Bob Hagel Greg Butler Chairperson Director of Public Works / City Engineer 2 ITEM NO. 2 School Area Traffic Circulation — Action Plan for Area 2 and Temecula Valley High School AGENDA REPORT401"Atte& 41100 TO: Public/Traffic Safety Commission % tggg a/ FROM: // reg Butler, Director of Public Works/City Engineer DATE: December 6, 2012 SUBJECT: Item 2 School Area Traffic Circulation -Action Plan for Area 2 and Temecula Valley High School Prepared By: Jerry Gonzalez, Associate Engineer— Traffic RECOMMENDATION: 1. Approve the action plans for each school site; and 2. Direct Staff to implement recommended solutions, where appropriate. BACKGROUND: In September 2011, the City Council directed Staff to review school area traffic safety at each school site within Temecula Valley Unified School District's (TVUSD) jurisdiction and conduct workshops with all stakeholders including TVUSD administrators, school site administrators, Temecula Police Department, and parents. The goal of the School Area Traffic Circulation workshop is to identify potential safety issues, and develop short-term and long —term alternatives to address the issues. In order to have productive workshops, the area of influence for each school site was defined and circulation patterns to and from each school site were identified. Initially, the discussion was limited to two (2) school sites per workshop, but this was recently changed to four (4) school sites per workshop. These parameters along with the school district's Attendance Boundary Map were used to divide the City into five (5) study areas. The study areas include fourteen (14) elementary schools, five (5) middle schools, and three (3) high schools. At their meeting of September 27, 2012, the Commission considered and approved action plans for school sites located in Area 1, Area 5, and Great Oak High School. Recently, the Commission held two (2) workshops, which identified areas of concern, potential solutions and an action plan for school sites located in Study Area 2 and Temecula Valley High School. The workshop results are identified below: Study Area 2 Temecula Middle School Concerns/Requests Potential Solution Action Plan Vehicle conflicts at northerly Install red curb Approve and implement driveway on Meadows Parkway recommended solution caused by on-street parking 1 Abbey Reinke Elementary School Concerns/Requests Potential Solution Action Plan Vehicle circulation conflicts on Develop alternate vehicular Requires further consideration Sunny Meadows Drive route to and from school by TVUSD and Cit Vintage Hills Elementary School ConcernslRe uests Potential Solution Action Plan - Vehicle congestion on Camino Suggest alternate loading Requires further consideration Romo and Corte Villosa caused zones adjacent to the school by TVUSD and City by student loadin Vehicle circulation conflicts on Develop alternate vehicular Requires further consideration Camino Romo and Corte route to and from school by TVUSD and City Villosa Paloma Elementary School 'Concerns/Re uests : Potential. These plans will be reviewed and a subsequent status report will be provided to the Commission at a future meeting. Staff recommends approval of the action plans and implementation of the solutions, where appropriate. FISCAL IMPACT: Minor cost associated with installing signs, striping and associated pavement markings. Adequate funds are available in the Traffic Division's operating budget.
