BACKGROUND SUMMARY
At one time, the Jefferson Avenue Study Area was vibrant and bustling with activity — the area
was once an important, locally -serving community destination along historic route Highway 395
which was the primary vehicular thoroughfare through the area prior to the construction of
Interstate 15. Following the incorporation of the City in 1989, the area continued to develop
under typical Post -World War II development patterns: an eclectic mix of auto -oriented light
industrial, office, strip -commercial and retail uses serving the local community. Although the
businesses within the Study Area continue to remain economically -vital, Jefferson Avenue has
been overshadowed by new development activity taking place at the Promenade Mall and Old
Town. As a result, it was determined that enhancing the study area's economic assets would
be critical to the area's and the City's long term future.
In an effort to determine how the study area could evolve over time, and be revitalized in the
future, the City embarked on a public participation process which included a series of six
community workshops held over a nine-month period, as well as multiple stakeholder
interviews, and technical analyses from City staff and consultants. The six pubic visioning
workshops were held with business owners, property owners, and other interested community
members, to develop a community-based vision for the study area's long term future. The
planning topics covered at the visioning workshops include existing conditions, urban design
and "placemaking," districts, transportation and mobility, streets, and an economic market
assessment completed for the study area. The task at hand was to envision the study area's
development potential 30 years from now. As a result of the six visioning workshops, a series of
8 recommendations and goals were developed. These emerging recommendations and goals
were supported by the workshop attendees at the last visioning workshop held on July 19, 2012.
ANALYSIS
The City of Temecula General Plan supports the strategic revitalization efforts of the Jefferson
Avenue Study Area. The General Plan encourages mixed-use commercial, office and
residential development projects at key locations surrounding Interstate 15 (LU -32). It
acknowledges that as Temecula begins to age, development opportunities are emerging within
older commercial corridors on both sides of 1-15, and provides opportunities for creative reuse
such as commercial, residential, office, employment, technology or mixed-use centers (LU -43).
Staff and the consultant team have reviewed the feedback received from the workshop
attendees over the course of the public visioning workshops and identified eight
recommendations and goals. The eight recommendations and goals will provide the structure
and direction for the development of the future Specific Plan.
Tonight, staff will present the eight recommendations and goals to the Planning Commission for
review and comment. Staff will address any comments received by the Planning Commission
and then present the recommendations and goals to City Council. At the City Council meeting
staff will request that the City Council authorize the preparation of a Specific Plan for the
Jefferson Avenue Study Area, focusing on the eight recommendations and goals that resulted
from the culmination of the nine month visioning process.

At the final Jefferson Avenue Study Area Visioning Workshop, which was held on July 19, 2012,
staff received strong support from the public for these eight recommendations and goals. The
public supported the development of a Specific Plan based upon these eight recommendations
and goals.
Based upon the public's feedback, these eight recommendations and goals will serve as the
policy framework and set the foundation for the future Specific Plan. Additionally, the future
Specific Plan is intended to be written as a form -based code. Regulations and standards based
upon form -based principles, presented in both words and diagrams, will be incorporated into the
Specific Plan to designate the appropriate form and scale (and therefore character) of
development, rather than distinguishing land -use types.
Form -based codes emphasize building form over uses and recognize that as market conditions
change, land uses will come and go, but the buildings and their urban form will shape the
community for many years. Additionally, form -based codes emphasize the relationship between
the building facade and the public realm, the physical form and character of buildings, as well as
the scale and types of streets and blocks. This is in contrast to the current traditional zoning
standards that are currently in place within the study area that focus on the segregation of land
use types, permissible property uses, and the control of development intensity through simple
numerical parameters (i.e. floor area ratio, dwelling units per acre, height limits, setbacks and
parking ratios).
LEGAL NOTICING REQUIREMENTS
Although this project is for informational purposes and does not require a public hearing or
public meeting, notice of this item going before the Planning Commission was published in the
Californian on July 19, 2012, was mailed to the property owners within the study area as well as
within a 600 -foot radius, to business owners within the study area, and to all visioning workshop
participants.
ENVIRONMENTAL DETERMINATION
The Jefferson Avenue Study Area visioning process is not a "project" pursuant to the California
Environmental Quality Act (CEQA). It is a process of information gathering, and involves the
Planning Commission's review and comment on recommendations and goals that have resulted
from the public feedback obtained during the public visioning process. If the Planning
Commission recommends to the City Council that staff proceed with the preparation of a
Specific Plan, environmental review and all procedures required by the California Environmental
Quality Act (CEQA) will be completed during the preparation of the Specific Plan document.

Section 1. Procedural Findings. The Planning Commission of the City of
Temecula does hereby find, determine and declare that:
A. On May 25, 2010 the City of Temecula filed Long Range Planning
Application No. LR10-0014, for the Jefferson Avenue Study Area Visioning Process and
Specific Plan, in a manner in accord with the City of Temecula General Plan and
Development Code.
B. The City of Temecula began the nine month public visioning process for
the Jefferson Avenue Study Area, holding public visioning workshops on October 18,
2011, December 6, 2011, February 2, 2012, April 5, 2012, June 14, 2012 and July 19,
2012. The public visioning series concluded on July 19, 2012. These public visioning
workshops resulted in community -identified draft recommendations and goals that will
set the foundation for the future Specific Plan for the study area.
C. The Planning Commission, at a regular meeting, reviewed the draft
visioning recommendations and goals on August 1, 2012, at a duly noticed public
hearing, at which time the City staff and interested persons had an opportunity to review
and provide comments on the draft recommendations and goals.
D. At the conclusion of the Planning Commission hearing and after due
consideration of the testimony, the Planning Commission recommended that staff
proceed to the City Council to request authorization to prepare a Specific Plan for the
study area.
E. All legal preconditions to the adoption of the Resolution have occurred.
Section 2. Environmental Findings. The Planning Commission is not required
to make environmental findings and determinations in connection with their review and
consideration of the draft recommendations and goals for the Jefferson Avenue Study
Area Visioning process:
A. In accordance with the California Environmental Quality Act, the public
visioning for the Jefferson Avenue Study Area is a process of information gathering and
is not considered to be a "project" under the California Environmental Quality Act.
Therefore not environmental findings are required.
Section 3. PASSED, APPROVED AND ADOPTED by the City of Temecula
Planning Commission this 1st day of August 2012.
