Jefferson Specific Plan Steering Committee

RECOMMENDATION:
1. Appoint two (2) representatives to serve on the Jefferson Specific Plan Steering Committee.
BACKGROUND: On August 14, 2012 the Temecula City Council authorized staff to
prepare a Specific Plan for the Jefferson Avenue Study Area, based upon the 8 goals and
recommendations that emerged from the public visioning process. The Study Area/Specific
Plan area is bounded by Rancho California Road to the south, Interstate=15 to the east, Cherry
Street to the north, and Diaz Road/Murrieta Creek to the west.
Planning staff is currently developing the framework for the future Jefferson Specific Plan and
preparing for the anticipated Jefferson Specific Plan Steering Committee meetings: These
meetings will be open to the public, and also include members of the Planning Commission, -
Community Services Commission and Fublic/Traffic Safety Commission. Staff anticipates
holding 6-8 Jefferson Specific Plan Steering Committee meetings over the next 12 months to
present the draft Specific Plan for the Jefferson Avenue Study Area.
Staff recommends that two Public/Traffic Safety Commissioners be appointed to serve on the
Jefferson Specific Plan Steering Committee.

BACKGROUND: At the meeting of September 13, 2011, the City Council directed Staff to
review traffic safety at each school site within Temecula Valley Unified School District's (TVUSD)
jurisdiction and conduct a workshop with all stakeholders including TVUSD administrators, school
site administrators, Temecula Police Department, and parents.
Staff will provide a brief presentation of school area traffic conditions at Chaparral High School.

• Community Action Patrol activity / patrol hours:
742 hours for January, 2013. Year-to-date total: 742 hours.
**Included for lanuary were 2T patrols with 12 CAP members participating**
• Promenade Mall — 8 total mall patrols with 8 members participating.
• Special Events for January, 2013:

January 18, 2013 —.Traffic Control at NHS wrestling eyent, 4 members perticipating.
January 18, 2013 —1 general CAP member trained.
January 14-31, 2013 — 5 CAP members trained in logistics.
• Radar Trailer Deployments:
January 9-15: Rancho Vista near Calle Jabali, trailer was damaged as a result of a collision.
