SUBJECT: Jefferson Avenue Study Area

RECOMMENDATION: Receive and file.
BACKGROUND SUMMARY: The Jefferson Avenue StudyArea is located north of Rancho
California Road, west of Interstate 15, east of Diaz Road/Murrieta Creek and south of Cherry Street.
The Study Area is approximately 560 acres and consists primarily of a mix of developed commercial
property, and property designated as conservation/open space (Murrieta Creek). At one time, the
Jefferson Avenue Study Area was vibrant and bustling with activity — the area was once an
important, locally-serving community destination along historic route Highway 395 which was the
primary vehicular thoroughfare through the area prior to the construction of Interstate 15. Following
the incorporation of the City in 1989, the area continued to develop under typical Post-World War II
development patterns: an eclectic mix of auto-oriented light industrial, office, strip-commercial and
retail uses serving the local community. Although the businesses within the Study Area continue to
remain as an economically-vital part of the city, Jefferson Avenue has been overshadowed by new
development activity taking place at the Promenade Mall and Old Town. As a result, it was
determined that enhancing the study area's economic assets would be critical to the area's long
term future.
On January 1, 2011, in anticipation of the Jefferson Avenue planning effort, the City of Temecula
City Council established the Jefferson Avenue City Council Ad Hoc Subcommittee. The City Council
appointed Mayor Ron Roberts and Council Member Comerchero to this subcommittee. The Ad Hoc
Subcommittee will assess future opportunities for the area and provide policy direction to facilitate
the aesthetic and economic revitalization of the Jefferson Avenue area through a comprehensive
Specific Plan. The Jefferson Avenue City Council Ad Hoc Committee met on July 25, 2011 and
directed Planning staff to move forward with the visioning workshops and public engagement
process.
To assist the City with the public outreach portion of the planning effort, the Southern California
Association of Governments (SCAG) selected the Jefferson Avenue Study Area Visioning Process
as a"demonstration project," and awarded the City grant funding through their Compass Blueprint
program. The city and SCAG collaboratively selected MIG, Inc. as the planning consulting firm to
assist city staff with the public outreach and visioning workshops for the Jefferson Avenue Study
Area. The city also hired Inland Planning + Design to assist with the presentation of technical
planning topics at the public workshops. The goal of the public workshops was to develop a publicly-
driven, community based vision for the Jefferson Avenue Study Area, which will drive the
revitalization and redevelopment of the area in the future.

VISIONING PROCESS SUMMARY
The public participation process included a series of six community workshops held over a nine-
month period, as well as multiple stakeholder interviews, and technical analyses from City staff and
consultants. The six pubic visioning workshops were held with business owners, property owners,
and other interested community members, to develop a community-based vision for the study area's
long term future. The task at hand was to envision the study area's development potential 30 years
from now.
To date, Planning Staff has completed the public visioning workshop series for the Jefferson
Avenue Study Area. The visioning workshop dates and topics are outlined below:

To supplement the information in this staff report, a brief presentation will be provided to summarize
the feedback received from the public at these visioning workshops.
VISIONING RECOMMENDATIONS AND GOALS
Staff and the consultant team have reviewed the feedback received from the workshop attendees
over the course of the public visioning workshops and identified eight recommendations and goals
that will guide the future vision. The eight recommendations and goals will provide the structure and
policy foundation for the development of a future Specific Plan for the study area. ,
The eight recommendations for the study area are as follows:

SUBJECT: Old Town Temecula Community Theater 2012-2013 Season Preview

RECOMMENDATION: That the Board of Directors receive and file the report previewing
the 2012-2013 Season at the Old Town Temecula Community Theater featuring the
Resident Companies and Temecula Presents.
BACKGROUND: The Old Town Temecula Community Theater's Eighth Season
will be a cultural tourism excursion which can all be experienced from the comfort of one's
favorite Temecula Theater seat.
Our Theater's goals are to entertain, engage, and educate through the arts by providing
performance opportunities for the community to experience and learn from a variety of
performers representing a wide range of artistic disciplines and genres. Temecula Presents is
very fortunate to continue to bring high-end, sought-after companies to the Old Town Temecula
Community Theater. Temecula is swiftly becoming a recognized center for the cultural arts of
music, dance, song, and theater. �
Volunteer Ushers have dedicated over 34,000 hours of service since our opening curtain in
2005. They greet patrons warmly and help them not only to their seats, but also help them be
comfortable and safe during the performance. Patrons often have questions about upcoming
performances or questions about what to do or where to go after the performance. Ushers are
knowledgable of the surrounding restaurants and activities. They serve as our Cultural
Ambassadors within the community knowledgeable about performances at the Theater and
other City events. On the rare occasion when there is an emergency,our seasoned Volunteers
spring to action to resolve the situation in a calm manner. Last December during a power
outage, our Ushers were able to help patrons leave the building safely.
Our 2012-2013 Season Brochure ("All The World Is A Stage") has a new design that includes
our Theater's Resident Companies, in addition to the 2012-2013 Temecula Presents Season
with so many performances all under one roof. There is a concerted effort to promote and sell
performances by the Resident Companies: Fine Arts Network, Temecula Valley Players, and
the Southwest Women's Chorus.
Temecula Presents' Classical Music Series (in association with the California Chamber
Orchestra), Cabaret Orchestra / Big Band Series (in association with OnStage Musicals),
Friday Night Groove Series and Dance Series are all featured in the Brochure bringing the
finest entertainment from around the country and the world. Each Series has an Expert Cultural
Ambassador inviting you to attend these excellent performances that are first-rate, affordable,
and so close to home.
DanceXchange debuted in July of 2012 in our Theater's newly created Courtyard Stage.
Originally launched in December of 2009 as Dance Moves with a former producer, we have
rebranded this community-based forum with the enthusiasm and creativity of Lori Craig Torok.
The monthly showcase takes place every third Tuesday of the month to celebrate local dance
for just $5. We are also happy to launch a new effort at The Merc with both Comedy and
Cabaret on a monthly basis.
The Old Town Temecula Community Theater has become a world-class presenter of
contemporary programming by strengthening our cultural connections throughout the
community. We have also engaged with social media and initiated promotional strategies
targeted to inspire the next generation of loyal arts patrons. Temecula's Theater has something
for everyone and we look forward to sharing these entertaining escapes with the entire
community along with their friends and families.
