Temecula Presents' 2011-2012 Dance Series at the Old Town Temecula Community Theater
and previewing the upcoming 2012-2013 Dance Series.
BACKGROUND: The Seventh Season of Temecula Presents Dance Series saw
our Saturday Night Season Ticket Sales increase by 10%. We launched the Dance Series with
a San Francisco-based dance company, Alonzo King LINES Ballet, that has been guided
since 1982 by its uniquely global artistic vision. Delfos Danza Contemporanea, founded in
1992 by Mexican choreographers/dancers, brought an international flavor from Mazatlan with its
highly theatrical and dramatic works enhanced by multi-media effects. We were also honored to
host the Mexican Consulate from Riverside and San Bernardino -- who came to see Delfos
perform in Temecula. Since its inception in 1999, Luna Negra Dance Theater has established
itself as a significant and vital component of Chicago's arts and cultural community. Luna Negra
performs works of contemporary Latino dance with energy, power, and passion. Finally,
Oregon Ballet Theatre (OBT), established in 1989, developed a unique repertoire and
distinctive style with a firm foundation in classical technique. Every one of the four professional
Dance companies also taught a Free 90-Minute Master Dance Class to aspiring dancers in the
Theater's Dance Studio.
Temecula Presents' goals are to entertain, engage, and educate through the performing arts at
the Old Town Temecula Community Theater by providing performance opportunities for our
community to experience and learn from the work of a variety of performers representing a wide
range of artistic disciplines and genres. Temecula Presents is very fortunate to be bringing
such high-end, sought-after companies to the Old Town Temecula Community Theater. There
is no other group bringing in such terrific dance within 70 miles. Temecula is swiftly becoming a
recognized center for dance.
A quick preview of the upcoming 2012-2013 Dance Series includes two New York Dance
Companies, one return visit from Los Angeles, and ends with another Oregon Company.
Temecula Presents has already been awarded $15,000 in Dance Grants from the National
Dance Project in Connecticut and the James Irvine Foundation in California.
Dance Moves celebrated its second anniversary in December of 2011. This $5 suggested
donation, monthly showcase takes place every third Tuesday of the month to celebrate local
dance! For the dancers and choreographers, it is an opportunity to show their work in an
informal and friendly environment. For the audience, it is a chance to experience dance up
close and personal. For the community, it is a chance to support art and artists.
Avocado Dance Theatre, founded by Lori Craig Torok through the Dance Collective of
Southern California, is a community-based modern dance company developed with the support
of Temecula Presents. Dancers are local to the Inland Empire and work with local professional
choreographers and guest artists to create interesting and unique dance works for performance.
The Avocados will have its world premiere on Temecula's stage on June 6& 7, 2012 at 8pm.
FISCAL IMPACT: Temecula Presents Dance Series continues to present high-
quality, professional performing arts to the Temecula Valley which supports the objectives of the
City's Quality of Life Master Plan for a Healthy and Livable City. The City provides these
enriching opportunities for our community to see first-rate artists and affordable performances,
so close to home.

