prominent location in the Tony and Mildred
Tobin Rotunda in the Temecula Valley Museum and the Wall of Honor currently designed and
planned for the Temecula Civic Center.
Wall of Honor Subcommittee Members Jeff Comerchero and Maryann Edwards are recommending
former City Manager Shawn Nelson be recognized on the Wall of Honor.
Shawn Nelson was hired in 1990 and served as the first Director of Community Services. As the
director of Community Services, Shawn was instrumental in the development of the City's 39 parks,
as well as many of the parks and recreation programs that exist today. In July 1999, Shawn Nelson
became City Manager of the City of Temecula. Economic development was a top priority for Shawn
and during his tenure the City completed a$100 million expansion of the Promenade Mall, a$50
million expansion for Professional Hospital Supply, one of Temecula's top employers and sales tax
generators. As well, during Shawn's tenure Old Town Temecula became a thriving downtown district
with the biggest addition being the $73 million complex that includes a three-story, mission-style City
Hall, a public parking garage and a town square with a fountain.
On January 31, 2012 the Community Services Department received a nomination recommending
Shawn Nelson be recognized on the Wall of Honor. Staff will forward the Commission's
recommendation to the Board of Directors for final action.

Statement in support of the nominee (one hundred words or less):
Shawn Nelson has served the citizens of Temecula since 1990, and has been a dedicated public servant for 30 years. .
Shawn's contributions in the community are immeasurable. Shawn was hired shortly after incorporation as the Director
of Community Services, and was responsible for developing a team to establish a park system in the City of Temecula,
as well as create and implement many of the recreation programs that are offered today. Shawn's contributions to the
Community as the City Manager of the City of Temecula have helped make Temecula one of the safest cities in the State
of California, as well as one of the more fiscally sound cities. Shawn has worked tirelessly to ensure that the residents of
the City of Temecula can be confident that their ta�cpayer dollars are spent wisely and yet Temecula remains one of the
best places to live because with a multitude of parks and recreation facilities, activities and events, shopping and cultural .
experiences, with a focus on safety and quality of life.
