A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF TEMECULA, UPON THE REVIEW OF THE
DRAFT RECOMMENDATIONS AND GOALS RESULTING
FROM THE JEFFERSON AVENUE STUDY AREA
VISIONING PROCESS (LONG RANGE PLANNING
, APPLICATION NO. LR10-0014), RECOMMENDS THAT
STAFF PROCEED TO THE CITY COUNCIL TO REQUEST
AUTHORIZATION TO PREPARE A SPECIFIC PLAN THAT
IMPLEMENTS THE VISIONING RECOMMENDATIONS
AND GOALS
Section 1. Procedural Findings. The Planning Commission of the City of
Temecula does hereby find, determine and declare that:
A. On May 25, 2010 the City of Temecula filed Long Range Planning
Application No. LR10-0014, for the Jefferson Avenue Study Area Visioning Process and
Specific Plan, in a manner in accord with the City of Temecula General Plan and
Development Code.
B. The City of Temecula began the nine month public visioning process for
the Jefferson Avenue Study Area, holding public visioning workshops on October 18,
2011, December 6, 2011, February 2, 2012, April 5, 2012, June 14, 2012 and July 19,
2012. The public visioning series concluded on July 19, 2012. These public visioning
workshops resulted in community-identified draft recommendations and goals that will
set the foun�ation for the future Specific Plan for the study area.
C. The Planning Commission, at a regular meeting, reviewed the draft
visioning recommendations and goals on August 1, 2012, at a duly noticed public
hearing, at which time the City staff and interested persons had an opportunity to review
and provide comments on the draft recommendations and goals.
D. At the conclusion of the Planning Commission hearing and after due
consideration of the testimony, the Planning Commission recommended that staff
proceed to the City Council to request authorization to prepare a Specific Plan for the
study area.
E. All legal preconditions to the adoption of the Resolution have occurred.
Section 2. Environmental Findings. The Planning Commission is not required
to make environmental findings and determinations in connection with their review and
consideration of the draft recommendations and goals for the Jefferson Avenue Study
Area Visioning process: `
A. In accordance with the California Environmental Quality Act, the public
visioning for the Jefferson Avenue Study Area is a process of information gathering and
is not considered to be a"project" under the California Environmental Quality Act.
Therefore not environmental findings are required.
Section 3. PASSED, APPROVED AND ADOPTED by the City of Temecula
Planning Comm���ion this 1st day of August 2012.