SUBJECT: Request To Allow Scooters in Temecula Skate Park
RECOMMENDATION: That the Community Services Commission recommend that the
Board of Directors consider allowing scooters in the Temecula Skate Park, during specified
scooter sessions, per the amended skate park schedule.
DISCUSSION: In 1994, as part of the Rancho California Sports Park Improvement
Project, the City of Temecula constructed a skate park at the Rancho California Sports Park. As
part of the design process, project committee members toured existing skate park facilities and held
public workshops to gather comments and suggestions from interested in-line skaters and
skateboarders. Based on the information gathered a Master Plan for the skate park was approved
and adopted by both the Community Services Commission and the Board of Directors. Based on
several factors, it was determined by the design committee and the City's Risk Manager that the
Temecula Skate Park would be open to only in-line skaters and skateboarders.
The City has operated the Temecula Skate Park since 1994 allowing only in-line skaters and
skateboarders to utilize the park, however, recently there has been an increased demand in the
request for scooter riders to have access to the Temecula Skate Park. A recent presentation to City
staff by local scooter riders has brought to attention the new innovation and technology incorporated
into scooter design which has made them more amenable for use in a skate park environment.
Additionally, in keeping up with skating trends, several area skate parks are now allowing scooters
access to their skate parks during dedicated scooter sessions. Local scooter riders are leaving
Temecula to ride in other skate parks that allow the scooters.
Staff has analyzed the option of allowing scooter sessions in the Temecula Skate Park, and after
reviewing the proposal with Risk Management and the City Attorney's office, it is staff's
recommendation that the Community Services Commission consider allowing allotted hours for
scooter riders to have access to the Temecula Skate Park beginning July 1, 2012.
Attached is a revised schedule which specifies the hours of operation for scooters only, as well as a
revised Liability Waiver that will limit the City's exposure to liability from such activity. All applicable
skate park.fees and safety gear requirements apply.

General Information: The City of Temecula Skate Park is located at
42569 Margarita Road. The park includes a concrete skateboa�d faciliry, ,�
an oificial size roller hockey arena, picnic facilities, restroom, equipment S kate Pa rk `�
rental and plenty of parking. This one-acre skate park offers the +
ultimate skateboarding and in-line skating experience. The park consists FREE LD
of a competition 60-foot diameter bowl and ramp entry. A 10-foot wide apron R e s i d e n t s!
connects the upper bowl with a street plaza skate area. The street plaza boasts
a pyramid, fun box, curbs, ramps, stairs �d a 20-foot handrail. The park is
staffed and open to the public for various sessions per day, 7 days a week.
Special beginner sessions are also oflered. The facility is lighted for

