2. Direct Staff to implement recommended solutions, where appropriate, as identified in the report.
. BACKGROUND: In September 2011, the City Council directed Staff to review school area
traffic safety at each school site within Temecula Valley Unified School District's (TVUSD)
jurisdiction and conduct workshops with all stakeholders including TVUSD administrators, school
site administrators, Temecula Police Department, and parents. The goal of the School Area Traffic
Circulation workshop is to identify potential safety issues, and develop short-term and long —term
alternatives to address the issues.
In order to have productive workshops, the area of influence for each school site was defined,
circulation patterns to and from each school site were identified, and the discussion was limited to
finro (2) school sites per workshop. These parameters along with the school districYs Attendance
Boundary Map were used to divide the City into five (5) study areas. The study areas include
fourteen (14) elementary schools, five (5) middle schools, and three (3) high schools.
To date, the Commission has held five (5) workshops, which identified areas of concern, potential
solutions and an action plan for school sites located in Study Area 1 and Study Area 5. The
workshop results are identified below:

Staff recommends approval of the action plans and implementation of the recommended solutions,
where appropriate.
FISCAL IMPACT: Minor cost associated with installing signs, striping and associated pavement
markings. Adequate funds are available in the Traffic Division's operating budget.

Update on City's Bike Lane and Trail Program (BLTP)

RECOMMENDATION: Receive and file the report.
BACKGROUND: This project includes a phased completion of segments to connect
the City's bike lanes and trails. The project also includes a plan to develop an Old Town to
Wine Country Trail (east-west connection), a Lake Skinner Trail (north-south connection), and a
Temecula Loop around the entire City. In addition, this project has built in efficiencies that take
advantage of existing/planned Capital Improvement Projects such as the Butterfield Stage Road
Extension, the Santa Gertrudis Bicycle Interconnect, and pavement rehabilitation projects that
will include striping of bicycle lanes
In relation to the Quality of Life Master Plan (QLMP 2030), this project satisfies the City's Core
Values of a Sustainab/e City, and Transportation Mobility and Connectivity by providing
alternative modes of transportation and increasing connectivity and accessibility to Old Town,
Wine Country, and the City's many schools, parks, trails, and open space areas.
This project is expected to be mostly completed by 2017. During the first year (2012-2013),
emphasis will be placed on bike lane striping and negotiating access and maintenance
agreements with the Riverside County Flood Control District and the Metropolitan Water District.
During the second, third, and fourth years (2013-2016), segments that involve
engineering/design/construction will be completed. Other segments previously identified as
capital improvements will be completed per their respective project timelines. Remaining
segments will be completed as development projects are built and conditioned for
improvements through the City's review process.
Staff will give a brief Power Point presentation and receive input or suggestions on the project.
FISCAL IMPACT: Funds are available for implementation of this program in the City's Five
Year Capital Improvements Program, Fiscal Years 2013-2017.

Below please find the Traffic Division activities for the month of August, 2012. These activities include
the following:
• Citation statistics (attachment)
• Community Action Patrol supported call-outs:
No Call outs for the month of August.
• Community Action Patrol activity / patrol hours:
775 hours for August, 2012. Year-to-date total: 7,001 hours.
**Included for August were 11 patrols with 18 CAP members participating**
• Promenade Mall — No foot patrols or camera monitoring during the month of August.
• Special Events for August, 2012:
August 13, 2012 — Community Services Commission meeting to award Certificate of
Appreciation to the Community Action Patrol Group (11 CAP members at the meeting)
August 17, 2012 — DUI Checkpoint on Pechanga Parkway (4 CAP members)
August 31, 2012 — DUI Checkpoint on Winchester Road and Nicolas Road (4 CAP members)
