PUBLIC COMMENTS
A total of fifteen minutes is provided so members of the public can address the Commission on
items that are not listed on the Agenda. Speakers are limited to three minutes each If you desire
to speak to the Commission about an item not listed on the Agenda, a yellow "Request to Speak"
form should be filled out and filed with the Commission Secretary.
When you are called to speak, please come forward and state your name and address
For all other agenda items, a "Request to Speak" form must be filed with the Recording Secretary
before the Commission gets to that item. There is a three minute time limit for individual speakers.

CONSENT CALENDAR
1. Action Minutes of September 27, 2012 — Approved staff recommendation — (4 -0 -1) —
Commissioner Cosentino made the motion; it was seconded by Commissioner
Carter and voice vote reflected approval with the exception of Commissioner
Youmans who was absent.
RECOMMENDATION:
1.1 Approve the Action Minutes of September 27, 2012.
2. Reschedule Commission Meeting - November and December 2012 - Approved staff
recommendation- — (4 -0 -1) — Commissioner Cosentino made the motion; it was
seconded by Commissioner Carter and voice vote reflected approval with the
exception of Commissioner Youmans who was absent.
RECOMMENDATION:
2.1 Direct the Senior Office Specialist to cancel and reschedule the regular meetings
for November and December 2012, and perform the appropriate postings and
noticing requirements per the Government Code.
COMMISSION BUSINESS
3. Consideration of Multi -Way Stop Signs — Sunny Meadows Drive and Calle Portofino —
Motion was made by Commissioner Carter and seconded by Commissioner
Cosentino for City staff to meet with the Homeowner's Association Board of Directors
to entertain other options before installing a stop sign. Voice vote reflected approval
with the exception of Commissioner Youmans who was absent.

RECOMMENDATION:
3.1 Concur with the results of the Multi -Way Stop Warrant Analysis that Multi -Way Stop
Signs are not justified at the intersection of Sunny Meadows Drive and Calle
Portofino.

RECOMMENDATION:
1. Approve the action plans for each school site; and
2. Direct Staff to implement recommended solutions, where appropriate.
BACKGROUND: In September 2011, the City Council directed Staff to review school area
traffic safety at each school site within Temecula Valley Unified School District's (TVUSD)
jurisdiction and conduct workshops with all stakeholders including TVUSD administrators, school
site administrators, Temecula Police Department, and parents. The goal of the School Area Traffic
Circulation workshop is to identify potential safety issues, and develop short-term and long —term
alternatives to address the issues.
In order to have productive workshops, the area of influence for each school site was defined and
circulation patterns to and from each school site were identified. Initially,the discussion was limited
to two (2) school sites per workshop, but this was recently changed to four (4) school sites per
workshop. These parameters along with the school district's Attendance Boundary Map were used
to divide the City into five (5) study areas. The study areas include fourteen (14) elementary
schools, five (5) middle schools, and three (3) high schools.
At their meeting of September 27, 2012, the Commission considered and approved action plans for
school sites located in Area 1, Area 5, and Great Oak High School. Recently, the Commission held
two (2) workshops, which identified areas of concern, potential solutions and an action plan for
school sites located in Study Area 2 and Temecula Valley High School. The workshop results are
identified below:

As shown, the majority of the action plans will require further consideration or follow -up by the City
and TVUSD. These plans will be reviewed and a subsequent status report will be provided to the
Commission at a future meeting.
Staff recommends approval of the action plans and implementation of the solutions, where
appropriate.
FISCAL IMPACT: Minor cost associated with installing signs, striping and associated pavement
markings. Adequate funds are available in the Traffic Division's operating budget.