SUBJECT: TCSD Proposed Rates and Charges for Fiscal Year 2012-2013

RECOMMENDATION: That the Community Services Commission receive and file this report
regarding the proposed TCSD Rates and Charges for Fiscal Year 2012-2013.
BACKGROUND: The Temecula Community Services District (TCSD) operates under the
authority of Community Services District Law and provides residential street lighting, perimeter slope
landscape maintenance, recycling and refuse collection, and emergency road maintenance services
in the City of Temecula. The boundaries of the TCSD are the same as those of the City, and the
City Council serves as the Board of Directors.
Property owners only pay for the TCSD services that they actually receive through separate rates
and charges on their property tax bill. The Community Services, Parks and Recreation and Service
Level A Rates and Charges previously levied by the TCSD were replaced by the City's Parks and
Lighting Special Tax, approved by the voters as Measure C on March 4, 1997. However, pursuant to
a cooperative agreement with the City, the TCSD continues to operate and maintain the City's
.;, recreational and cultural facilities and programs. The levy budget for the special tax will be
considered by the City Council on June 12, 2012.
As a result, the current services provided by the TCSD are divided into the following four (4) service
levels:
1. Service Level B- Residential Street Lightinq. Operations, maintenance, utility costs
and administration of residential street lighting.
2. Service Level C- Perimeter Landscapinq and Slope Maintenance. Operations,
maintenance, utility costs, improvements, and administration for all perimeter slope
landscape maintenance areas maintained by the TCSD.
3. Service Level D— Recyclinq and Refuse Collection. Operation and administration of
the recycling programs and refuse collection for single family residences.
4. Service Level R- Streets and Roads. Operations, reconstruction, and maintenance
of unpaved streets and roads in a designated area of the City.
Service Level "B" includes only those properties within residential subdivisions that have street
lighting services. The proposed rate of $25.68 has not been increased from last fiscal year.
Service Level "C" includes only those properties within residential zones where TCSD provides
perimeter slope landscape maintenance services. Most of the zone rate levels were established in
previous years and have not increased since last fiscal year. On March 4, 2008 a property owner
election was held for twenty-nine (29) zones in Service Level C. The election proposed to assess
an appropriate fee to cover the costs associated with landscape maintenance for each specific
zone. Only one (1) zone successfully passed this election which was Woodcrest Country — Zone 6.
The level of maintenance provided in each zone will be commensurate with the amount of revenue
received for each zone.
Note: The CPI change from December 2010 to December 2011 was 2.2%.
Zone 6— Woodcrest Country rate is subject to the annual CPI inflator which will increase the rate
from $98.06 to $100.22.
Zone 29 - Gallery Homes "Portraits" rate is subject to the annual CPI inflator which will increase the
rate from $350.00 to $357.70.
Zone 31 was established to be used within the Roripaugh Ranch Development however due to
construction delays the landscaping will not be accepted by the TCSD and this rate and charge will
not be assessed for FY 2012-2013. However, this rate is subject to a CPI inflator and will increase
from $28.88 to $29.52.
Zone 32 was established to be used for the Vinyard View Estates. Vinyard View Estates is located
on the northwest corner of Butterfield Stage Road and Chemin Clinet adjacent to Chardonnay Hills.
Due to the economy this 37 lot development is being delayed and will not be assessed by the TCSD
for FY 2012-2013. However, this rate is subject to a CPI inflator and will increase from $660.64 to
$675.18.
Service Level "D" provides recycling and refuse collection services to single family residential
properties in the City of Temecula. For Fiscal Year 2011-2012, the rate and charge is proposed to
increase from $223.04 to $237.28. This $14.24 increase is due to a CPI increase of 2.67% and a
Diesel Fuel Component Index (DFCI) increase of 35.81 %. Per our Franchise Agreement the CPI,
DFCI, and land-fill tipping fee increases may cause our Service Level D rate and charge to change.
Service Level "R" includes only those properties that receive benefit of emergency maintenance of
certain unpaved roads after inclement weather. The area covered by Service Level R is located in
on and around Liefer Road in the northeastern area of the City. The maximum rate that can be
charged for Service Level R for an improved parcel is $115.26, and for an unimproved parcel is
$57.62. In Fiscal Year 2011-2012 parcels were charged the full rate to offset the costs of the
emergency road maintenance services. For Fiscal Year 2012-2013 parcels in Service Level R are
proposed to be charged the full rate.
The levy and collection of the TCSD Rates and Charges is exempt from the provisions of the
California Environmental Quality Act (CEQA) pursuant to Section 21080 (b)(8) of the California
Public Resources Code and Section 15273 of the State Guidelines because the rates and charges
are necessary to maintain existing services within the TCSD.

SUBJECT: Capital Improvement Program Projects for FY 2012-2013
RECOMMENDATION: That the Community Services Commission approve, in its
substantial form, the Capital Improvement Program (CIP) projects proposed for the
Temecula Community Services Department (TCSD) for FY2012-2013.
BACKGROUND: On an annual basis, the TCSD presents the proposed CIP
projects to the Community Services Commission for their review and approval. Below is
a list of the CIP projects with construction funding or design funding for FY2012-2013.
Staff is recommending that the Community Services Commission approve the following
projects that are tentatively identified for funding in FY2012-2013. They include:
• Old Town Public Art �
• Teen/Young Adult Village Feasibility Study
• Temecula Community Center Renovation
• Theater Energy Efficient Lighting (including Technology and Equipment
� Upgrade)
• Theater Remediation
• Children's Museum Enhancement Project
• Flood Control Channel Reconstruction and Repair
• Inclusive Play Structure
• Neighborhood Park Security Lighting
• Parks Improvement Program
• Ronald Reagan Sports Park Channel Silt Removal and Desilting Pond
• Sam Hicks Monument ParR and Playground Replacement
• Senior Outdoor Fitness Lot
• Tennis Court Lighting—Great Oak High School
The funding for these projects comes from a variety of different sources including Park
Development Impact Fees, Quimby Fees and Community Development Block Grant
Funding. With the Commission's approval, the proposed CIP projects will be forwarded
to City Council for final approval.
