PUBLIC COMMENTS:
A total of 15 minutes is provided so members of the public can address the

SUBJECT: Santiago Road — Design Guideline .
RECOMMENDATION: That the Community Services Commission receive and file a report on
the Design Guideline for Santiago Road.
BACKGROUND: Santiago Road is shown as a"Limited Secondary Arterial Road (2-
Ianes Divided)" on #he Circulation Element of the City's General Plan. This roadway designation has
a unique offset cross-section intended to enhance the rural nature of the sfreets with this
designation, while supporting all modes of transportation including vehicular, bicycle, and
pedestrian. In areas with long stretches of undeveloped land or an entirely new street alignment the
implementation of such a roadway cross-section would serve its purpose well.
Along the Santiago Road corridor though there are only two developable properties that would be
subject to the current roadway cross-section. Approaching these undeveloped segments Santiago
Road has been developed to various other roadway cross-sections that were in place at the time of
development. To further complicate the development of Santiago Road a meandering natural
drainage course traverses the area encroaching into what would be improved road right-of-way if
one strictly adhered to the current roadway cross section.
The Public Works department has analyzed the existing improved segments of Santiago Road, as
well as the alignment of the natural drainage course, and determined that without significant
drainage course re-alignment requiring costly and burdensome resource agency permits,
implementing the existing cross section would be infeasible. We are therefore recommending that a
flexible design guideline be implemented so we can accommodate all modes of travel and still
maintain the rural feel of the roadway cross-section. The guideline allows flexibility to adjust the
pavement alignment within the ROW to avoid physical obstacles while still providing enough
pavement width for a wider bike lane and a wider curb adjacent graded walkway for pedestrians and.
equestrians.

SUBJECT: Old Town Theater Remediation
RECOMMENDATION: That the Community Services Commission receive and file a report on
the Remediation Plan for the Old Town Temecula Community Theater.
BACKGROUND: The Old Town Theaterwas opened to the public on October4, 2005.
Unfortunately, since opening the facility has had water intrusion problems. A forensic investigation
directed by the City Attorney's office in the summer of 2009 disclosed that various architectural and
hidden construction problems caused the water intrusion problems and concluded that these
problems can only be remedied by the removal and replacement of the Theater's substrate and
exterior siding. In September 2011 the City settled the lawsuits against the designers and
construction contractors through mediation and secured just under $2.9M to cover the cost of
repairs after legal fees.
In June 2012 the City entered into a professional services agreement with Meyer and Associates to
perform a preliminary investigation and make recommendations on the work necessary to repair the
theater's ongoing water intrusion problems. They have completed their work for formalized their
findings and recommendations in a detailed report on file in the City Engineer's office.
In summary the recommendations include completely removing the exterior siding and underlayment
down to the plywood or gypsum board sheathing, then reconstructing the "building envelope" with a
new state of the art water.proofing system covered with hardy boacd siding; "boxing" in the steel
exterior structure and applying the same water-proofing system and applying a smooth stucco type
product; removing and replacing the wood frame casement windows with high efficiency double
hung combination extruded aluminum/wood frame windows; removing and replacing the hollow
metal door frames with two piece flanged door frames; replacing the wood/timber stairways with self-.
supporting steel stair cases with concrete/time treads and new aluminum hand rails; reconstructing
the decks with a water-proofing system, cement mortar bedding and tiled surface.
If all goes well; the project is scheduled to commence in summer 2013. The completed exterior will
maintain the overall iook of the existing structure, but will be more durable and easier to maintain.
